Engineering Division recommends approval of the Site Plan and Floodplain Use Permit at this time.
CONDITIONS OF PERMIT:

1) The associated improvements are with permit activity number T08OT02141 (Floodplain Use Permit) and T08CM00956 (building plans).
2) This permit is specific to the improvements specified as an addition and remodel as shown on this plan. It shall not apply to any other structure or property, whether attached or unattached, not specified under this permit.

Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. In order to facilitate a shorter back check time, we request that you please provide revised plans and calculations, highlighting any changes, along with a written response to each of the noted items indicating action taken.

SCOPE OF REVIEW:
The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2006 International Residential Code, 2006 International Energy Conservation Code, and Arizona State amendments to the 2006 Uniform Plumbing Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval.

GENERAL REQUIREMENTS:
All corrections and revisions shall be made on original tracings or a finished reproducible set. Return two sets along with a set of the first submission for reference. Pen or pencil corrections on final prints will not be acceptable. To avoid delays, ensure that all corrections have been made, are complete, and have been coordinated on all applicable detail and note sheets. (Do not cloud the changes made for comment revisions). Incorporate changes on originals and provide two copied sets for review.

The City of Tucson adopted the 2006 IRC with amendments on 6/12/2007, the 2006 UPC with amendments on 7/10/2007 and effective 1/1/2007 the Inclusive Home Design. GENERAL NOTES:

Construction drawing guidelines are available from the residential desk of the Development Services Division. The plans must show compliance with current building codes before receiving permit approval.

" Provide ¼" = 1' scaled drawings with legible notation (minimum 1/8" lettering).
" Provide consecutive sheet numbers on each construction drawing, R106.1.1.
" Interior alterations require the installation of smoke alarms at existing bedrooms, R313.2.1.

SITE PLAN:

1. Indicate the location of buildings, utility meters and gas, water, electric and sewer or septic lines from property line to building, R106.1.1.

FOUNDATION PLANS:

1. Locate and detail all wall and post footings, (R301.1).
2. Show or note a 6" minimum separation of untreated exterior posts or columns above finished grade and support by metal pedestal with 1" space above the floor, R319.1.4 exception 1.
3. Show the required minimum one #4 reinforcement rebar 3" from edge in the footer, R403.1. (City of Tucson Amended).
4. Dimension the footing length, width, and depth into undisturbed soil for each footing type and condition, R403.1.1.
5. Locate and specify all anchor-bolt spacing on the foundation plan. Minimum ½" diameter with 7" embedment into concrete or masonry, R319.1 & R403.1.6. Maximum spacing 6' o/c and within 12" of each sill plate end, R403.1.6.
6. Show the 6" minimum foundation height above finished grade, R404.1.6.

FLOOR PLANS:

1. Show new and adjacent floor plans labeling all rooms and spaces, R106.1.1. Include dimensions and show all doors, windows, fixtures and appliances in the construction area.
2. Each detached (non-rated) structure requires a separate 3-foot fire separation distance. One structure requires not less than one-hour fire-resistive construction (without openings) if placed less than six feet from an existing building, R302.1. One-hour fire-resistive framed construction shall comply with IBC Table 720.1(2).
3. Projections shall not extend to a point closer than 2 feet from the fire separation line, and when extending into the 3-foot fire separation distance shall have not less than one-hour fire-resistive construction on the underside. Provide notation for compliance with R302.1 (City of Tucson Amended) for protecting the underside of the overhang.
4. Show wood stove distance from combustible materials, R1003 or R1004. Provide cut sheets, make, model number and the approval number of the UL-127 testing agency (or ICBO #).

STRUCTURAL PLANS:

1. Provide complete roof and floor framing plans. Show size, spacing and span of all framing members, trusses, joists, rafters, beams, lintels, headers, ledgers and blocking, R301.1.
2. Show the location of existing openings in load bearing walls for verifying load carrying capacity, R301.1.
3. Show size, spacing and span of all framing members, rafters, top sills and wall extensions (w/ tie straps), R301.1.
4. Completely detail all post connections from post base to the foundation, R301.1.
5. Brace wall panel requirements have not been met for the garage door opening with adjacent wall panels less than 32", R602.10.6. The single portal Alternate Braced Wall design requires sheathed panel nailing to header, 4,200 LBS uplift capacity tie-downs, and 1,000 LBS post straps top and bottom, Figure R602.10.6.2.
6. Show masonry wall horizontal lateral support R606.9.1.
7. Show masonry wall vertical lateral support R606.9.2.
8. Specify steel lintels to support imposed load, R606.10
9. Show the minimum hardboard sheathing thickness of 7/16", Table R703.4.
10. Show rafter (truss) to wall connection using (H2.5) ties having a resistance to uplift of not less than 365 pounds, R802.11.1. (City of Tucson Amended).

ELEVATIONS:

1. Indicate all materials used; stucco, concrete block, glass block, roofing system, siding, veneer, etc, R301.1.
2. Note and specify a complete roofing system: Roofing type, grade of materials and method of installation, R905.
3. Note and specify all roof slopes appropriate with selected material, R901.1. (Minimum allowable slope for Built-up roof is ¼" per foot, R905.9.1. Minimum allowable slope for Roll roofing is 1" per foot, R905.5.2.)
4. Note and dimension the wood stove chimney. Show a minimum 2' termination above any roof point within 10' measured horizontally, and not less than 3' above the point where the chimney passes through the roof, R1003.9.

SECTIONS - DETAILS:

1. Provide building cross-sections and details. More than one may be required to clearly illustrate materials, sizes and connections, R106.1.1.
2. Show wood framing members resting on concrete as pressure treated, R319.1 item 2 Provide treated sill plates bearing on concrete slabs, R319.1 item 3.
3. Show exterior wood siding, sheathing and wall framing with a 6" clearance above the ground, R319.1 item 5.
4. Note and specify the size, spacing and length of anchor bolts for sill plates, top plates and ledgers, R403.1.6.
5. Provide a header schedule or show sizes consistent with Table 502.5(1) & (2).
6. Note or detail interior wall and ceiling covering (1/2" GWB), R702.3.
7. Show the ceiling gypsum board as either 5/8" or ½" sag resistant when applied to 24" o/c ceiling framing, IRC table R702.3.5 footnote d.
8. Specify the minimum thickness (1/2") of structural siding, R602.10.3.4, and a #15 water-resistive barrier over studs of all exterior walls, R703.2.

MECHANICAL PLANS:

1. Show supply and return ducts with minimum R-8 insulation (includes vented attics) except when completely located inside the thermal envelope, R1103.2.1. Show R-4.2 insulation when ducts are located in an unconditioned space (chase) inside the thermal envelope, IECC 503.2.7 (City of Tucson Amended).

ELECTRICAL PLANS:

1. Provide an electrical riser diagram, E3303. Note the grounding and bonding method, E3507. Metallic gas lines must be bonded and shall not be used as the primary grounding method, E3508.
2. Provide a grounding electrode on the Riser Diagram for the sub-panel, E3507.3.
3. Show the location of each outlet with circuit number on the Electrical Plan, E3305.1 & E3603.5
4. Provide a Garage panel schedule showing panel size, circuit numbers, ampacity, wire size and general description, E3304.11 & E3606.2.
5. Show the Garage sub-panel feeder conductor and conduit sizes with appropriate correction factors, E3605.
6. Show sub-panel feeder over-current protection (breaker size), E3605.5.
7. Show all reachable receptacle outlets in the garage with ground fault circuit interrupting protection, E3802.
8. Show at least one wall switch controlled light or outlet in all habitable rooms, E3803.3.

OUTDOOR LIGHTING CODE

1. Show compliance with City of Tucson Outdoor Lighting Code with an approved lighting calculation in accordance with OLC 3.1.2. Include all exterior fixtures on the property in the calculations.
2. Provide cut sheets for all full cut-off fixtures showing the lamp placement and fixture wattage. All other fixtures are assumed to be unshielded (non-FCO style). Fixtures are only exempt from the total lumen budget if both of the full cut-off FCO style and located under overhangs, OLC 5.1.2.

INTERNATIONAL ENERGY CONSERVATION CODE:

1. Tucson is in climate zone 2B. The simplified prescribed energy values for glazing and skylights is U=0.75, ceiling R=30 and walls R=13. Mass wall requirement is R=4 when 50% of insulation is exterior and R=6 when applied interior, N1102.1. Show the "R" values of insulation and the "U" factors of the windows and doors on the plans.
