COMMENTS:

1. Zoning has reviewed the grading plan for compliance with the site plan. As of this review date the site plan has not been approved by all PDSD plan reviewers so technically the grading plan cannot be approved by zoning at this time.

2. Zoning cannot approve the grading plans until the all PDSD Plans Reviewers approve the site plan and the approved plan and stamped site plan is available and included with the grading plan package. Zoning will re-review the grading plans on the next submittal and compare them to the approved site plan if available.

3. Zoning is willing to review the grading plan over the counter with an appointment on a walk-through basis assuming the approved and stamped site plan is available for review and included with the grading plan package. While the grading plan matches the current version of the unapproved site plan sheets as it pertains to zoning requirements the grading plans cannot be approved due to possible design changes based on review comments by the remaining PDSD review agencies. If the applicant wishes to have the grading plan reviewed over the counter as part of a walk-through review please call in advance and set up an appointment.

RESUBMITTAL REQUIRED: Grading Plan and Stormwater Pollution Prevention Plan.
The Grading Plan (GP) and SWPPP cannot be approved as submitted. Please address the following review comments prior to the next submittal.

Grading Plan:
1. Please include a response letter to the comments along with the corrected copies of the GP.
2. Add the following notes to the grading plan:

" "The approved Grading Plan is the only acceptable construction plan onsite. The Contractor may not use any other plans, such as the approved Tentative Plat and/or Development Plan, for construction purposes. The Contractor may ask the Development Services Inspector to consult with the other approved plans for additional information or details that might not be included on the approved grading plan but needed for completion of work."

" "The contractor shall remove the fine materials from the bottom of the detention/retention basin and scarify the basin bottom once the construction activities are completed in order to remove any fine material build up caused by construction and to restore soil percolation."

" "Any engineering work to be done below grade (i.e. toe-downs, cutoff walls, drainage pipes/structures, etc.) shall not be back filled until Development Services Inspector inspects the work and approves it."

3. The benchmark elevation in note 3 does not match the benchmark shown at the bottom of sheet no. 1 nor at the intersection of Broadway Blvd. and Kolb Road.
4. There is a descripency on the benchmark datums between general note no. 3 on sht.1 and private sewer note no. 10 on sht. 5. Revise as required.
5. Show cross sections with transverse and longitudinal slopes of the parking areas to facilitate construction.
6. Add the basin(s) maintenance responsibility note per S.M.D.D.F.M. 2.3.1.6 C 1 and 2 to the GP.
7. Show and dimension the concrete aprons for the refuse enclosure on the plan views/details or both.
8. Will the grading limits shown on sht. 4 be saw cut or dug with a backhoe. Call out method of joining new pvmt. to exist. pvmt.
9. List Grading plan number (T09BU01688) on each sheet.
10. Edit grading note 16 on sht. 3 to read "All work shall conform to the City of Tucson Development Standard No. 11-01.0 "Excavation and Grading"
11. Provide a stripped employee crosswalk to the refuse enclosure.
12. Call out the vertical curb reveal height for all curbs listed in the construction notes.
13. Construction note 15, sht. 4, call out the number of scupper cells per dtl. 205.
14. Construction note 31, sht. 4 calls out for a 4' wide rip-rap "channel" but no details are shown. Provide a cross-section of the channel showing configuration and depth.
15. Provide more dimensions on the south and west retaining wall cross-sections on sht 7 or on the plan view. How does the landscaped area south of the retail building drain, to the east, south or to the west? In either of the directions, call out a sidewalk scupper to drain.
16. Show the outside (50'R) and the inside (36'R) turning radii for the service vehicle after servicing the refuse enclosure and exiting onto Broadway Blvd.
17. Show the SVT's at the corner of Kolb Road and Broadway Blvd. per COT DS 3-01.5.0 Sight Visibility Triangles
18. Correct the section call-outs on sheet 4, the call-outs reference sht. 6 instead of sht. 7.
19. A permit or a private improvement agreement will be necessary for any work performed within the Right-of-way. Contact Permits and Codes at (520) 791-5100 for permit information.
20. Call out peak discharges entering and exiting the site.
21. Show details of all surface and subsurface drainage devices.

Drainage report:
1. The DR has been accepted by engineering.

Stormwater Pollution Prevention Plan:
1. Since the turning radii are much larger for construction vehicles than for a passenger vehicle, the width of the stabilized entrance shall be greater than assumed 12' that is shown on the plans. Call out/show a practical width for the stabilized entrance, as determined by you, the engineer.
2. Show the concrete wash-out area on the SWPPP. If the conc. wash-out area is off site, BMP's for the entire route the service vehicles travel back and forth to the site to wash off the vehicles will need to be shown/addressed on the SWPPP.
Signature Requirements:
1. Include a certification and signature for each operator in accordance with Part VII.K. (Part IV.J.1).
2. All NOIs must be signed and certified as follows:
a) For a corporation: By a responsible corporate officer. For the purpose of this Part, a responsible corporate officer means:
i) A president, secretary, treasurer, or vice-president of the corporation in charge of a principal business function, or any other person who performs similar policy or decision-making functions for the corporation; or
ii) The manager of one or more manufacturing, production, or operating facilities, provided, the manager is authorized to make management decisions which govern the operation of the regulated facility including having the explicit or implicit duty of making major capital investment recommendations, and initiating and directing other comprehensive measures to assure long term environmental compliance with environmental laws and regulations; the manager can ensure that the necessary systems are established or actions taken to gather complete and accurate information for permit application requirements; and where authority to sign documents has been assigned or delegated to the manager in accordance with corporate procedures.
b) For a partnership or sole proprietorship: By a general partner or the proprietor, respectively; or
c) For a municipality, state, federal, or other public agency: By either a principal executive officer or ranking elected official. For purposes of this section, a principal executive officer of a Federal agency is the chief executive officer having responsibility for the overall operations of a principal geographic unit of the agency (e.g. Regional Administrators of EPA).
3. Reports and Other Information: All NOTs, SWPPPs, reports, certifications, or information required by this general permit and other information requested by the ADEQ or authorized representative of the ADEQ shall be signed by a person described in Part VI.K.1 or by a duly authorized representative of that person. A person is a duly authorized representative only if:
d) The authorization is made in writing by a person described in Part VII.K.1;
e) The authorization specifies either an individual or a position having responsibility for the overall operation of the regulated facility or activity, such as the position of manager, operator, superintendent, or position of equivalent responsibility or an individual or position having overall responsibility for environmental matters for the operator. (A "duly authorized representative" may be either a named individual or any individual occupying a named position.); and
f) The signed and dated written authorization is included in the SWPPP and submitted to the ADEQ upon request.
4. Certification. Any person signing a documents under the terms of this permit shall make the following certification: I certify under penalty of law, that this document and all attachments were prepared under my direction or supervision in accordance with a system designed to assure that qualified personnel properly gathered and evaluated the information submitted. Based on my inquiry of the person or persons who manage the system, or those persons directly responsible for gathering information, the information submitted is, to the best of my knowledge and belief, true, accurate, and complete. I am aware that there are significant penalties for submitting false information, including the possibility of fine and imprisonment for knowing violations.
