SUMMARY: Engineering Division of Development Services Department has received and reviewed the proposed site plan and drainage statement for the above referenced property. Engineering Division does not recommend approval of the site plan or drainage statement at this time. Please address the following review comments prior to the next submittal.

Site Plan:

DS Sec.2-02.2.1.A.11 & DS Sec.3-01.3.2.C: Depict curb returns for MS&R and label 25-feet radii concrete curbs per City of Tucson/Pima County Standard Detail 213 (PC/COT SD 213) at the driveway entrance along 22nd Street. The curbs should be constructed at the edge of pavement OR get approval from Transportation Department.

Note that 18' Radius are required per transportation. Provide email or approval of proposed curb returns from transportation.

9. Revise the driveway location to meet the requirements per City of Tucson, Transportation Access Management Guidelines, Guideline 5.4.1 states entrance and exit drives crossing arterial and collectors are limited to two per three hundred feet of frontage along any major roadway. The nearest pavement edges spaced at least eighty feet apart. Guideline 5.4.1 states a minimum of one hundred and fifty feet, measured at curbline, shall separate the nearest pavement edge of any entrance or exit driveway and the curbline to any signalized intersection with arterial and collector roadways. Contact Jose Ortiz, Civil Engineer in regards to Transportation Management Guidelines. Provide approval letter from TDOT for driveway.

Provide detail with dimensions for refuse container on the site plan, the enclosure must have a minimum inside clear dimension of 10 feet by 10 feet between steel bollards that are required between the container and the enclosure's rear and sidewalk. Refer to DS Sec.6-01.4.2 for specifications and requirements on access, placement of containers, bin enclosure and construction. For curbside pickup a letter of approval will be required from COT Environmental Services and a Development Standard Modification Request (DSMR) may be required prior to site plan approval. Detail was not provided in submittal please provide for review.

Provide detail for the dimension of the proposed scuppers that are used for collecting onsite roof drainage at all pedestrian sidewalks are required, refer to City of Tucson details. Any scuppers proposed under the sidewalk will be designed and constructed to convey the 10-year flood flow. Provide a drainage statement showing scupper calculations that demonstrate that the 10-year flood flow is contained under the sidewalk. Scupper needs to be provided just south of building so that flow under new sidewalk is established.

Drainage Statement:

1. Include a response letter to the comments along with the corrected copies of the Drainage Statement.
2. The proposed Drainage Statement must provide a discussion with calculations for the proposed scuppers to ensure that scuppers contain the 10-year event under the sidewalks.
3. Identify the 100-year floodplain boundary per the City of Tucson Flood Hazard study performed by J.E. Fuller and Associates. Provide the date of the study along with the title of the report. In addition, provide information from the previous study including but not limited to a floodplain boundary map and an aerial photograph that shows the location of the property and all offsite/onsite floodplains to ensure that they do not affect the proposed building. Add floodplain boundary on site plan.
