| 12/02/2008 | JASON GREEN | ENGINEERING | REVIEW | Denied | DATE: December 1, 2008 SUBJECT: Phoenix Fuel Grading Plan- (4th) Engineering Review TO: Dan Brock LOCATION: 941 W Fairview Business Park Pl, T135S R13E Sec35 Ward 3 REVIEWERS: Jason Green, CFM ACTIVITY: T08BU00475 SUMMARY: Engineering Division of Development Services Department has received and reviewed the revised grading plan, Drainage Statement (Urban Engineering, Inc., 31OCT08) and Stormwater Pollution Prevention Plan (Urban Engineering, Inc., 31OCT08). Engineering Division does not recommend approval of the grading plan at this time. The following items need to be addressed: DRAINAGE STATEMENT: 1) DS Sec.10-01.2.2: Provide a Geotechnical Report (or addendum) with infiltration rates for the proposed detention/retention basin. Infiltration rates must have a drain down time per 10-01.3.5.1.3 since the proposed basin does not have an outlet. Verify that the Drainage Statement and grading plan match the geotechnical report. 2) DS Sec.10-02.2.3.1.2.D: Provide a discussion within the proposed Drainage Statement that addresses the old Drainage Report for the overall subdivision. The statement needs to verify conformance that the project meets or exceeds the original design and that stormwater does not cause adverse impacts to surrounding properties. GRADING PLAN: 3) Provide written approval from Tucson Department of Transportation for the proposed widths at the Ingress/Egress entry points. Per City of Tucson Code Chapter 25-39 the maximum width for the driveways can not exceed 30-feet. Either revise the entry widths or provide TDOT approval with the resubmittal. For further information contact the Tucson Department of Transportation, Jose Ortiz, P.E. at 837-6730. GEOTECHNICAL REPORT: 4) DS Sec.10-01.3.5.1: Provide a Geotechnical Report (or addendum) with percolation rates for the retention basin for 5-year threshold to show that the drain down time meets the maximum allotted time since the proposed basin does not have an outlet or bleed pipe. STORMWATER POLLUTION PREVENTION PLAN: The SWPPP does not meet the minimum requirements of the AzPDES Construction General Permit (CGP). Revise the SWPPP according to these comments: 5) Part III.A.3 and VIII.J.2: Ensure the SWPPP is signed by a person meeting the certification requirements of Permit Part VIII.J. The owner of the property, since known, is required to sign an owner certification section prior to SWPPP approval. GENERAL COMMENTS: Please provide a revised grading plan, Drainage Statement, Geotechnical Report, and SWPPP that addresses the comments provided above. For expedite purposes the grading plan and SWPPP can be reviewed over the counter (DSD Engineering Division comment only and with a scheduled appointment) for stamp approval once all items have been addressed.
