| 02/09/2007 | TERRY STEVENS | ZONING | REVIEW | Denied | CDRC TRANSMITTAL TO: Development Services Department Plans Coordination Office FROM: Terry Stevens Lead Planner PROJECT: T07CM00308 3235 N. Flowing Wells Rd. Site Plan --Restaurant TRANSMITTAL: 02/09/07 COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. DS 2-02.2.1.2 Provide the legal description of the property on the site plan. 2. DS 2-02.2.1.6 As per the demolition plan D1.0 the existing outside storage canopy is to remain as is. The canopy is projecting to the north of the main structure several feet. The canopy on the site plan indicates it is not projecting north of the main structure. Revise the site plan or the demo plan to match. Provide dimensions of the foot print of all structures on the site plan. 3. DS 2-02.2.1.7 The required building setbacks as indicated on the site plan are incorrect. The required building setback for a C1 property adjacent to a MH1 zoned property is 11/2 times the height of the structure. The building setbacks along Flowing Wells, which is a MS&R, is 21' or the height of the structure from back of future curb. See later comment on location of future curb. The building setback along Panama St. also uses the MS&R criteria except the setback is 21' or the height of structure from the nearest edge of travel lane. Revise. 4. DS 2-02.2.1.8 The MS&R reduction in parking that has been applied to this project is not allowed. The ROW taking has all ready occurred therefore this project does not qualify for the reduction. Based on square footage provided a total of 18 parking spaces are required. See LUC Sec. 2.8.3.7. Revise calculations and site plan. Per LUC Sec. 3.3.7.2 and table 3.3.7-I the minimum aisle width behind 90 degree parking spaces is 24'. The 3 parking spaces and access aisle located at the front of the structure do not appear to meet this requirement. Per DS 3-05.2.1.B.3 A parking space that abuts any vertical barrier over 6" in height is required to have a width of ten (10) feet. This code requirement will affect the 4 parking spaces along the north property line, the 3 parking spaces abutting the 30" parking wall (note #17), and the parking space located adjacent to the dumpster container. Provide the required 2'-6" dimension for the overhang on detail 3 of C1.1. 5. DS 2-02.2.1.9 Per LUC Sec. 3.3.3.5 The minimum number of required bicycle parking spaces is two (2) when the required number based on parking spaces is less than 2. Per LUC Sec. 3.3.7.8 when there are less than 50 required parking spaces all bicycle parking spaces may be class 2. See DS 2-09 for bicycle parking space requirements. Provide a detail of the bicycle parking, including materials for lighting, paving, and security; fully dimensioned layout; specific type of rack and the number of bicycles it supports. 6. DS 2-02.2.1.Provdie the location of the future sight visibility triangles along Flowing Wells Rd. See later comment on MS&R. 7. DS 2-02.2.1.11 Clearly indicate the direction of travel for any one-way PAAL's. 8. DS 2-02.2.1.12 Per DS 3-05.2.2.B.1 A 5' pedestrian refuge area is required to be maintained between any structure and a PAAL. Dimension the pedestrian refuge area along the north side of the building. See also DS 3-01.3.3.B.4. Per DS 2.08.3.1 A continuous pedestrian circulation path is required. This path must connect all public access areas of the development and the pedestrian circulation path located in any adjacent street. The sidewalk indicated extending to the east from the front of the structure must connect to the sidewalk in the right of way. A sidewalk is required adjacent to any parking space accessed by a PAAL where the space is located on the same side of the PAAL as any building. See DS 2-08.4.1.C. Figure 2 A sidewalk, connecting to the pedestrian circulation path, will be required at the parking space located directly south of the loading zone. 9. DS 2-02.2.1.13 If applicable, provide location, type, size and height of any existing or proposed signage including billboards. 10. DS 2-02.2.1.14 Clearly indicate maneuverability for the proposed loading zone. See engineering comments. 11. DS 2-02.2.1.19 The MS&R map indicates that Flowing Wells Rd. has a right of way width of 100'. Clearly indicate the location of the future right of way and the location of the future curb. 12. DS 2-02.2.1.20 If applicable, provide location of all existing or proposed easements and provide docket and page recordation information on the plan. 13. DS 2-02.2.1.25 If applicable, provide existing and proposed lighting layout and type. 14. DS 2-02.2.1.31 The indicated use of "restaurant" will require to be revised to "Food Services subject to: 3.5.4.6.A & .C". Per LUC Sec. 2.5.3.6.B All land use activities except vehicular use areas shall be conducted entirely within and enclosed building. The out door storage area indicated at the west side of the structure will not be allowed. 15. DS 2-02.2.2.A.4 Revise the required number of bicycle parking spaces and the number of provided bicycle parking spaces in the Parking Calculation portion of the site plan. 16. Depending on changes to this plan and responses to the above comments, additional comments may be forth coming. If you have any questions about this transmittal, please call Terry Stevens, (520) 791-5550 ext. 2000. TLS C:\planning\cdrc\DSC\T07CM00308.doc |

| 03/02/2007 | PATRICIA GILBERT | ENGINEERING | REVIEW | Denied | DATE: March 3, 2007 ACTIVITY NUMBER: T07CM00308 PROJECT NAME: Michoacan Taqueria PROJECT ADDRESS: 3235 North Flowing Wells Road PROJECT REVIEWER: Patricia Gilbert, Engineering Associate The following items must be revised or added to the site plan. Please include a response letter with the next submittal that states how all comments have been addressed. RESUBMITTAL REQUIRED: SITE PLAN 1. The provided existing sight visibility triangles (SVT) for the entrance/exit drive for Flowing Wells Road is not correct. Flowing Wells Road is designated as an arterial roadway per the Major Street and Route Plan (MS&R plan) which required the near side SVT's length to be 345' and the far side length to be 125' Revise the site plan appropriately. DS 2-02.2.1.A.10. 2. Provide future sight visibility triangles (SVT) for Flowing Wells Road. The lengths are the same as stated above. However the 20' stem is measured from the future curb line for Flowing Wells Road. Additional comments may be forthcoming depending on where the future SVTs are located. Be advised the SVTs must be clear of sight obstructions from 30" to 72". DS 2-02.1.A.10., DS 3-01.5.1. 3. Clearly indicate that a distance of 24' is met between the loading space and the solid waste enclosure. It appears there is a conflict with the solid waste enclosure doors obstructing the 24' PAAL width. Or is the intent to have a one way PAAL? Clarify. See zoning comment number 7. DS 2-02.2.1.A.11. 4. A minimum setback distance of five (5) feet for a pedestrian refuge area must be maintained between any enclosed structure and a PAAL. The refuge area may have a roof for shade, provided it contains a sidewalk and pedestrian access which is unobstructed and is set back one (1) foot from the PAAL. Sidewalk is required adjacent and parallel to any PAAL on the side where buildings are located. Provide a sidewalk and pedestrian refuge between PAAL and structure. Revise plan as necessary. DS 3-05.2.2.B.1., Figure 1 and DS 2-08.4.1.B. 5. Vehicular maneuverability for the loading space does not meet the minimum standard from the American Association of State Highway and Transportation Officials. Provide the inside and outside radius of a single unit truck accessing the loading space on the plan view. For a 30' single unit truck the American Association of State Highway and Transportation Officials require a 28' inside radius and a 42' outside radius. Revise the plan as requested. DS 2-02.1.A.14. 6. Provide continuous pedestrian circulation from the sidewalk located on the north side of the structure to Flowing Wells Road. DS 2-08.3.1. 7. A sidewalk will be provided adjacent to any parking space accessed by a PAAL where the space is located on the same side of the PAAL as any building and no other parking spaces or PAALs intervene. Provide a 4' sidewalk along the west side of building to the parking space located adjacent to the loading zone. DS 2-08.4.1.C. 8. Provide finish grades and a finish floor elevation. DS 2-02.2.1.A.16. 9. Include on the site plan estimated cut and fill quantities. If cut and fill quantities equal zero, please note on the plan. DS 2-02.2.1.A.17. 10. Provide the book and page for Panama Street and for Flowing Wells Road. Indicate if both roads are public or private. DS 2-02.2.1.A18. 11. Identify the street centerline of Panama Street and Flowing Wells Road. DS 2-02.2.1.A18. 12. Flowing Wells Road is designated as an arterial roadway per the Major Street and Route Plan (MS&R plan) which has a future full ROW width of 100'. Measure from the street centerline the future ½ ROW width, future curb and sidewalk location. Additional comments may apply to this comment. DS 2-02.1.A.19. 13. Dimension and label from the street centerline of Panama Street to the curb and sidewalk location. DS 2-02.1.A.21. 14. Dimension and label from the street centerline of Flowing Wells Road to the existing ROW line, curb and sidewalk location. DS 2-02.1.A.21. 15. If applicable show any easements graphically on the plan, provide recordation data. DS 2-02.2.1.A.20. 16. Provide spot elevations as pertinent and Bench Mark Based on the City of Tucson Datum. DS 2-02.1.A.23. 17. Indicate access to the solid waste enclosure. It appears there may be a conflict with access to and from the enclosure due to the location of the loading space. Demonstrate solid waste vehicle maneuverability. Solid waste vehicles require 36' inside radius and 50' outside radius. Revise plan appropriately. DS 2-02.1.A.32., DS 6-01. 18. Indicate truncated domes will be used at all access ramps within the ROW. |
