RESUBMITTAL REQUIRED: Grading Plan, Drainage Statement and SWPPP

The Grading Plan (GP), Drainage Statement (DS) and Stormwater Pollution Prevention Plan cannot be approved as submitted. Please address the following review comments prior to the next submittal.

Grading Plan:

1. Please include a response letter to the comments along with the corrected copies of the GP. A review will not be done without a detailed response letter describing and/or explaining the changes made to the plan.
2. It appears a great majority of the comments were not addressed. Address comments as applicable prior to the next submittal. A review fee of $75.00 per hour will be charged if there was not a genuine effort to satisfy all comments.
3. The grading plan cannot be approved prior to the approval of the Site Plan.
4. Coordinate with the Architect to correct the discrepancies between the Grading plan and the Site plan. Per previous comment.
5. Edit all notes containing reference to Pima County standards and replace with the applicable notes. Per previous comment.
6. Please provide property description per D.S. 2-02.2.1.3. A new legal description is required for the new lot line configurations. Per previous comment.
7. Label existing and future sight visibility triangles per D.S. 2-02.2.1.10. The ends of the SVT triangles are supposed to be drawn at the edge of pavement or the face of curb. Per previous comment.
8. Show all points of egress and ingress including locations and width of driveways and parking area access lanes (P.A.A.L.) per D.S. 2-02.2.1.11. Per previous comment.
9. The max. width of any driveway is 30.00' per City of Tucson code Chapter 25-39. Per previous comment.
10. Please label all vehicular, bicycle, pedestrian, and handicapped circulation clearly identified per D.S. 2-02.2.1.12. Per previous comment.
11. Add the basin(s) maintenance responsibility note per S.M.D.D.F.M. 2.3.1.6 C 1 and 2 to the SP.

15. Please show the proposed roof drainage patterns, 100% of the 10-year flow must be conveyed under the sidewalks. Please provide supporting calculations to demonstrate compliance with D.S. 3-01.4.4. If the location(s) of the roof scuppers have not yet been decided, add a general note indicating sidewalk scuppers (per COT/SD) will be used when the roof scuppers locations have been designed.
16. Show the 100-year flood peak discharge.
17. Call out all slopes and stabilization material (concrete, riprap, gabbions or vegetation).
18. Slopes of 2H: 1V or greater require grouted riprap.
19. Drainage patterns with percent slopes (Show patterns within the first 100 feet from the property line).
20. Flow arrows, grades and flow rates within and adjacent to site to show drainage scheme.
21. Call out peak discharges entering and exiting the site.
22. Detention/Retention:

6. If applicable, add the basin(s) maintenance responsibility note and checklist per S.M.D.D.F.M. 2.3.1.6 C 1 and 2 to the DS.

Stormwater pollution prevention plan:

1. Please include a response letter to the comments along with the corrected copies of the SWPPP. A review will not be done without a detailed response letter describing and/or explaining the changes made to the plan.
2. It appears a great majority of the comments were not addressed. Address comments as applicable prior to the next submittal. A review fee of $75.00 per hour will be charged if there was not a genuine effort to satisfy all comments.
3. Replace the old "General permit for discharge from construction activities" with the revised "General permit for discharge from construction activities" available on line.
Summary of Potential Pollutant Sources:

Structural Practices

1. Describe post-construction storm water management measures that will be installed during the construction process to control pollutants in stormwater discharges after construction operations have been completed. Structural measures shall be placed on upland soils to the degree attainable. Such measures must be designed and installed consistent with applicable local or state stormwater management requirements. (Part IV.D.6).
Inspections:

2. Add a note stating that the operator(s) shall report to ADEQ any noncompliance (including spills) which may endanger human health or the environment. The operator shall orally notify the office listed below within 24 hours:

3. Reports and Other Information: All NOTs, SWPPPs, reports, certifications, or information required by this general permit and other information requested by the ADEQ or authorized representative of the ADEQ shall be signed by a person described in Part VI.K.1 or by a duly authorized representative of that person. A person is a duly authorized representative only if:
a) The authorization is made in writing by a person described in Part VII.K.1;
b) The authorization specifies either an individual or a position having responsibility for the overall operation of the regulated facility or activity, such as the position of manager, operator, superintendent, or position of equivalent responsibility or an individual or position having overall responsibility for environmental matters for the operator. (A "duly authorized representative" may be either a named individual or any individual occupying a named position.); and
c) The signed and dated written authorization is included in the SWPPP and submitted to the ADEQ upon request.
4. Certification. Any person signing a documents under the terms of this permit shall make the following certification: I certify under penalty of law, that this document and all attachments were prepared under my direction or supervision in accordance with a system designed to assure that qualified personnel properly gathered and evaluated the information submitted. Based on my inquiry of the person or persons who manage the system, or those persons directly responsible for gathering information, the information submitted is, to the best of my knowledge and belief, true, accurate, and complete. I am aware that there are significant penalties for submitting false information, including the possibility of fine and imprisonment for knowing violations.
