AFTER REVIEW OF THE COMPLETE DOCUMENT PACKAGE PRESENTED, IT WAS NOTED THAT AN ESTIMATE OF CONSTRUCTION COSTS WAS COMPLETED BY MTV GERNERAL CONTRACTORS DATED 1 DECEMBER 2008 WITH A NOT-TO EXCEED VALUE OF $75,000.00. THE $3000.00 VALUATION PRESENTED FOR PERMIT APPLICATION HAS BEEN ADJUSTED TO REFLECT THE 1 DECEMBER VALUATION.
2. A STRUCTURAL CONDITION REVIEW REPORT WAS CONDUCTED BY STRUCTURAL CONCEPTS INC. ON THE 35 EAST TOOLE AVENUE STRUCTURE DATED 7 OCTOBER 2008. THE PLAN REVIEW OF THE PERMIT DOCUMENTS IS BASE UPON THE RECOMMENDATIONS OF THIS REPORT. REFERENCE ATTACHED REPORT.


DANGEROUS BUILDING CLASSIFICATION:

1. NO WHERE IN THE DOCUMENTS IS THE WATER DAMAGE TO THE ESISTING ROOF STRUCTURE AND DECKING LOCATED NEAR THE EAST WALL ADDRESSED.
A. A STRUCTURAL ENGINEERED SET OF ROOF REPAIR DRAWINGS, DETAILS AND CALCULATIONS MUST BE COMPLETED PROVIDING FOR THESE STRUCTURAL FRAMING REPAIRS.
2. THE DOCUMENTS SHOW AND DESCRIBE IN MORE THAN SUFFICIENT DETAIL THE CONDITION AND LOCATION OF THE SUBSTANTIAL DEGRADATION OF THE EXTERIOR BRICK AND CONCRETE STEM WALLS, HOWEVER NO RECOMMENDATIONS, DETAILS AND STRUCTURAL CALCULATIONS ARE PROVIDED FOR THE REPAIR OF THIS DAMAGE.
A. A STRUCTURAL ENGINEERED SET OF BRICK WALL AND FOUNDATION STEM WALL REPAIR DRAWINGS, DETAILS AND CALCULATIONS MUST BE COMPLETED PROVIDING FOR THESE STRUCTURAL REPAIRS.
3. NOT ONLY IS THE BOILER ROOM MEZZANINE FIRE DAMAGE REPAIR NOT PRESENTED IN THE DOCUMENTS, THE MEZZANINE ITSELF IS NOT EVEN SHOWN.
A. A STRUCTURAL ENGINEERED SET OF MEZZANINE FIRE REPAIR DRAWINGS, DETAILS AND CALCULATIONS MUST BE COMPLETED PROVIDING FOR THESE STRUCTURAL REPAIRS.

THE CLASSIFICATION OF "DANGEROUS BUILDING' IS TO REMAIN IN EFFECT UNTIL ALL THREE OF THE ITEMS ABOVE ARE ADDRESSED BY A REGISTERED STRUCTURAL ENGINEER AND REPAIRS ARE COMPLETED AND INSPECTED ACCORDINGLY.


ADDITIONAL STRUCTURAL CONDITIONS.

1. THESE DRAWINGS ARE UNRESPONSIVE TO THE IEBC REQUIREMENT THAT ALL UNREINFORCED WALLS BE ANCHORED TO ROOF LEVELS FOR LOADS PERPENDICULAR TO THE WALL.
2. ALSO NOT SHOWN IS THE PARAPET EXCESS HEIGHT BEING REDUCED OR BRACED AS RECOMMENDED.
3. REPAIRS OF THE STRUCTURAL DAMAGE TO THE FRONT PORCH ROOF JOISTS AND DECKING ARE NOT PRESENTED.
4. ALTHOUGH NOT A STRUCTURAL PROBLEM AT THIS TIME, REPAIRS TO THE BASEMENT STEM WALLS ARE NOT ADDRESSED.

HAZARD CATEGORY:
THE HAZARD CATEGORY HAS INCREASED AND SHALL REMAIN IN EFFECT FOR THIS STRUCTURE UNTIL ALL ITEMS ABOVE HAVE BEEN CORRECTED.

CONCLUSIONS:
NONE OF THE STRUCTURAL CONDITIONS NOTED IN THE 7 OCTOBER REPORT HAVE BEEN ACKNOWLEDGED IN THE DOCUMENTS PRESENTED FOR REPAIR OF THIS BUILDING. THIS BUILDING MAY NOT BE OCCUPIIED UNTIL ALL THE ABOVE CONDITIONS AND OTHERS ADDRESSED IN SCI'S REPORT HAVE BEEN CORRECTED.
