PAUL | ZONING | REVIEW | Denied | CDRC TRANSMITTAL FROM: Michael St.Paul, Planning Technician PROJECT: T09CM01368 11221 East Nebraska Road New SFR TRANSMITTAL: June 12, 2009 COMMENTS: Please attach a response letter with the next submittal, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1) This review is for a new single-family residence (SFR) in the SR Zone (LUC Section 2.2.4.2.A.1). Provide the correct zoning on the plot plan, in the site data information and on all the adjacent lots. The Development Designator is "C" (LUC Section 3.2.3.1.A) and the Perimeter Yard Indicator is BB (LUC Section 3.2.6.4). This site is subject to LUC Section 3.5.7.1.F. 2) It appears that the resent lot split (12-07-2005) has not been review and approved by the City of Tucson as required (LUC Sections 4.3.1, 4.3.2 & 4.3.3). In addition, two of the three parcels do not meet the minimum lot size requirements for the SR Zone (LUC Section 3.2.14). The minimum parcel size in the SR Zone is one hundred forty-four thousand (144,000) square feet (approximately 3.30 AC) (LUC Sections 2.2.4.A.1 & 3.2.3.1.A). Parcel 205-66-099D is listed as 2.04 AC, which is approximately eighty eight thousand eight hundred sixty two (88,862) square feet, by the Pima County Assessor. Parcel 205-66-099E is listed as eleven thousand seven hundred twenty (11,720) square feet, or approximately 0.27 AC. An approved lot split shall be required to proceed with an further development on this site. 3) Demonstrate minimum legal access to all proposed lots (LUC Sections 4.3.1, 4.3.3.B.7, 4.2.14.5.A, & .B, 3.2.8.2, 3.2.8.3). 4) There appears to be a SFR on the site according to the records with the Pima County Assessor and the aerial photos. The maximum number of units in the SR Zone is one (1) (LUC Sections 2.2.4.2.A.1 and 3.2.3.1.A). Provide a demo permit for the existing SFR. 5) The property lines on the plot plan are incomplete. Provide the correct property lines with dimensions on the plot plan. Also place dimension of the proposed structure and any existing structures to remain from the nearest edge of each structure to each property line (LUC Section 3.2.6.4). 6) Revise the legal description to match the legal description provide by the County. 7) The minimum type size is twelve point (12 pt) for all text and dimensions. Please be aware that there may be additional comments relative to information provided on subsequent submittals. |

It is not clear which offsite watershed that actually impacts the proposed development. Is it the 42.75 acres, the 43.78 acres or the 52.68 acres? 2. What dos the cross hatched areas, shown on the drainage exhibits, represent? Provide a description for the cross hatch in the legend. 3. Show on the drainage exhibits the proposed structures, the proposed finished floor elevation, the proposed grading around the structure and through out the parcel, the proposed structure access, etc. Please be advised that the structure shall be provided with an all weather access. Access through the erosion setback area is not considered all weather access. 4. According to Section 8.4. of the Drainage Manual, "No Building shall be built within the erosion-hazard setback limit associated with the main channel, unless adequate bank protection is first installed". Determine the erosion setback line from the onsite tributary to the Pantano and show the setback line on the drainage exhibits. Show the proposed structure outside all erosion-hazard limits. Additionally, if the structure is located within a sheet flow of the regulatory floodplain, as stated in the "Erosion Hazard Setback" Section of the Report, the structure shall be built on a fill that extends at least 25' on all sides of the building (see Section 8.4 of the Drainage Manual). 5. Determine the minimum finished floor elevation for the proposed structure (i.e. 28xx.xx feet). 6. The proposed corral needs to be shown on the drainage exhibit. Verify that the corral will not be obstructing the onsite wash runoffs. Site Plan: 1. Provide property description (D.S. 2-02.1.2.). 2. Provide lot dimensions and bearings (D.S. 2-02.1.5.). 3. Show all existing buildings and structures as required by D.S. 2-02.1.6. 4. Provide width of driveway as required by D.S. 2-02.1.11. Additionally, the driveway can not be within the erosion-hazard area. Relocate the driveway to provide all weather access. 5. Provide the 100-year floodplain water surface elevations as required by D.S. 2-02.1.15. 6. The shown finish floor elevation for the proposed building appears to be incorrect. Revise the proposed building finished floor elevation in accordance with the Drainage Report recommendation D.S. 2-02.1.16. 7. Provide the proposed finish grades as required by D.S. 2-02.1.16. 8. Provide the estimated cut and fill (D.S. 2-02.1.17.). 9. It is not clear if Nebraska Road is an access easement or public right of way. Add the width and the recordation information if the street is an easement or dimension the right of way if Nebraska is public (D.S. 2-02.1.19.). 10. Show all easements of record, if applicable, as required by D.S. 2-02.1.20. 11. The Site Plan needs to be stamped by a registered civil engineer. 12. Clarify how the cut/fill slopes will be treated and or stabilized. Provide a geotechnical report addressing slope treatment/stabilization. |

Nebraska Applicant: Troy Williams Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. In order to facilitate a shorter back check time, we request that you please provide revised plans and calculations, along with a written response to each of the noted items indicating action taken. SCOPE OF REVIEW: The scope of this plan review includes architectural, electrical, plumbing, mechanical, and energy conservation. The purpose of this review is to verify compliance to the 2006 International Residential Code with local amendments. Other comment references may be derived from additional codes and standards adopted by The City of Tucson. All features have been checked only to the extent allowed by the submittals provided for review. All portions of this project are assumed to meet other departmental requirements, conditions, and concerns before permit approval. GENERAL REQUIREMENTS: 1. Provide two copies of the corrected set of drawings (no clouds or revision numbers please) along with a set of the first submission (cloud corrections on this set please). All corrections and revisions shall be made on original tracings or finished reproducible set. Pen or pencil corrections on final prints will not be acceptable. To avoid delays, ensure that all corrections have been made, are complete, and have been coordinated on all applicable detail and note sheets. 2. As of 6/12/2007 the City of Tucson has adopted the 2006 IRC. All plan pages should reference this code. Appeal to the Building Official for alternate code use. (Ref: pages 2, 5, 10) FLOOR PLANS: 3. Specify width of all doors on floor plan (closets, toilet rooms, and utility room). 4. Specify safety glazing in hazardous locations, R308.4. Less than 60" above tub/shower floors. 5. Show supply and return air ducts with a minimum R-8 insulation when located outside the thermal envelope, R1103.2.1. Use Table E3602.13 for sizing 15, 20 & 30 AMP branch circuit conductors. Use Table E3605.1 (60 degree C column) for sizing branch circuits and conductors rated <100 amps. 22. Justify the 40amp over current protection for the range circuit with a proposed load of 13,500 watts. 23. Bedroom outlets shall be protected with combination-type arc-fault breakers (receptacles, lights, and smoke detectors), E3802.12. (Ref: circuits 19, 21, 26) 24.
