Grading plan T08BU00475 (First Review) T13S, R13E, Section 35 RESUBMITTAL REQUIRED: Grading Plan, Drainage Statement and SWPPP The Grading Plan (GP), Drainage Statement (DS) and Stormwater Pollution Prevention Plan cannot be approved as submitted. Please address the following review comments prior to the next submittal. Grading Plan: 1. Please include a response letter to the comments along with the corrected copies of the GP. 2. Coordinate with the Architect to correct the discrepancies between the Grading plan and the Site plan. 3. Edit all notes containing reference to Pima County standards and replace with the applicable notes. 4. Please provide property description per D.S. 2-02.2.1.3. A new legal description is required for the new lot line configurations. 5. Label existing and future sight visibility triangles per D.S. 2-02.2.1.10. 6. Show all points of egress and ingress including locations and width of driveways and parking area access lanes (P.A.A.L.) per D.S. 2-02.2.1.11. 7. The max. width of any driveway is 30.00' per City of Tucson code Chapter 25-39. 8. Please label all vehicular, bicycle, pedestrian, and handicapped circulation clearly identified per D.S. 2-02.2.1.12. 9. Please show dimensioned right-of-way, including any applicable Major Streets and Routes (MS&R) Plan right-of-way per D.S. 2-02.2.1.19. 10. Add the basin(s) maintenance responsibility note per S.M.D.D.F.M. 2.3.1.6 C 1 and 2 to the SP. 11. Add note: "Depress all landscaped areas a maximum of 6" for water harvesting" 12. Add the following notes to the grading plan notes: " "The approved Grading Plan is the only acceptable construction plan onsite. The Contractor may not use any other plans, such as the approved Tentative Plat and/or Development Plan, for construction purposes. The Contractor may ask the Development Services Inspector to consult with the other approved plans for additional information or details that might not be included on the approved grading plan but needed for completion of work." " "The contractor shall remove the fine materials from the bottom of the detention/retention basin and scarify the basin bottom once the construction activities are completed in order to remove any fine material build up caused by construction and to restore soil percolation." " "Any engineering work to be done below grade (i.e. toe-downs, cutoff walls, drainage pipes/structures, etc.) shall not be back filled until Development Services Inspector inspects the work and approves it." 13. List administrative address/site address on plans. 14. List Grading plan (T08BU00475) number on the plans. 15. Please show the proposed roof drainage patterns, 100% of the 10-year flow must be conveyed under the sidewalks. Please provide supporting calculations to demonstrate compliance with D.S. 3-01.4.4. If the location(s) of the roof scuppers have not yet been decided, add a general note indicating sidewalk scuppers (per COT/SD) will be used when the roof scuppers locations have been designed. 16. A permit or a private improvement agreement will be necessary for any work performed within the Right-of-way. Contact Permits and Codes at (520) 791-5100 for permit information. 17. Show the 100-year flood peak discharge. 18. Call out all slopes and stabilization material (concrete, riprap, gabbions or vegetation). 19. Slopes of 3H: 1V require hand placed riprap. 20. Slopes of 2H: 1V or greater require grouted riprap. 21. Cut or fill slopes require a 2' minimum setback from property line. 22. Drainage patterns with percent slopes (Show patterns within the first 100 feet from the property line). 23. Flow arrows, grades and flow rates within and adjacent to site to show drainage scheme. 24. Call out peak discharges entering and exiting the site. 25. Detention/Retention: " Match Drainage report. " Inlet/Outlet structural details (Weir design). " Cross-sections and dimension. " Dimension basin and provide spot elevations. " Security barriers are required if ponding depth exceeds 2 feet, if slopes are greater than 4:1 and/or if pedestrian access is adjacent to basin. " Water surface elevations. " Peak discharge at basin's outlet. Drainage Statement: 1. Please include a response letter to the comments along with the corrected copies of the DS. 2. A DS will be required instead of the DR for the overall project done in 1996. The DS shall be specific to the project being proposed. Also the lot configurations of the DR do match the lot lines being proposed. 3. Where the drainage facilities built as the previous grading plan indicates? 4. A Drainage Statement is a brief description of drainage conditions applicable for a site which are not affected by 100 year flows of 100 cfs, of more……per S.M.D.D.F.M., chap. II, 2.1.2. The DS must be submitted along with the site plan and accepted with the approval of the grading plan. 5. The content and format of the Drainage Statement should follow S.M.D.D.F.M., chap. II, 2.2. 6. Show the project address or administration address on the cover sheet of the DS. 7. If applicable, add the basin(s) maintenance responsibility note and checklist per S.M.D.D.F.M. 2.3.1.6 C 1 and 2 to the DS. Stormwater pollution prevention plan: 1. Replace the old "General permit for discharge from construction activities" with the revised "General permit for discharge from construction activities" available on line. Summary of Potential Pollutant Sources: Structural Practices 1. Describe post-construction storm water management measures that will be installed during the construction process to control pollutants in stormwater discharges after construction operations have been completed. Structural measures shall be placed on upland soils to the degree attainable. Such measures must be designed and installed consistent with applicable local or state stormwater management requirements. (Part IV.D.6). Inspections: 2. Add a note stating that the operator(s) shall report to ADEQ any noncompliance (including spills) which may endanger human health or the environment. Reports and Other Information: All NOTs, SWPPPs, reports, certifications, or information required by this general permit and other information requested by the ADEQ or authorized representative of the ADEQ shall be signed by a person described in Part VI.K.1 or by a duly authorized representative of that person. A person is a duly authorized representative only if: a) The authorization is made in writing by a person described in Part VII.K.1; b) The authorization specifies either an individual or a position having responsibility for the overall operation of the regulated facility or activity, such as the position of manager, operator, superintendent, or position of equivalent responsibility or an individual or position having overall responsibility for environmental matters for the operator. (A "duly authorized representative" may be either a named individual or any individual occupying a named position.); and c) The signed and dated written authorization is included in the SWPPP and submitted to the ADEQ upon request. 4. Certification. Any person signing a documents under the terms of this permit shall make the following certification: I certify under penalty of law, that this document and all attachments were prepared under my direction or supervision in accordance with a system designed to assure that qualified personnel properly gathered and evaluated the information submitted. Based on my inquiry of the person or persons who manage the system, or those persons directly responsible for gathering information, the information submitted is, to the best of my knowledge and belief, true, accurate, and complete. I am aware that there are significant penalties for submitting false information, including the possibility of fine and imprisonment for knowing violations.
