2. While zoning acknowledges that the grading plan is in substantial zoning compliance as it relates to the Zoning review purview, with the unapproved version of the development plan, the grading plan cannot be approved at this time.

3. Zoning will re-review the grading plan on the next submittal to ensure compliance with the CDRC approved and stamped development plan. Additional comments could be forthcoming.

RESUBMITTAL REQUIRED: Grading Plan, Drainage Report and SWPPP

The Grading Plan (GP), Drainage Report (DR) and Stormwater Pollution Prevention Plan cannot be approved as submitted. Please address the following review comments prior to the next submittal.

Grading Plan:

1. The grading plan cannot be approved until the Development Plan has been approved and the Scenic Corridor and Protected Riparian Area issues have been addressed and approved. Provide copies of the approved Development Plan and Landscape Plan with the next submittal. Additional comments may be forthcoming.
2. Please include a response letter to the comments along with the corrected copies of the GP.
3. Provide an estimate of the graded area in square feet or acres.
4. Add Pima County DEQ to general note 6 on sheet 1.
5. Revise the truncated domes on the ramp along the south side of the building. The truncated domes must be used where the pedestrian use area abuts a vehicle use area without a vertical separation. Clearly show in the plans where the sidewalk is flush with the pavement and where it is raised above the pavement. Where the sidewalk is flush with the pavement truncated domes must be used.
6. Since both adjacent streets have medians, the 20 x 30 pedestrian sight visibility triangles should be used for the far side SVTs.
7. On sheet 2, the callout for keynote 26 seems to be misplaced. Clarify the intent of this callout. Also check the other callouts to ensure they are correctly located.
8. Provide general dimensions for the basin and all drainage structures. Our inspectors often inspect from reduced sized copies and cannot scale dimensions from the plans.
9. Specify in keynote 18 or in the detail or plan view whether the rip rap is to be dumped, handplaced or grouted. Include information such as embedment depth in grouted rip rap.
10. Add the following notes to the grading plan notes:
· "The approved Grading Plan is the only acceptable construction plan onsite for site development purposes. The Contractor may not use any other plans, such as the approved Tentative Plat and/or Development Plan, for construction purposes. The Contractor may ask the Development Services Inspector to consult with the other approved plans for additional information or details that might not be included on the approved grading plan but needed for completion of work."

· "The contractor shall remove the fine materials from the bottom of the detention/retention basin and scarify the basin bottom once the construction activities are completed in order to remove any fine material build up caused by construction and to restore soil percolation."

· "Any engineering work to be done below grade (i.e. toe-downs, cutoff walls, drainage pipes/structures, etc.) shall not be back filled until Development Services Inspector inspects the work and approves it."

11. A permit or a private improvement agreement will be necessary for any work performed within the Right-of-way. Contact Permits and Codes at (520) 791-5100 for permit information.
12. Show the 100-year flood peak discharge.
13. Call out all slopes and stabilization material (concrete, riprap, gabbions or vegetation).


Stormwater pollution prevention plan:

14. Review the SWPPP to ensure that all of the elements refer to this project.
15. Identify all operators for the project site, and the areas over which each operator has control. (Part IV.C.1)
16. Indicate in the SWPPP the name(s) of the party(ies) with operational control over project specifications (including the ability to make modifications in specifications). (Part IV.B.2.c)
17. Indicate in the SWPPP the name(s) of the party(ies) with day-to-day operational control of those activities necessary to ensure compliance with the SWPPP or other permit conditions. Provide a table for recording the names and responsibilities for each party responsible for activities necessary to ensure compliance with the SWPPP or other permit conditions. (Part IV.B.1.d)

Stabilization Practices

6. Describe and identify interim and permanent stabilization practices for the site, including a schedule of when the practices will be implemented. (Part IV.D.4.a)
7. Document where any existing vegetation is to be preserved. (Part IV.D.4.a)
8. Place velocity dissipation devices at discharge locations and along the length of any outfall channel to provide a non-erosive flow velocity from the structure to a water course so that the natural physical and biological characteristics and functions are maintained and protected (e.g. no significant changes in the hydrological regime of the receiving water). (Part IV.D.5.b)
Note: The velocity dissipation devices must be in place during the construction phases. Installation scheduling must be included and should be as early as practicable.
9. Describe post-construction storm water management measures that will be installed during the construction process to control pollutants in stormwater discharges after construction operations have been completed. Structural measures shall be placed on upland soils to the degree attainable. Such measures must be designed and installed consistent with applicable local or state stormwater management requirements. (Part IV.D.6)
10. Include a copy of the ADEQ construction SWPPP checklist that has been completed. Specify the location or location within the SWPPP where each applicable item has been addressed.
