RESUBMITTAL REQUIRED: Site Plan and Drainage Statement

SUMMARY: Engineering Division of Development Services Department has received and reviewed the proposed site plan and drainage statement for the above referenced property. Engineering Division does not recommend approval of the site plan or drainage statement at this time. Please address the following review comments prior to the next submittal.

Site Plan:

1. Please include a response letter to the comments along with the corrected copies of the SP.
2. The most recent aerial photo of the building does not match what is depicted on the site plan. Please modify site plan to represent actual footprint of building and/or clarify.
3. As per the Federal ADA requirements, all wheel chair ramps shall have the truncated domes instead of the standard grooves that are shown on COT SD 207. Aside from the Truncated Domes, all wheel chair ramps shall be constructed in accordance with COT SD 207. Clarify on the site plan that all handicap access ramps at crosswalks or at the transition of a pedestrian circulation areas to a vehicular use areas have the required detectable warning devices (truncated domes) per ANSI Standards A117.1-2003 Section 406.13. See attached detail.
4. Provide North arrow and scale for Engineering Plan per D.S. 2-02.2.1.1.
5. Per D.S. Sec. 2-02.2.1.4: Revise the project location map to call out project location and modify so that project location is centered within map.
6. Provide existing buildings dimensions per D.S. 2-02.2.1.6.
7. Label existing and future sight visibility triangles per D.S. 2-02.2.1.10. Provide existing and future site visibility triangles (SVT), labeled and dimensioned, for the intersection of the PAAL at 22nd Street (Arterial Street).
8. DS Sec.2-02.2.1.A.11 & DS Sec.3-01.3.2.C: Depict curb returns for MS&R and label 25-feet radii concrete curbs per City of Tucson/Pima County Standard Detail 213 (PC/COT SD 213) at the driveway entrance along 22nd Street. The curbs should be constructed at the edge of pavement.
9. Revise the driveway location to meet the requirements per City of Tucson, Transportation Access Management Guidelines, Guideline 5.4.1 states entrance and exit drives crossing arterial and collectors are limited to two per three hundred feet of frontage along any major roadway. The nearest pavement edges spaced at least eighty feet apart. Guideline 5.4.1 states a minimum of one hundred and fifty feet, measured at curbline, shall separate the nearest pavement edge of any entrance or exit driveway and the curbline to any signalized intersection with arterial and collector roadways. Contact Jose Ortiz, Civil Engineer in regards to Transportation Management Guidelines. Provide approval letter from TDOT for driveway.
10. Label all vehicular, bicycle, pedestrian, and handicapped circulation clearly identified per D.S. 2-02.2.1.12.
11. DS Sec.2-02.2.1.A.12: Indicate on the site plan and in details that all handicap access ramps at crosswalks or at the transition of a pedestrian circulation area to a vehicular use area have required detectable warning devices (truncated domes) per ANSI Standards A117.1-2003 Section 406.13. Barriers need to be located between sidewalk and PAAL with either wheel barriers or curb. Clarify if the 8' 6" area labeled (4) is all truncated domes.
12. DS Sec.2-02.2.1.A.12: Label existing sidewalk dimension. 6' sidewalk required along MS&R. If sidewalk is less than 6' provide photo documentation showing sidewalk condition.
13. Fully dimension loading space(s) and maneuvering area(s) per D.S. 2-02.2.1.14. Provide (label and dimension) the required onsite maneuvering area(s).
14. Provide Drainage patterns and finished grades on Engineering Plan per D.S. 2-02.2.1.16. Drainage arrows and locations of all concentration points should be depicted on the site plan.
15. D.S. Sec.2-02.2.1.17: It appears that cut and fill will not be occurring for the proposed development. However, as part of the site submittal requirement estimated cut and fill quantities are required to be indicated on the plans so that it is clear to the inspector that no cut in fill is to be taking place. If not cut and fill is taking place indicate the quantity of zero (0) on the plan. Estimated cut and Fill: Cut = 0 and Fill = 0 will suffice.
16. Show dimensioned right-of-way, including any applicable Major Streets and Routes (MS&R) Plan right-of-way per D.S. 2-02.2.1.19. Revise site plan(s) to call out 22nd Street as a Major Streets and Routes (MS&R). Provide a note stating that the site plan is in conformance with the MS&R overlay zone criteria.
17. D.S. Sec. 2-02.2.1.19: DS Sec.2-02.2.1.A.19: Revise the site plan to label the shown 68' 4" right-of-way (R-O-W) width as either existing or future. If the existing ½ R-O-W exceeds the future MS&R ½ R-O-W width (60-feet) clearly label and dimension in plan view the ½ R-O-W lines for both existing and future R-O-W's or provide a note stating that the existing R-O-W exceeds the required future MS&R R-O-W and provide the improvement plan number on the site plan for 22nd Street as documentation..
18. DS Sec.2-02.2.1.A.19: Label the 9-foot future sidewalk and curb area on the site plan to verify that all improvements are located outside of the future ROW.
19. DS Sec.2-02.2.1.A.20: Provide on the site plan all easements for existing and proposed utilities (water, gas, electric) and public/private sewer lines. The easements must be shown graphically on the plan together with recording docket and page reference. Verify that all easements have been referenced by either a detail or note.
20. Dimension from street monument lines to existing and proposed curbs, sidewalks, driveways, and utility lines per D.S. 2-02.2.1.21.
21. Provide contour interval on plan.
22. Show all fences, walls, or vegetation for screening and sight visibility by type, material, height, location and spacing per D.S. 2-02.2.1.27.
23. Show site plan activity number on the lower right corner of each sheet per D.S. 2-02.2.1.29.
24. Show refuse container location, size, and access thereto fully dimensioned per D.S. 2-02.2.1.32 and D.S. 6-01.0. Provide detail with dimensions for refuse container on the site plan, the enclosure must have a minimum inside clear dimension of 10 feet by 10 feet between steel bollards that are required between the container and the enclosure's rear and sidewalk. Refer to DS Sec.6-01.4.2 for specifications and requirements on access, placement of containers, bin enclosure and construction. For curbside pickup a letter of approval will be required from COT Environmental Services and a Development Standard Modification Request (DSMR) may be required prior to site plan approval. Detail was not provided in submittal please provide for review.
25. DS Sec.2-02.2.1.A.32: Label and show the maneuverability for refuse vehicles in plan view at the proposed refuse container location. Positioning of trash area should allow for 14' X 40' clear approach, show access dimensioning to proposed trash enclosure.
26. A permit or a private improvement agreement will be necessary for any work performed within the Right-of-way. Contact Permits and Codes at (520) 791-5100 for permit information.
27. Show a typical cross section of the P.A.A.L. or call out the percentage of slopes. Call out the GB at the D/W, if applicable.
28. Roof down spout locations for buildings at pedestrian circulation areas have been acknowledged. Provide detail for the dimension of the proposed scuppers that are used for collecting onsite roof drainage at all pedestrian sidewalks are required, refer to City of Tucson details. Any scuppers proposed under the sidewalk will be designed and constructed to convey the 10-year flood flow. Provide a drainage statement showing scupper calculations that demonstrate that the 10-year flood flow is contained under the sidewalk.
29. List the consulting engineer and the owner/developer on the plans with the pertinent information.
30. Add note: "Depress all landscaped areas 6" maximum for water harvesting".
31. Provide depiction of median for 22nd Street on site plan.
32. Handicap sign to be installed 7'0" to finished grade from the bottom of the handicap sign. In addition, sign is to specify $518.00 Fine. Modify accordingly per zoning requirements.
33. Indicate all symbols on plans and reference in legend.
34. Additional comments may be forthcoming depending on conditions.

Drainage Statement:

1. Include a response letter to the comments along with the corrected copies of the Drainage Statement.
2. The proposed Drainage Statement must provide a discussion with calculations for the proposed scuppers to ensure that scuppers contain the 10-year event under the sidewalks.
3. Identify the 100-year floodplain boundary per the City of Tucson Flood Hazard study performed by J.E. Fuller and Associates. Provide the date of the study along with the title of the report. In addition, provide information from the previous study including but not limited to a floodplain boundary map and an aerial photograph that shows the location of the property and all offsite/onsite floodplains to ensure that they do not affect the proposed building.

COMMENTS: Please resubmit revised drawings and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. This site plan was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC) for full code compliance for the entire site due to a change of use.

2. Per the most recent aerial photos the footprint of the existing structure shown on the plan does not match what the aerial photos show. Please clarify.

3. Per the most recent aerial photos provide documentation, a copy of the last approved site plan that approves the addition that has been added to the north side of the existing structure.

4. D.S. 2-02.2.1.A.6 Provide overall dimensions for the existing structure on the plan.

5. D.S. 2-02.2.1.A.7 Provide zoning setbacks from the existing structure to the north property line.

6. D.S. 2-02.2.1.A.7 Provide zoning setbacks from the existing structure to the back of existing/future curb along 22nd Street.

7. D.S. 2-02.2.1.A.8 Show vehicle maneuvering area for the proposed parallel parking space. Why is this space striped differently than the other parking spaces?

8. D.S. 2-02.2.1.A.8 The dimension for mounting height of the handicapped sign is incorrect. The 7'-0" dimension should be from the bottom of the main sign, not the van accessible sign.

9. D.S. 2-02.2.1.A.9 0 Provide a detail for the required Class 2 off-street bicycle parking; including materials for lighting, paving, and security; fully dimensioned layout; location; specific type of rack and the number of bicycles it supports; and the location and type of directional signage if required.

10. D.S. 2-02.2.1.A.9 Per D.S. 2-09.4.1 class 2 bicycle parking must be located along the front side of the building. The location proposed does not meet this requirement.

20. D.S. 2-02.2.1.A.32 Zoning acknowledges the location of the enclosure for the 90 gal. refuse container. A Development Standard Modification Request (DSMR) may be required, see Engineering and Environmental Services comments.

21. D.S. 2-02.2.2.A.2 Once the floor plan is clarified, see comment 2 above, the gross floor area can be verified.

22. D.S. 2-02.2.2.A.3 Provide the allowed and proposed Floor Area Ratio (FAR) on the plan.

23. D.S. 2-02.2.2.A.4 Once the building gross floor area is clarified, see comment 21 above, the parking calculation can be verified.

24. D.S. 2-02.2.2.A.4 The bicycle parking calculation is incorrect. Per LUC Sec. 3.3.3.5 the minimum required bicycle parking space is two (2). And per LUC Sec 3.3.7.8.A any use providing less than fifty (50) motor vehicle parking spaces may substitute Class 2 spaces for Class 1 spaces. This said, the parking calculation should state "PER LUC Sec. 3.3.3.5 TWO (2) CLASS 2 REQUIRED, TWO (2) CLASS 2 PROVIDED.

25. D.S. 2-02.2.2.A.5 Once the building gross floor area is clarified, see comment 21 above, the loading space calculation can be verified. As shown the loading space calculation is incorrect. Per the revised LUC Sec 3.4.5 GENERAL MERCHANDISE SALES, Sec 3.4.5.6 Gross floor area Less than 1500 Sq. Ft number of spaces required would be 0, number of spaces provided would be 0.

26. D.S. 2-02.2.2.A.6 Based on comment 3, provide a building expansion calculation on the plan.

27. Ensure that all changes to the site plan are reflected on the landscape plan.
