Stone Ave. T07CM01348 Site Plan (1st Review) TRANSMITTAL DATE: April 9, 2007 COMMENTS: Please resubmit revised drawings and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. This site plan was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC) for full code compliance. 2. All lettering and dimension shall be the equivalent of twelve (0.12") point or greater in size. 3. The proposed easement for the neighbors existing building will not work. At a minimum a lot line reconfiguration will be required. The lot line reconfiguration will need to be completed prior to approval of the site plan. For your information there maybe fire wall issues depending upon how the lot line reconfiguration is done. 4. D.S. 2-02.2.1.A.4 Provide a location map which meets the minimum requirements of D.S. 2-05.2.1.D. The location map is not to the scale which is shown on the plan, revise. 5. D.S. 2-02.2.1.A.6 Label all overhangs and canopies. Also provide a clear height for any overhangs and canopies. It appears that there overhangs or canopies located at the east and west end of the building which appear to overhang parking spaces. Depending on how this comment is addressed additional comments maybe forth coming. 6. D.S. 2-02.2.1.A.7 The future right of way (ROW) does not appear to be shown correctly. Per MS&R map show the ROW taper on the plan. Also show the future curb location. Provide a dimension from the future curb to the proposed building so that the required setbacks can be verified. Addition comments maybe forth coming. 7. D.S. 2-02.2.1.A.8 Provide a detail for both a handicapped and standard parking space. 8. D.S. 2-02.2.1.A.8 The handicapped sign detail 4/sd1, does not meet the requirements, see attached. 9. D.S. 2-02.2.1.A.9 Detail 3/sd1 plan view does not meet the layout requirements of D.S. 2-09.5.0 and Figure 9. This said it appears that the bicycle location shown on the plan would encroach on the minimum 4' width for a sidewalk. 10. D.S. 2-02.2.1.A.9 Clearly identify the location of the Main Entrance to this building so that requirements for the correct location of Class 2 bicycle parking can be verified, D.S. 2-09.4.1. Additional comments maybe forth coming. 11. D.S. 2-02.2.1.A.10 Once the future ROW is shown correctly on the plan the location of the sight visibility triangles can be verified. Additional comments maybe forth coming. 12. D.S. 2-02.A.2.1.12 Per D.S. 3-05.2.2.B.3 a minimum distance of two (2) feet must be maintained between a Parking Area Access Lane (PAAL) and any wall, screen or other obstruction. This said along the north property line a two (2) foot setback is required from the property line to the PAAL. Also a two (2) foot setback is required between the PAAL and the proposed fence. 13. D.S. 2-02.A.2.1.12 Per D.S. 3-05.2.2.B.1 a minimum setback distance of five (5) feet for a pedestrian refuge area must be maintained between any enclosed structure and a PAAL. This said the proposed four (4) foot sidewalk along the north side of the proposed building does not meet the minimum five (5) foot setback. 14. D.S. 2-02.A.2.1.12 Provide a dimension of the sidewalk located along the west end of the proposed building. 15. D.S. 2-02.A.2.1.12 Based on the provided 4'-0" dimension for the sidewalk along the north side of the proposed building there is a section of this sidewalk which does not meet the minimum 4' width, see D.S. 2-08.5.1.A. 16. D.S. 2-02.A.2.1.12 The sidewalk radius shown at the northwest corner of the proposed building appears to reduce the width of the sidewalk to less then the 4' minimum, see D.S. 2-08.5.1.A. 17. D.S. 2-02.A.2.1.12 It is unclear how the proposed handicapped parking space gains access to the sidewalk, clarify. 18. D.S. 2-02.A.2.1.12 The proposed "4'-0" WIDE PEDESTRIAN ACCESS WALKWAY" Keynote 17, located adjacent to the north property line needs to be a sidewalk, physically separated from the PAAL, see D.S. 2-08.4.1 & 2-08.4.1.D 19. D.S. 2-02.A.2.1.12 Provide a cross section for the proposed "SPEED BUMP" Keynote 27 which crosses the PAAL. This "SPEED BUMP" should run perpendicular to the PAAL. Show the location of the truncated domes on the plan. Additional comments maybe forth coming. 20. D.S. 2-02.A.2.1.12 Detectable warnings (truncated domes) will be required at all curb access ramps. ICC/ANSI A117.1-2003 Sec. 406.13, show on the plan. 21. D.S. 2-02.A.2.1.12 The proposed curb access ramps, as shown on the plan located between the entrance PAAL and existing alley, within the Stone Avenue ROW, do not meet the minimum landing length. Per ICC/ANSI A117.1-2003 Sec. 406.7 the minimum length for the landing is three (3) feet. See engineering comments. 22. D.S. 2-02.A.2.1.12 The proposed curb access ramp, located on the north side of the proposed entrance PAAL, and the connection with the proposed pedestrian access will not work as shown. It appears the pedestrian access connects into the flaired portion of the curb access ramp, clarify. 23. D.S. 2-02.2.1.A.13 If applicable provide the location, type, size and height of existing and proposed freestanding signage and billboards. 24. D.S. 2-02.A.2.1.14 Show the loading zone maneuvering area on the plan. Additional comments maybe forth coming. 25. D.S. 2-02.A.2.1.18 Label Stone Avenue as an "MS&R ROUTE". 26. D.S. 2-02.A.2.1.19 Provide a dimension for both the existing and future right-of-way (ROW) along Stone Avenue. Ensure that the taped is shown on the plan. 27. D.S. 2-02.2.1.A.20 If applicable show all easements of record graphically on the plan together with recording docket and page reference 28. D.S. 2-02.2.1.A.20 Show the future curb location on the plan along with a dimension from the street monument line. 29. D.S. 2-02.2.1.A.25 If applicable provide existing and proposed freestanding lighting layout and type. Provide a detail; list the height of pole and type of lighting. 30. D.S. 2-02.A.2.1.31 Provide the "EXISTING USE" and the "PROPOSED USE" on the plan. The proposed use should be listing as "Administrative and Professional Office, subject to: Sec. 3.5.13.5 and Personal Service. 31. D.S. 2-02.2.2.A.3 Lot coverage is not applicable to this site plan, remove all references from this plan. 32. D.S. 2-02.2.2.A.4 The required parking calculation is not correct. The barber shop (Personal Services) shows 74 spaces required, revise to 7.4. The parking for the lobby/toilets appears to be used by both uses, this said half of the 277 will be parked at 1 to 100 and the other half will be parked at 1 to 200. Since you are utilizing an MS&R Adjustment once the MS&R Future ROW is shown correctly the adjustment can be verified. Also review LUC Sec. 2.8.3.7.B for the correct calculation. The adjustment factor based on two principle uses is applied to each use not a combined use. Additional comments maybe forth coming. 33. D.S. 2-02.2.2.A.4 Provide a required and provided bicycle parking. Per LUC 3.3.3.5. the bicycle parking calculation is base on the total number of vehicle parking spaces provided and the minimum number of bicycle parking spaces is two (2). For your information per LUC Sec 3.3.7.8.A any use providing less than fifty (50) motor vehicle parking spaces may substitute Class 2 spaces for Class 1. 34. D.S. 2-02.2.2.A.5 Provide the number of loading spaces provided on the plan. 35. Ensure that all changes to the site plan are reflected on the landscape plan. 36. A street landscape border, per Sec. 3.7.2.4 of the LUC, is a landscape area with a minimum width of ten (10) feet, running the full length of the street property line(s) bounding the site except for points of ingress-egress. On streets designated as Major Streets and Routes (MS&R), the street landscape border is measured from the MS&R right-of-way line as determined by LUC 2.8.3.4. 3. Vegetation or structures higher than thirty (30) inches must be located outside of the sight visibility triangle. Plant materials located within SVT's should consist of ground cover or low-growing vegetation of a species that will not grow higher than (30) inches. However, trees may be planted within SVT's provided that: A) The trunk caliper, at maturity, will not exceed twelve (12) inches in diameter; B) The lowest branch of any tree is at least six (6) feet above the grade of the street, and C) Trees are not planted in a line that could result in a solid wall effect when viewed from an angle. LUC 3.7.2.8 & DS 2-06. 4. Within a vehicular use area, one (1) canopy tree is required for each 10 motor vehicle parking spaces and every parking space shall be located within forty (40) feet of the trunk of a canopy tree (as measured from the center of the tree trunk) per LUC 3.7.2.3.A.1. 5. Revise the development plan to provide curbing or other suitable barrier for landscape areas within and adjacent to the vehicular use area. LUC 3.7.2.3.B 6. Alley refuse service will be provided only where the alleys are constructed in accordance with Development Standard 3-01.0 and with a minimum twenty (20) foot width. 7. Provisions for alley service are noted in Sec. 6-01.2.1.B.1. 8. Submit Application for Exception; include acceptable documentation, which clearly indicates that the project will not impact Protected Native Plants. 9. Landscape plan shall include irrigation specification design and layout per DS 2-06.5.4.A & DS 2-06.5.4.B including source of irrigation, sleeves for driveways and sidewalks, locations of valves, low-flow bubblers or drip irrigation. 10. Please include a response letter with the next submittal that states how all comments have been addressed. RESUBMITTAL REQUIRED: SITE PLAN 1. Provide a location map which meets the minimum requirements of D.S. 2-05.2.1.D. Include the Section with the Town and Range. Identify conditions within the square mile area, such as major streets. Show the section lines and label. D.S. 2-02.2.1.A.4. 2. All lettering and dimensions will be the equivalent of twelve point or greater in size. The purpose of this requirement is to assure that the lettering is legible when reproduced or microfilmed for record keeping purposes. The current font measures to 10 point, it must be at least 12 point or greater in size. Revise all lettering to be at least 12 point. 3. The sight visibility triangles are not the correct length. When the stem side of the street is a drive/PAAL and the through side of the street is an arterial the near side SVT's length is 345' and the far side SVT's length is 125'. Revise the plan. DS 2-02.2.1.A.10. 4. Keynote 25 and 26 appear to be backwards. Verify that the future ROW d is in the correct location and revise the plan appropriately. DS 2-02.2.1.A.10. 5. Revise the SVT labeling to read existing SVT and future SVT. DS 2-02.2.1.A.10. 6. Between the southwest corner of the loading zone and the landscape island there is only 21' when scaled. The minimum width for two way travel on a commercial development is 24'. Revise the site plan to meet the minimum standard. DS 2-02.2.1.A.11. 7. The bicycle parking is not in a location that can be approved. A minimum setback distance of five (5) feet for a pedestrian refuge area must be maintained between any enclosed structure and a PAAL. The location of the bicycle parking obstructs the 5' of clear space for pedestrian refuge. Revise the plan to show the bicycle parking in a location that does not obstruct the required clear path. DS 2-02.2.1.A.11. 8. The minimum setback distance of five (5) feet for a pedestrian refuge area is not being met on the north side of the structure. Revise the plan to meet the minimum criteria. DS 2-02.2.1.A.11. 9. Sidewalks must be flood free for up to the 10-yr. event. Add a note on the plan, "All roof down spouts on all structures must be routed under any adjacent sidewalk." DS 2-08.4.1.E. 10. The minimum width of two feet (2'-0") must be maintained between all PAALs and any obstructions or property line (DS 3-05.2.2.B.3). Please provide dimensions at each location in which the PAAL is adjacent to a property line. DS 2-02.2.1.A.11. 11. Show the loading vehicle maneuverability for the required loading space. The minimum requirements for a 30' single unit vehicle is an outside radius of 42' and inside radius of 28'. American Association of State Highway and Transportation Officials. 12. Include a note on the plan that the entire site is in a FEMA Special Flood Hazard Zone AE, Panel 1638. DS 2-02.2.1.A.15. 13. The interpolated 100-year peak water surface elevation (WSEL), for this project is 2335.7. The required finish floor elevation (FFE) must be one foot above the water surface elevation, therefore the required FFE is 2336.7. The datum used for the elevations is NGVD 1929. Indicate in a general note on the plan the WSEL, required FFE and the datum used for the elevations. DS 2-02.2.1.A.15. 14. Add the following note, A completed elevation certificate by a state-registered land surveyor is required to be returned to Development Services, Engineering Section prior to final inspection and a certificate of occupancy is issued. Please note that any mechanical equipment; water heaters, air conditioning systems, coolers, etc, must be elevated one foot above the water surface elevation and certified on the same elevation certificate for the structure. Chapter 26.5.2. 15. Provide general existing drainage patterns and finish grades throughout the site. DS 2-02.2.1.A.16. 16. Provide the estimated cut and fill quantities for this project. Be advised a grading plan/permit may be required. DS 2-02.2.1.A.17. 17. Provide the book and page for Stone Avenue. Indicate adjacent to the label that Stone Ave is a public street. DS 2-02.2.1.A.18. 18. This project is subject to intersection widening per the MS & R Map. Refer to the diagram located on the lower left hand corner of the MS & R Map found on the following web page, http://www.ci.tucson.az.us/planning/maps/city/msr.pdf. Dimension from the street centerline of Stone Avenue to the future ROW line, future curb and future sidewalk location. Label the site plan accordingly. DS 2-02.2.1.A.19. 19. If applicable show graphically on the site plan all easements of record with the recordation data (book and page). DS 2-02.2.1.A.20. 20. Provide dimensions from the street centerline of Stone Avenue to the existing ROW line, curb and sidewalk location. DS 2-02.2.1.A.21. 21. Per the Transportation Access Management Guidelines (section 5.4.) a 25' curb return is required at the entrance/exit drive at an arterial road. Provide the required 25' curb return. 22. Provide existing topographic contours not exceeding 2' in elevation and/or spot elevations as pertinent and Bench Mark based on the City of Tucson datum, include City field book and page. Or provide a general note on sheet sd1 that all grade information can be found on the Grading and Paving Plan sheet sd2. DS 2-02.2.1.A.23. 23. The landing for the proposed access ramps do not meet the minimum width of 3'. Revise the plan to meet the minimum standards. ICC/ANSI A117.1-2003 Sec 406.7. 24. Indicate a refuse enclosure detail as per D.S. 6-01.4.2. The base shall be a concrete slab with an inside clear dimension of ten (10) feet by ten (10) feet by five (5) inches thick. Steel pipes are required between the container and the enclosure's rear and side walls to prevent the container from damaging the enclosure while being serviced. Enclosure gates have a minimum opening of ten (10) feet. 25. Demonstrate how the solid waste vehicle will access the enclosure. It appears after reviewing an aerial photo the solid waste vehicle will not be able to maneuver out of the alley. DS 6-01. 26. Please note that subsequent comments may be necessary upon resubmittal, depending on the nature and extent of revisions that occur to the plans. |
