(this review) Per DS 2-02.2.1.8, with regards to parking: A) Please give note provided parking restricts east building to remain as office. 2. (last review) Per DS 2-02.2.1.9, with regards to bicycle parking: A) bicycle parking cannot be located by the required pedestrian area. RESPONSE: access to class 1 bike parking is problem; access to bike parking cannot be along pedestrian route. Relocate class 1 bike parking? see DS 2-09.3.2 for specs. 3. (last/this review) Per DS 2-02.2.1.12, with regards to pedestrian/handicapped access: A) At east side loading zone, show distance between ramps on either side to cross it B) Show width of gate along pedestrian route leading to trash enclosures RESPONSE: the gate width, since it is over a sidewalk, must be 4' wide clear as sidewalk is. Please revise gate/gate support to be 4' wide, same as sidewalk width. 4. Per DS 2-02.2.1.14, with regards to loading zones/access: A) extruded curbing (note 16) appears to be in the loading zone at east side 5. Per DS 2-02.2.1.20, please show any easements on site with recording data/type. RESPONSE: Indicates easements added to plan. Since the plan is so full of data, can you please list the easements with keynotes (I just didn't see them, pardon me if missed). 6. Per DS 2-02.2.2.A.2, provide FAR for each building and overall. (2nd floors?) RESPONSE: Provide a note next to FAR that both buildings are single floor/story. 7. No zoning redlines were made. | 03/30/2007 | JASON GREEN | ENGINEERING | REVIEW | Denied | DATE: April 3, 2007 SUBJECT: COPE Behavioral Services Site Plan- 2nd Engineering Review TO: Reliable Permits LOCATION: 1501 W Commerce CT, T15S R13E Sec15, Ward 1 REVIEWERS: Jason Green, CFM ACTIVITY: T06CM06019 SUMMARY: Engineering Division of Development Services Department has received and reviewed the submitted site plan, grading plan, resubmitted drainage report (prepared by Gregor Engineering, Inc., dated March 2, 2007), Geotechnical Engineering Report with Addendum and Stormwater Pollution Prevention Plan (SWPPP). The site plan and grading plan are not approved at this time. Please address the following comments: SITE PLAN COMMENTS: 1) DS Sec.10-02.2.3.1.5.A: Clarify on the site plan the need for the secondary access point off of Renaissance Drive for this project. If this is not a phase development and future buildings are not proposed the secondary access point is not needed. Indicate on the site plan which portions will be constructed in phases, in conjunction with other major activities. Show Phase numbers and delineate. Each phase must function independent of future phases, provide development calculations for each phase. 2) DS Sec.2-02.2.1.A.32: Revise Detail 1/X1.2 to provide for a secondary bollard along the sides of the proposed refuse container to prevent damage to the screen wall. Refer to DS Sec.6-01.4.2 for specifications and requirements on access, placement of containers, bin enclosure and construction. 3) DS Sec.11-01.4.1.C.3: Revise the vehicular use area and the pedestrian circulation located along the southeast side of the site to prevent excess sediment from the undisturbed area from washing out onto the vehicular use area, pedestrian circulation, PAAL, and downstream municipal stormwater system. GRADING PLAN COMMENTS: 4) Per the Geotechnical Engineering Report Addendum #1 a 5-foot wide asphalt, concrete moisture barrier is to be installed around the entire perimeter of both buildings. Provide a reference, detail and location for this barrier on the grading plan for construction purposes. 5) DS Sec.11-01.4.1.C.3: Revise the vehicular use area and the pedestrian circulation located along the southeast side of the site to prevent excess sediment from the undisturbed area from washing out onto the vehicular use area, pedestrian circulation, PAAL, and downstream municipal stormwater system. 6) Revise the grading plan, all associated details and Keynote # 7 to label and show the required 5-foot wide sidewalk along the street frontage of both Commerce Court and Renaissance Drive. All new development shall provide 5-foot wide sidewalks along the entire length of street frontage. Refer to DS Sec.3-01 for all curb and sidewalk requirements. GEOTECHNICAL REPORT: 7) DS Sec.11-01.4.1.C.6: Per the Geotechnical Engineering Report Addendum No.1 a 5-foot wide asphalt, concrete moisture barrier is to be installed around the entire perimeter of both buildings. Provide a reference, detail and location for this barrier on the grading plan for construction purposes. STORMWATER POLLUTION PREVENTION PLAN: The SWPPP does not meet the minimum requirements of the AzPDES Construction General Permit (CGP). Revise the SWPPP according to these comments: 8) CGP Part IV.C.3.b: Identify on the proposed SWPPP Exhibit all areas of soil disturbance and the areas that are not to be disturbed. Specifically clarify the truck wash out area and the vehicle access to and from the wash out area. The limits of disturbance do not include the truck washout area or access into the delineation on the Exhibit. 9) CGP Part IV.D.6: Describe post-construction storm water management measures for the vehicular use area and the pedestrian circulation located along the southeast side of the site to prevent excess sediment from the undisturbed area from washing out onto the vehicular use area, pedestrian circulation, PAAL, and downstream municipal stormwater system. GENERAL COMMENTS: Please provide a revised site plan, revised grading plan and a revised SWPPP that address the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Further comments may be generated upon resubmittal of the site plan, grading plan and SWPPP reviews. Please enclose "redlines" with the resubmittal package for reference.
