Comments:

1. The grading plan has been reviewed by Zoning Review Section but cannot approve the plan at this time.

2. While zoning acknowledges that the grading plan is in substantial zoning compliance as it relates to the Zoning review purview, with the unapproved version of the tentative plat, the grading plan cannot be approved at this time. Please review the grading plan and compare it to the most current version of the tentative plat to ensure accuracy and to ensure that any revisions that have been made to the tentative plat after the grading plan was submitted are incorporated or addressed in the grading plan addressed.

3. Zoning will re-review the grading plan on the next submittal to ensure compliance with the CDRC approved and stamped tentative plat. Additional comments could be forthcoming.

4. The approved and stamped tentative plat with landscape and NPPO plans must be included with the grading plan package. Two copies of each are required.

5. While Zoning does not review for Engineering or drainge issues the following items were found not to be consistent with the unapproved tentative plat. Drainage structures to the detention basins do not match the structures, locations, etc. as drawn on the tentative plat. Please revise the tentative plat to match the grading plan or vosa versa which ever is correct.

6. Draw a typical(s) and keynote the street curb access ramps on the grading plan and tentative plat. The detail drawing should reference the the slopes, truncated domes, COT/Pima Standard specification detail standard.

7. Please ensure that all changes are reflected on both plans and that the next submittal should include the approved and stamped TP, LS, and NPPO plans with any changes to match the grading plan.

The grading plan cannot be approved. Please address the following comments. Provide a response letter that describes how each comment has been addressed.

Clarify the catch basin details on sheet 5 to clearly show grate locations. Label the materials and features to clarify the details. Show and label sidewalks, curbs, and street pavement.
Clarify catch basin labels and pipe call-outs to ensure that they are consistent if they refer to the same features.
Provide general dimensions for each basin.
Revise the note indicating use of HDPE in the right-of-way. All drainage structures in the right-of-way must be reinforced concrete.
Call out wall openings for the perimeter wall on the grading plan.
Revise street details as necessary to show a minimum 5-foot sidewalk along all internal streets.
1. List administrative address/site address on plans.
2. List subdivision activity number on all sheets of the grading plan.
3. Revise detail m on sheet 6 to clarify that the basin slopes will be set back from the project boundary by at least 2 feet. The two-foot setback also applies to all swales along the project boundaries.
SWPPP Comments:
4. Indicate in the SWPPP that vehicle washing and concrete washout and surplus discharge will be in compliance with the appropriate aquifer protection permit.
5. The SWPPP certification must be signed by the operator.
6. The site map lists Schomac Group as the party responsible for ensuring that all controls are in place. If this is correct, list Schomac Group as an operator.
7. ADEQ has issued a new Construction General permit. Review the permit requirements and revise the plan as necessary.
8. Include a copy of the Construction General Permit in the SWPPP.
9. Tucson City Code requires the SWPPP to be sealed by a registered landscape architect or registered civil engineer. Provide sealed documents and plans.
10. Indicate in the SWPPP the parties responsible for implementation of BMPs identified in the SWPPP;
11. Identify all operators, including contact information, for the project site and the areas over which each operator has control.
12. Provide a description of the intended sequence of activities that disturb soils at the site (e.g., grubbing, excavation, grading, utilities, infrastructure installation, etc.). Revise the list on page 6 to include all of the major construction activities for the project.
13. For each major activity identified in the project sequence of activities description, clearly describe appropriate BMPs, the general sequence during the construction process or schedule that the BMPs will be implemented; and which party is responsible for the implementation of the BMPs.
14. Indicate the percentage of the site that is impervious (e.g., paved, roofed, etc.) before and after construction;
15. On the site map show locations where stormwater discharges to a surface water (including wetlands, ephemeral waters and dry washes) and/or to an MS4 (i.e., use arrows to indicate discharge location).
16. On the site map show locations and registration numbers of all on-site dry wells and dry wells on adjacent properties that have the potential to receive stormwater from the site (If none exist indicate that fact);
17. Identify any municipality that will receive a copy of the NOI and a copy of the authorization certificate;
18. Describe how construction activities will be phased or sequenced to minimize the area of disturbance at any one time.
19. Explain how all stormwater collected on site will be contained on site for the duration of the excavation. (see sect 3.2 on page 7)
