The Site Plan (SP) and Drainage Report (DR) cannot be approved as submitted. Please address the following review comments prior to the next submittal. Site Plan: 1. Please include a response letter to the comments along with the corrected copies of the SP. 2. Show details of all drainage structures on the SP, including basins and weir details with dimensions. Through what device/structure will the stormwater be discharged onto Kolb Rd? The plan does not show where the stormwater will exit from the water harvesting area. The maximum depth for water harvesting is 6". 3. Label existing and future sight visibility triangles per D.S. 2-02.2.1.10. All SVT's shall be shown on the plans. 4. Fully dimensioned loading space(s) and maneuvering area(s) per D.S. 2-02.2.1.14. The environmental service truck cannot service the refuse enclosure. Each service area is required to have a clear approach of fourteen (14) feet by forty (40) feet for the collection vehicle. The maximum back-up distance for the collection vehicle shall be forty (40) feet per 6-01.4.0.4.1.C. 5. Dimension from street monument lines to existing and proposed curbs, sidewalks, driveways, and utility lines per D.S. 2-02.2.1.21. Dimension to the future face of curb. For a 150' wide R/W the curb is 12' from the property line. 6. Please provide a Bench Mark based on City of Tucson Datum, including City Field Book and page number per D.S. 2-02.2.1.23. 7. Show refuse container location, size, and access thereto fully dimensioned per D.S. 2-02.2.1.32 and D.S. 6-01.0. The new enclosure cannot be accessed by the service vehicle. Side bollards are required. Is the refuse enclosure meant for two containers or one? If it is meant for two, then it is not wide enough. See comment no. 4. 8. A permit or a private improvement agreement will be necessary for any work performed within the Right-of-way. Contact Permits and Codes at (520) 791-5100 for permit information. 9. Please show a typical cross section of the P.A.A.L. or call out the percentage of slopes. Call out the GB at the D/W, if applicable. 10. "A grading permit will be required for this project. Submit 2 sets of grading, upon completion and submittal of a grading permit application. A grading permit may not be issued prior to site plan approval. Subsequent comments may be necessary, depending upon the nature and extent of revisions that occur to the plans". Drainage Report: 1. Please include a response letter to the comments along with the corrected copies of the DR. 2. There appears to be a discrepancy between the DR and the Site plan. The length of the 8" PVC pipes differ from 13.6 LF to 23 LF. 3. Show details of all drainage structures in the DR, including basins and weir details. Through what device/structure will the stormwater be discharged onto Kolb Rd? The plan does not show where the stormwater will exit from the water harvesting area. The maximum depth for water harvesting is 6". Also a sidewalk scupper will be required at weir discharge point. 4. To help keep the 8" PVC pipe from clogging, use a 12" with an 8" orifice. 5. If applicable, add the basin(s) maintenance responsibility note and checklist per S.M.D.D.F.M. 2.3.1.6 C 1 and 2 to the DR. 6. Broadway Blvd. Site Plan TRANSMITTAL DATE: July 24, 2009 COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. DS 2-02.2.1.6 Indicate the dimensions of the proposed building on the foot print of the building. Provide the wall heights of the proposed structure on the foot print of the building. Provide in the calculations the allowed and proposed height of the building. 2. DS 2-02.2.1.7 The required street perimeter yard setback is measured from the back of future curb. Clearly indicate the location of the future curb and provide corrected dimension to the building. 3. DS 2-02.2.1.8 Clearly indicate the location of wheel stop curbs for the parking spaces. Wheel stop curbs will be required in the handicap parking spaces to prevent over hanging of the handicap ramps. ( min. 2'-6" from the front of the parking space). Revise detail 1A and 3 of 6. The parking space adjacent to the trash enclosure will be required to be 10' in width. See DS 3-05.2.1.B.3. 4. DS 2-02.2.1.9 Clarify the number and type of provided bicycle parking spaces. Calculations indicate one, site plan indicates 4, and detail indicates 8. Revise the calculations to correctly indicate the number of required and provided as well as indicating the type of bicycle rack. On the site plan and detail 4 of 6 clearly indicate the location, size and surface materials of the required access aisle for the bicycle parking spaces. Class 2 bicycle parking spaces must be located within 50' of the main entrance to the building. Clearly indicate the location of main entrance to the building. 5. DS 2-02.2.1.10 Provide the location of the future sight visibility triangles. It appears the proposed monument signs will be located within the future sight visibility triangles. Either the signs must be relocated or a DSMR will be required to be submitted and approved prior to approval of the site plan. 6. DS 2-02.2.1.11 Per DS 3-05.2.3.C.1 wheel stop curbing or barriers are required to prevent vehicles from driving on to unimproved portions of the site or extending beyond property lines. The 12' PAAL between the loading zone and the trash enclosure requires a barrier at the east end. The backup spur located along the south portion of this site is required to have a 3' clear area behind the spur. It appears the landscape border will interfere with this clear area. On the site plan clearly indicate the location of the landscape border area. See DS 3-05.2.2.D for requirements of a backup spur. 7. DS 2-02.2.1.12 Per DS 2-08.3.1 a pedestrian circulation path is required to be provided connecting to any adjacent streets. Provide connecting to the sidewalk located along Kolb Rd. Provide pedestrian circulation path connecting to the trash enclosure. Clearly indicate the width of all sidewalks and crosswalks. Per DS 3-05.2.2.B.1 a 5' pedestrian refuge area is required between a building and a PAAL. Per DS 2-08.4.1.B A sidewalk will be provided adjacent and parallel to any PAAL on the side where buildings are located. Both will be required along the north side of the proposed building. 8. DS 2-02.2.1.20 If applicable, all easements of record must be graphically shown on the plan together with recording docket and page reference. 9. DS 2-02.2.1.25 If applicable provide existing and proposed lighting layout and type. 10. DS 2-02.2.1.32 Indicate vehicle maneuverability for the trash enclosure. See engineering comments. 11. DS 2-02.2.2.A.2 In the calculations the floor area of the proposed building does not match the area indicated on the site plan. Revise. 12. DS 2-02.2.2.A.3 Provide in the calculations the allowed FAR (0.90). The proposed FAR should be 20.6%, 4592 / 22254 = 0.206. 13. DS 2-02.2.2.A.5 Provide in the calculations the number of required and provided loading zones. 14. In the site information and calculation portion of sheet 1 of 6 remove references to the corner lot in the site area and the user portion. 15. DS 2-02.2.2.A.4 In the calculations provide the number of required and provided parking spaces. 16.
