SUMMARY: Engineering Division of Planning & Development Services Department has received the Grading Plan application (T09BU00951) and site plan application (T09CM01657) for the above referenced property and reviewed the drainage report, SWPPP, and Site & Civil plan sheets. Engineering does not recommend approval of the Site or Grading Plan at this time. The following corrections/information is required:

DRAINAGE REPORT COMMENTS:
1) City of Tucson Development Standards (DS) Section No. 10-02.2.3.1.1.B: List the administrative / site address and permit activity numbers on cover sheet of the report.
2) DS Sec.10-02.2.3.1.4.G: State in section 2.0 or 4.7 of the report that the project lies within a balanced basin management plan and thus the detention retention facilities shall ensure that at minimum the post developed 2-year, 10-year, and 100-year peak discharges shall not exceed pre-developed conditions.
3) DS Sec.10-01.3.3.4: Basin 2 top of basin elevation and 100-year WSEL are the same; show freeboard for Basin 2. Revise Developed Conditions Map exhibit in report and Proposed Detention / Retention Design table on sheet C1.1.
4) DS Sec.10-01.V.5.2.6: Plan does not match Drainage Report; revise Basin 1 Top Elevation in the Proposed Detention / Retention Design table on sheet C1.1
5) DS Sec.10-02 page 8.06: Table 8.1: Revise street capacity analyses using minimum 0.020 Manning's. Revise Drainage Report.

SITE / GRADING PLAN COMMENTS:
1) Cover sheet indicates sheets Site Plan sheet x1.1 - x1.4 and civil sheet 0.0, which are missing from set. Update sheet g0.1 or provide missing sheets.
2) DS Sec.3-02.4.2: Address the following gated entrance comments:
a) Minimum paved clearance width of the vehicle gate is 20 feet for one-way driveway/roadway and 24 feet for two-way driveway/roadway, measured from gate structure or face of curb, which ever is more restrictive. Any equipment or obstructions (such as keypads or card-readers) shall be installed to maintain the 20-foot clear area. If entering and exiting traffic are separated, the 20-foot minimum applies only to the entrance, the exit gate shall be a minimum of twelve (12) feet clear. Provide dimensions on sheet x1.1 and C2.2 to clarify area next to proposed gate.
b) Label any boxes (Knox box is required for emergency fire access) on sheet x1.1 and C2.2.
c) Show maneuverability for closed gate scenario. Show cul-de-sac or T-turnaround for impassable gate scenario on sheet x1.1 and on sheet C2.2.
d) Gated entrances must be approved by Development Services, TDOT, Environmental Services and the Fire Department (including design and location of any fireboxes).
3) DS Sec.3-01.5.2.B.4: Provide sight visibility triangles at both entrances along Kolb Access Road. Use sight distances shown in section 3-01.5.3.
4) DS Sec.2-02.2.1.A.5: Provide local benchmark. Show on a planview sheet on one of the civil sheets.
5) DS Sec.2-02.2.1.A.20: Assure all easements are shown with recording docket and page. Provide width of easement on sheet C2.2.
6) DS Sec.11-01.4.1.C / 2-02.2.1.A.17: Address the following comments for civil cover sheet:
a) Provide total disturbance area in square feet.
b) Provide estimated cut and fill quantities on civil grading plan cover sheet.
c) Provide grading disturbance limit line in a civil sheet legend.
d) Add project number (T09CM01657) to site plan cover and (T09BU00951) to grading plan cover sheet.
7) DS Sec.10-01.III.3.4: Label Q100's on plan view for both basins and all exit points at boundary of project site for a site planview sheet.
8) Label compaction for subgrade for detail F on sheet C1.0.
9) Add the following grading notes:
a) Provide notation describing minimum slope protection requirements for COT / geotechnical recommendations: 3:1(H:V) or flatter revegetate, slopes between 3:1 and 2:1(H:V) rip rap with filter fabric, and 2:1- 1:1(H:V) grouted rip rap. Provide thickness and D50 for grouted rip rap.
b) A copy of the Grading Plan, Grading Permit, and any Geotechnical Reports shall be kept at the site at all times, until final grading approval.
c) Special inspections are required for any toedowns or other subsurface improvements.
d) Project Engineering, drainage conformance, and basin drain-down completion letters, as well as As-Builts are required to be submitted prior to final Grading Inspection.
e) A right-of-way permit is required for any development, excavation, or construction activity within the right of way. Contact Tucson Department of Transportation - Permits and Codes Section, Engineering Division at 791-5100 for questions relating to right of way permit information.
f) Add note to Grading Plan that the number and location of trees within existing and future sight visibility triangles may be restricted or modified by the City of Tucson in order to preserve visibility.
10) Add grading permit number "T09BU00951" on the Civil cover sheet.
11) DS Sec.10-02.XIV.3.1: Provide basin maintenance responsibility note as a general note on a Site Plan sheet.
12) Address the following on grading planview civil sheets:
a) Add minimum slope in basin bottom of 1%.
b) Delineate and label the grading limits lines on all grading planview civil sheets.
c) Provide more proposed spot elevations to clarify grades adjacent to handicap-accessible areas, specifically, at pavement and sidewalk adjacent to parking access aisles. Handicap stalls shall have max 2% cross slopes.
d) DS Sec.11-01.4.1.C: Label contour lines on sheet C2.1.
e) DS Sec.10-01.4.3.1: Per HAZ (human activity zone) requirements, show on site and grading planviews, the locations of 8:1(H:V) slopes along some or all of the basin sides for emergency exit and access.
13) DS Sec.11-01.2.3.A: A bond shall be posted for native seeding. The bond amount is based on the total disturbed area of the site. Once that area has been accepted and bond amount can be determined.
14) Tucson Code Chap.26 Art.2: The Stormwater Pollution Prevention Plan (SWPPP) does not meet the minimum requirements of the AzPDES Construction General Permit (CGP). Revise the SWPPP to according to the following comments:
a) Address the following general SWPPP comments:
i) For inspection purposes, please fill out the enclosed "AZPDES - Posting Requirements" green sheet, and post it or the NOI at construction entrance of the site at beginning of construction activities and maintain this posted document throughout project construction.
ii) Show, label, and provide leader line for the receiving waters either on location map on cover sheet, on vicinity map on exhibit, or on other planview.
iii) For resubmittal package, provide 2 copies of revised SWPPP exhibit, report, copy of NOI, and general permit.
b) Address the following comments for the SWPPP Report:
i) At minimum, one Operator, either the engineer of record or the project manager or owner as listed on the bottom of the second page of the NOI shall sign one of the Operator certifications, prior to picking up grading permit. Please note that the remaining signatures from the Operators must be on the SWPPP on the site copy of the SWPPP (exhibit or report) at or before commencement of construction. (Part IV.C.1)
c) Address the following comments for the SWPPP exhibit sheets:
i) Consider placing the particular control measure installation details in a SWPP exhibit. Consider providing a silt fence detail that will be useable to the contractor; provide a detail without drain rock along the base of the silt fence. Any drain rock material that is placed along the base of the silt fence shall not obstruct or divert stormwater flow. If drain rock is not used with silt fence, then earthen material shall only be backfilled against silt fence at grade to allow maintenance of flow pattern.
ii) Dimension minimum depth and minimum length (50-ft) of stabilized entrance on SWPP exhibit. Label rock size for construction entrances (typically 3-in min, 6-in max).
iii) Revise boundary controls according to the following comments:
(1) Label project boundary limits on plan.
(2) Label 2-ft grading offset from south and west boundary limits.
(3) Assure grading limits on SWPP exhibit match any revised limits of civil / Grading Plan sheets.
(4) Interim control measures shall be placed within the grading limits that match grading plan.
(5) It appears that there area areas that may not need interim sediment/erosion controls along some high points of the grading limits; consider revising locations.
(6) To prevent breakout of stormwater runoff along perimeter disturbance limits, revise location of the SWPP BMP controls such that segments of the interim erosion control devices are placed parallel to elevation contours such that runoff will not be channelized along linear protection.
iv) Provide the following general notes on the SWPPP cover sheet:
(1) Provide a note to the SWPP plan cover sheet and/or front of SWPP report stating that the Operator shall report to ADEQ any noncompliance (including spills) which may endanger human health or the environment. The Operator shall orally notify the office listed below within 24 hours:
(a) Arizona Department of Environmental Quality

(2) Add note stating a water truck or other temporary water source will be provided for dust control, otherwise explain how wind erosion/dust control will be achieved and provide specific practices.
(3) Provide note stating that adjacent street shall be cleaned daily of sediment and other construction debris. Specify that when sediment escapes the construction site, offsite accumulations of sediment must be routinely removed and at a frequency sufficient to ensure no adverse effects on water quality. (Part IV.D.2.a) (Part IV.D.2.c)
(4) Add notation regarding restriction of storage or placement of construction material and vehicles within basin areas.
15) Resubmittal is required. Address the above comments and submit:
a) Two copies of the revised Site and Civil sheets (with or without whole set) ;
b) One copy of the revised Drainage Report;
c) Two copies of the revised SWPPP.
d) Response letter.
