| 04/16/2007 | TERRY STEVENS | ZONING | REVIEW | Denied | CDRC TRANSMITTAL TO: Development Services Department Plans Coordination Office FROM: Terry Stevens Lead Planner PROJECT: T07CM00308 3235 N. Flowing Wells Rd. Site Plan --Restaurant TRANSMITTAL: 04/16/07 COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. DS 2-02.2.1.8 Parking spaces are not allowed to be within the future sight visibility triangles. This will affect one parking space at the entrance from Panama St. and one parking space at the entrance from Following wells. The future sight visibility triangle shown for Panama St. can be located at the edge of the travel lane if on street parking is allowed on Panama St. Provide a dimension for the PAAL width between the parallel parking spaces and the curb located along the north property line. Provide on the detail (2 of C1.1) for the handicap parking spaces the maximum slope for both the parking space and the access aisle. Per ANSI 117.1-2003 Sec. 502.5 the maximum slope is 1:48. The handicap sign location as indicated in detail 2 of C1.1 appears to be located on the sidewalk and will interfere with the required minimum 4' sidewalk width. Relocate sign to the far side of the sidewalk. Per DS 3-05.2.2.B.3 a minimum 2'distance must be maintained between a PAAL and any wall, screen or other obstruction. Along the north property line is indicated a 1'-0" distance from the curb to property line. Revise plan or a DSMR may be applied for. If a DSMR is applied for and approved, provide on the site plan the case #, date of approval, and any conditions of approval. The floor plan provided has not changed from the last provided floor plan but the area indicated in the parking calculations has been reduced. Clarify by providing a dimensioned floor plan clearly indicating the square footage of the area to be used by the public, including hallways and bathrooms. 2. DS 2-02.2.1.9 See DS 2-09 for bicycle parking space requirements. The detail provided for the class 2 bicycle parking spaces does not meet the requirements of DS 2-09.2.3. requiring a two point support system. Revise detail 8 of C1.1. 3. DS 2-02.2.1.14 Clearly indicate maneuverability for the proposed loading zone. See engineering comments. 4. DS 2-02.2.1.19 The MS&R map indicates that Flowing Wells Rd. has a right of way width of 100'. Clearly indicate the location of the future right of way and the location of the future curb. The width of the existing right of way along Flowing Wells Rd. is 60' ½ right of way but the future ½ right of way width is 50' with a 11' sidewalk area. By indicating the correct future right of way and future curb location the future sight visibility triangle may not interfere with the parking space. Revise plan. 5. DS 2-02.2.1.31 The indicated use of "restaurant" will require to be revised to "Food Services subject to: 3.5.4.6.A & .C". 6. DS 2-02.2.2.A.4 Revise the required number of bicycle parking spaces. Per LUC Sec. 3.3.3.5 If the calculated number of required bicycle parking spaces is less than 2, the minimum number of required spaces is 2. 7. Depending on changes to this plan and responses to the above comments, additional comments may be forth coming. If you have any questions about this transmittal, please call Terry Stevens, (520) 837-4961. TLS C:\planning\cdrc\DSC\T07CM00308-2.doc |

| 04/17/2007 | ANDREW CONNOR | LANDSCAPE | REVIEW | Denied | 1. A street landscape border, per Sec. 3.7.2.4 of the LUC, is a landscape area with a minimum width of ten (10) feet, running the full length of the street property line(s) bounding the site except for points of ingress-egress. On streets designated as Major Streets and Routes (MS&R), the street landscape border is measured from the MS&R right-of-way line as determined by LUC 2.8.3.4. 2. The width of the landscape border is the area between the required screen and the property line, the landscape border width needs to be determined for the purposes of calculating the fifty (50) percent vegetative coverage requirement per LUC 3.7.2.4. 3. A 6' wall is required to screen loading zone from Panama St. per LUC Table 3.7.2-I. 4. All landscape areas will be depressed to accept water flow from roofs, PAAL, and parking areas. Show by detail or spot elevations how landscape areas will accommodate water harvesting. 5. Landscape plan shall include irrigation specification design and layout per DS 2-06.5.4.A & DS 2-06.5.4.B including source of irrigation, sleeves for driveways and sidewalks, locations of valves, low-flow bubblers or drip irrigation. 6. The site plan and landscape plan must show identical site layout to avoid conflict between the two plans. Ensure that all changes to the site plan are reflected on the landscape & grading plan. 7. Additional comments may apply. |

| 05/04/2007 | PATRICIA GILBERT | ENGINEERING | REVIEW | Denied | DATE: May 6, 2007 ACTIVITY NUMBER: T07CM00308 PROJECT NAME: Michoacan Taqueria PROJECT ADDRESS: 3235 North Flowing Wells Road PROJECT REVIEWER: Patricia Gilbert, Engineering Associate The following items must be revised or added to the site plan. Please include a response letter with the next submittal that states how all comments have been addressed. RESUBMITTAL REQUIRED: SITE PLAN 1. Is the sidewalk existing within the ROW along Flowing Wells Road? Indicate if the sidewalk is existing or proposed. If the sidewalk is proposed revise the sidewalk dimension to be 6'. Sidewalks along an arterial road are required to be 6' per the Major Streets and Route Plan. 2. Parking is not allowed in sight visibility triangles (SVT) or future sight visibility triangles (SVT). The near side SVT for Panama Street has a parking space within the line of sight. The stem of the near side SVT for Panama Street can be measured from the edge of travel lane if parking is allowed along Panama Street. The far side future SVT for Flowing Wells Road also can not have a parking space within the line of sight. It is not clear if the future SVT is drawn correctly. The ROW dimensions do not appear to be correct. The stem for a future SVT is measured from the future curb line. The future curb line is 11' from the future ROW line. The provided ½ ROW dimension for Flowing Wells Road is 60'. The dimension is not labeled existing or future. See ROW comments below and revise the future SVT as necessary. If the correctly drawn future SVT still has a parking space within it, the parking space must be relocated. 3. 5' sidewalks area required along a local street. Panama Street is designated as a local street. Revise the site plan to show 5' sidewalks along Panama Street. DS 3-01., DS 2-02.1.A.21. 4. Dimension the PAAL between the parallel parking spaces and the vertical curb located on the north side of the property. It appears the intent of the PAAL is to have part of the PAAL for one-way travel and part of the PAAL for two-way travel. This must be clear on the plan view. Proper signage should be proposed to avoid a safety hazard. In addition to this it does not appear the 24' is being met between the parking located on the ease side of the structure and the vertical curb located on the north side of the PAAL. Revise the plan to meet the minimum standards found in DS 3-05.2.1.C. 5. Vehicular maneuverability for the loading space does not meet the minimum standard from the American Association of State Highway and Transportation Officials. Provide the inside and outside radius of a single unit truck accessing the loading space on the plan view. For a 30' single unit truck the American Association of State Highway and Transportation Officials require a 28' inside radius and a 42' outside radius. Revise the plan as requested. DS 2-02.1.A.14. This comment still applies. It appears the vehicle (truck) exiting the loading space will have difficulty maneuvering out of the space without obstructing a parked vehicle. It is also not clear what keynote 18 is indicating. A 28' and 42' radius has not been shown. The radius must be able to be verified on the plan view to ensure safe maneuvering. Revise the plan appropriately. 6. Does the sidewalk located on the north side of the structure continue around the east side to provide continuous pedestrian circulation to Flowing Wells Road. The line type stops where the over head canopy is shown. It must be clear on the plan the sidewalk is providing continuous pedestrian circulation to Flowing Wells Road. Revise appropriately. DS 2-08.3.1. 7. Remove the hatching line weight that crosses the sidewalk located on the west side of the structure to the sidewalk in the ROW of Panama Street. It appears that landscaping is proposed in this location. 8. Indicate if the elevation marks are existing or proposed. If the elevations are existing, add finish grades to the site plan. If the elevations are finish grades (proposed grades) add existing spot elevations. (See comment below.) DS 2-02.2.1.A.16. 9. Provide spot elevations as pertinent and Bench Mark Based on the City of Tucson Datum. DS 2-02.1.A.23. 10. Provide the book and page for Panama Street and for Flowing Wells Road. Indicate if both roads are public or private. DS 2-02.2.1.A18. 11. Remove ".50" from the label for the ROW dimensions and replace with either "half" or "1/2". 12. Flowing Wells Road is designated as an arterial roadway per the Major Street and Route Plan (MS&R plan) which has a future full ROW width of 100'. Measure from the street centerline the future ½ ROW width, future curb and sidewalk location. Additional comments may apply to this comment. DS 2-02.1.A.19. The above comment is from the first review and does not appear to be addressed. The plan view shows ROW dimension for Flowing Wells Road at 60'. The dimension does not indicate if the dimension is for the existing or future ROW or both. Clarify and revise the plan as necessary. 13. Dimension and label from the street centerline of Flowing Wells Road to the existing ROW line, curb and sidewalk location. DS 2-02.1.A.21. This comment is from the first review and could still apply based on the results of comment number 13. 14. Solid waste enclosures are to be placed where the collection vehicle does not have to back out into moving traffic. The current proposal demonstrates the vehicle backing out into moving traffic. This proposal is not approvable. It is recommended to speak with Andy Vera (791-5543 ext. 1212) from solid waste to seek design alternatives. Any solution not meeting the development standards will have to apply for a Development Standard Modification request. Revise plan appropriately. DS 2-02.1.A.32., DS 6-01. 15. Indicate the existing access ramp (keynote 11) will be brought up to the current requirements by providing truncated domes at the required location. |
