04/15/2009 ELIZABETH LEIBOLD ENGINEERING REVIEW Approved TO: Jacob Lauderdale
SUBJECT: Raytheon Low Frequency Chamber Site/SWPPP/Grading Plan Engineering Review
REVIEWER: Elizabeth Leibold
DATE: April 15, 2009
ACTIVITY NUMBERS: T09BU00198, T09CM00308

SUMMARY: The revised plans, SWPPP, Geotechnical Report and revised Drainage Report were received and reviewed. Engineering recommends approval of T09BU00198, T09CM00308 for issuance of a grading permit. The following permit conditions must be completed prior to final grading inspection approval.

GRADING PERMIT CONDITIONS:
The following 12 conditions apply to grading permit T09BU00198:
1) Call for DSD Engineering SWPPP and grading inspection meetings. For a DSD Engineering Inspection, call IVR (740-6970), or schedule with a Customer Service Representative at the Development Services Department, or contact DSD Engineering at 837-4888, or schedule inspections online at: http://www.ci.tucson.az.us/dsd/Online_Services/Online_Permits/online_permits.html
2) A copy of the approved Grading Plans and Permits shall be kept at the site at all times, until final grading approval.
3) For inspection purposes, please fill out the enclosed "AZPDES - Posting Requirements" green sheet, and post it or a copy of the NOI, at construction entrance of the site at beginning of construction activities and maintain this posted document throughout project construction.
4) Additional erosion/sediment protection may be required at drainage outlets.
5) Operator certifications with signatures are required for commencement of grading construction activities. Remaining signatures from the operators must be on the SWPPP on the site copy of the SWPPP at or before commencement of grading construction.
6) Relocation and additional interim erosion and sediment controls may be needed at limits of disturbance and placed per Engineer of Record within boundary limits and shall be maintained throughout the life of the project. See associated SWPPP plan.
7) There shall be no disturbance outside of project boundary as shown on the approved plans.
8) Separate building permit applications may be required for any walls.
9) Due to potential for hydro-collapsible soils per geotechnical report, it recommended that there is no water harvesting or other ponding areas allowed within setbacks as recommended by the geotechnical engineer. The basins as shown and located away from the proposed building on this approved grading plan are acceptable.
10) Call Engineering Reviewer regarding any EOR proposed grading revision.
11) If grading construction is expected to last longer than the expiration date of the grading permit, contact DSD to renew/extend the Grading Permit. If inspections have not been completed before the Grading Permit expires, and the permit has not been renewed, additional fees and reviews may be required.
12) Prior to request for final inspection approval, all permanent erosion control improvements shall be installed and accepted by DSD including rock / established revegetation for all disturbed areas if not improved as per approved plan.
