Stone Ave. T07CM01348 Site Plan (3rd Review) TRANSMITTAL DATE: January 11, 2008 COMMENTS: Please resubmit revised drawings and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. This site plan was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC) for full code compliance. Due to the substantial changes to the site plan additional comments have been generated. 2. All lettering and dimension shall be the equivalent of twelve (0.12") point or greater in size. There is numerous text strings on the plan that do not meet this requirement i.e., keynote callouts, lot dimensions and bearings, etc. 3. D.S. 2-02-2.1.A.7 The building setback shown for to the south property line is shown incorrectly. This dimension should be shown to the south property line not the centerline of the alley. 4. D.S. 2-02-2.1.A.8 Provide a detail for a standard vehicle parking space. 5. D.S. 2-02-2.1.A.8 On the handicapped parking space detail show the surface slopes, see ICC/ANSI A117.1-2003 Sec. 502.5. 6. D.S. 2-02-2.1.A.8 Show the required detectable warning devices (truncated domes) at the access ramps on the handicapped parking detail, see ICC/ANSI A117.1-2003 Sec. 406.13. 7. D.S. 2-02-2.1.A.8 The location of the handicapped sign appears to encroach into the vehicle overhang area. Clearly delineate on the plan that the proposed sign does not encroach into the vehicle overhang area. 8. D.S. 2-02-2.1.A.8 The two vehicle parking spaces located at the west end of the parking area are located within the future sight visibility triangle (SVT). Also the western most vehicle parking space is located within the future right-of-way (ROW). These parking spaces are not allowed within the SVT, see D.S. 3-01.5.1.A.1. Provide a future site plan showing how the proposed parking area will meet the requirements of the current Development Standards and Land Use Code once the ROW is taken or design the proposed project to meet the future ROW. 9. D.S. 2-02-2.1.A.8 If the western most vehicle parking space is allowed to remain as shown the minimum width for a vehicle parking space next to a wall is ten (10) feet, see D.S. 3-05.2.1.3. 10. D.S. 2-02-2.1.A.9 For your information one (1) of the proposed Class 2 bicycle racks shown can support two bicycles. 11. D.S. 2-02-2.1.A.9 Review revised D.S. 2-09.5.1 & 5.2 and revise the Class 2 plan view accordingly, i.e. distance between racks, access aisle, etc. 12. D.S. 2-02-2.1.A.12 The proposed three (3) foot sidewalk running along the south property line does not meet the minimum requirements of D.S. 2-08.5.1, revise the plan to meet this requirement. For your information vehicle parking and parking area access aisles are allowed within the no build easement. 13. D.S. 2-02.2.1.A.12 Show the required detectable warning devices (truncated domes) at all access ramps and areas where concrete is flush with the pavement on the plan and handicapped parking detail, see ICC/ANSI A117.1-2003 Sec. 406.13. 14. D.S. 2-02.2.1.A.12 It appears that the main entrance encroaches into the minimum four (4) foot width of the required sidewalk along the west side of the proposed building please clarify. 15. D.S. 2-02.2.1.A.12 It appears that the sidewalk that runs along the south property line intersects the sidewalk within the ROW at an access ramp. Provide a detail that clearly delineates how the area between the entrance parking area access lane (PAAL) and the alley and the pedestrian access/accessible route on site works. It does not appear that the access ramps within the ROW have the minimum landing at the top of the ramps, see ICC/ANSI A117.1-2003 Sec. 406.7. 16. D.S. 2-02.2.1.A.12 The two-way PAAL used to access the loading space does not meet the minimum width of twenty-four (24) feet, see D.S. 3-05.2.1C.1, revise the plan. 17. D.S. 2-02.2.1.A.12 Keynote 10 calls out "EDGE OF PAVEMENT FLUSH WITH EXISTING NATIVE GRADE", per D.S. 3-05.2.3.C.1 some type of barrier (curbing, post barricades or wheel stops) is required to prevent vehicles from driving onto unimproved portions of the site. This said, some type of barrier is required along the entire PAAL anywhere keynote 10 has been designated. 18. D.S. 2-02.2.1.A.14 The proposed PAAL providing access to the loading space is required to be a twenty-four foot PAAL, see comment 16 above. 19. D.S. 2-02.2.1.A.19 The dimension given for the future ROW is confusing. Provide a dimension at the transition from the intersection widening and the start of the transition, 60' half ROW, not midway through the transition. 20. D.S. 2-02.2.1.A.20 Provide record legal descriptions for the "BUILDING EASEMENT" keynote 20 and "NO BUILD" keynote 36. 21. D.S. 2-02.2.1.A.25 If applicable provide existing and proposed freestanding lighting layout and type. Provide a detail; list the height of pole and type of lighting. 22. D.S. 2-02.2.1.A.31 Add the "SUBJECT TO Sec. 3.5.13.5" to the "ADMINISTRATIVE & PROFESSIONAL OFFICE" listed under the "PROPOSED USE". 23. D.S. 2-02.2.1.A.32 Zoning acknowledges that curb side trash pick up is proposed. Provide documentation that curb side pick up has been approved by solid waste, a DSMR maybe required, see Engineering comments. Clearly delineate the container storage area on the plan. 24. D.S. 2-02.2.2.A.4 Zoning acknowledges that the required number of vehicle parking spaces is listed on the plan. Per LUC 3.3.3.8 the required parking should be listed as 13 spaces. Also provide the "PROVIDED" number of vehicle parking spaces on the plan. 25. D.S. 2-02.2.2.A.4 Zoning acknowledges that the required number of bicycle parking is listed on the plan, provide the "PROVIDED" number of bicycle parking spaces on the plan. 26. D.S. 2-02.2.2.A.5 Zoning acknowledges that the required number of loading spaces is listed on the plan, provide the "PROVIDED" number of loading spaces on the plan. 27. Zoning would to meet and discuss possible options for completing this project. Please call or email to schedule an appointment prior to resubmitting your plans. 28. Up to five (5) feet of the required ten (10) foot width be placed within the adjacent right-of-way area or within the Major Streets and Routes (MS&R) right-of-way area on MS&R streets. 2. An approved site plan is required indicating how the project will comply with LUC requirements when the MS&R right-of-way can no longer be used as part of the site. Such plan is to be an exhibit to an executed covenant for recordation stating the responsibility of the property owner, successor, or assignee as to the removal of improvements and compliance with the LUC at no cost to the City per LUC 2.8.3.5.F. 3. A 30" continuous screen along street frontages for vehicle use area must be provided per LUC Table 3.7.2-I. Show the location and/or material for screening element. 4. Vegetation or structures higher than thirty (30) inches must be located outside of the sight visibility triangle. Plant materials located within SVT's should consist of ground cover or low-growing vegetation of a species that will not grow higher than (30) inches. 5. Revise the site and landscape plans to provide curbing or other suitable barrier for landscape areas within and adjacent to the vehicular use area. LUC 3.7.2.3.B. 6. Within a vehicular use area, one (1) canopy tree is required for each 10 motor vehicle parking spaces and every parking space shall be located within forty (40) feet of the trunk of a canopy tree (as measured from the center of the tree trunk) per LUC 3.7.2.3.A.1. 7. Provide refuse container location, size, and access fully dimensioned. 8. Submit Application for Exception; include acceptable documentation, which clearly indicates that the project will not impact Protected Native Plants. Application was not included with submittal. 9. Landscape plan shall include irrigation specification design and layout per DS 2-06.5.4.A & DS 2-06.5.4.B including source of irrigation, sleeves for driveways and sidewalks, locations of valves, low-flow bubblers or drip irrigation. 10. Note: The site plan and landscape plan must show identical site layout to avoid conflict between the two plans. Ensure that all changes to the site plan are reflected on the landscape plan. 11.
