This project was reviewed for compliance with the Land Use Code (LUC), Development Standard (DS), American National Standard Institute (ANSI), and International Building Code 2003 (IBC). Specifically, this project was reviewed for content specifications outlined in DS 2-02. I reviewed sheet X1.1 for site plan criteria described in DS 2-02. 2. Per DS 2-02.2.1.2, please add the legal description to the plan (Midvale Park Commerce Center Amended Lot 10). 3. Per DS 2-02.2.1.4, the location map on page C-1 is perfect - please move it to page X1.1 or the title sheet. 4. Per DS 2-02.2.1.5, I didn't see the lot dimensions/bearings for the north lot line along Commerce Ct and the total east lot line along Renaissance Drive - please call out. 5. Per DS 2-02.2.1.6, please dimension the outside footprint of the buildings and clarify where the height of the buildings is measured from (parapet, flat roof, ridge, midpoint at ridge - to grade.) 6. Per DS 2-02.2.1.7, please provide the distance between buildings. 7. Per DS 2-02.2.1.8, with regards to parking: A) Add to general notes that page C-3 has parking space dimensions for this site. B) Provide wheel stop barriers for parking spaces abutting landscape area to protect landscaping C) The parking calculations indicate that the site is parked as a professional office, not as a medical service outpatient service, which staff understood Cope to be. Can you please clarify on the site plan that this is a project just for the administrative offices of Cope and not as a medical service? Either that or the parking calculations have to be revised to 1 parking space per every 175 square feet of gross floor area. Thank you. D) Please increase the fine amount for parking a handicapped parking space to $518.00 on sheet X1.3 8. Per DS 2-02.2.1.9, with regards to bicycle parking: A) bicycle parking for class 2 must be within 50' of all main entrances to all buildings. Please call out all building main entries and if need be, disperse the bike racks between the buildings. B) Please clarify on the site plan that there is a 5' wide clear area around one side of the bike parking spaces to ensure unblocked pedestrian access. In addition, bicycle parking cannot be located by the required pedestrian area. Ensure that the pedestrian area around the bike parking is 4' clear past the 5' bike clear area. See DS 2-09 for details and assistance, recently updated. C) I didn't see a bike detail for the locker type parking - ? One is needed please. D) Please provide in the general notes on sheet x1.1 where these details are located. E) Disperse class 1 bike parking between buildings as well 9. Per DS 2-02.2.1.11, please provide a width for each PAAL and entry. In addition, the minimum size for a two-way PAAL is 24'. Please revise the PAAL leading to the loading zone/trash to a minimum of 24' in width. Please dimension the PAAL area around the garbage pick up (I see the detail on sheet X1.2, however, it should be on the site plan too please). 10. Per DS 2-02.2.1.12, with regards to pedestrian/handicapped access: A) dimension or keynote all sidewalk widths throughout the site B) Per DS 2-08, provide a clearly delineated pedestrian/accessible route from Renaissance to the sidewalks on the site. It appears several ramps are missing to provide an accessible route. C) I see the civil grading plan shows ramps with truncated domes providing an accessible route from Commerce to the building entrances. Please provide the same slope notes, truncated domes and ramps shown on the site plan - or note a detail. D) Per DS 2-09/2-08 please provide a wider sidewalk area around the class I lockers - the doors open into the sidewalk. Please see the details in 2-09. E) Show a ramp at the sidewalk leading to the trash enclosures, with truncated domes. F) Show width of gate along pedestrian route leading to trash enclosures G) Is the area to the west of the larger office building filled with concrete? There's a door leading out of the building - suggests pedestrian use area. H) Please dimension the areas of sidewalk around entrances. I) On your handicapped ramps and truncated domes detail, please move the truncated domes to be along the boundary of the sidewalk that touches the handicapped access aisle. Truncated domes show where a person is transitioning from a vehicular use area to a pedestrian area. J) Per DS 2-08/3-05, a 5' pedestrian refuge area, inclusive of a 4' wide concrete sidewalk, is required between a PAAL and a building. Provide one at west side of west building please. 11. Per DS 2-02.2.1.13, please show any free-standing signage, billboards or lighting proposed - with height and base widths. 12. Per DS 2-02.2.1.14, per the LUC 3.4.4.1 and 3.4.5.5, regarding loading zones: A. two loading zones are required for this project - one for each building. B. please show the course of maneuvering for the loading zone shown. C. the loading area shown seems to be rather far from the entrance in which is may serve 13. Per DS 2-02.2.1.19, please dimension the right of way for Commerce and Renaissance. Show the centerlines and curbs as well please. 14. Per DS 2-02.2.1.20, please show any easements on site with recording data and type. 15. Per DS 2-02.2.1.28, please list zoning adjacent to this site. 16. Per DS 2-02.2.1.31, what is the current use? 17. Per DS 2-02.2.2.A.1, please provide the gross lot area. 18. Per DS 2-02.2.2.A.2, please provide the Floor Area Ratio for each building and then overall. (Are there 2nd floors?) 19. Per DS 2-02.2.2.B, will this site be phased development ? and if so, provide development calculations for each phase. 20. Please block the proposed southern entrance off Renaissance Dr. with bollards to prevent access to the rest of the undeveloped portion of the site. 21. The grading plan was not reviewed for Development Standard (DS) Section 11-01, grading compliance. Submit a grading permit application at next submittal for grading plan and Stormwater Pollution Prevention Plan (SWPPP) review. The site plan is not approved at this time. Please address the following comments: DRAINAGE REPORT: 1) DS Sec.10-02.2.3.1.2.D: Provide the Master Drainage Report for Midvale Park Commerce Center showing that the retention requirements for this property have been satisfied or provide a drainage report with calculations and retention basin design for 5-year threshold retention. The basin design, setback limits and slope stability must follow recommendation within the required geotechnical report. 2) DS Sec.10-02.2.3.1.5.A: Provide a drainage report with a general description of the proposed drainage design for the entire project. Indicate which portions will be constructed in phases, in conjunction with other major activities. Show Phase numbers and delineate. Each phase must function independent of future phases, provide development calculations for each phase. 3) DS Sec. 3-01.4.4.F: Provide a drainage report showing scupper calculations that demonstrate the 10-year flood flow from the roof drainage is contained under the sidewalk. Provide details in plan view for the scupper dimensions. SITE PLAN COMMENTS: 4) DS Sec.2-02.2.1.A.2: Provide the property description on the revised site plan. Include the Township, Range and Section along with the lot number and the subdivision book and page for the subject parcel. 5) DS Sec.2-02.2.1.A.4: Revise the site plan and the project location map on Sheet g0.1. The project location map must be to a scale of 3" equals 3 mile, identify conditions within 1the square mile shown, such as watercourses, section corners, major roads, and subdivisions adjacent to the site. Reference recorded subdivision plats by book and page numbers. 6) DS Sec.2-02.2.1.A.5: Provide the bearings and dimensions for the north property line on the revised site plan. 7) DS Sec.2-02.2.1.A.8: Provide dimensions for all 2-way PAALs shown on the site plan. Verify that all PAALs have a minimum 24-foot wide access. 8) DS Sec.2-02.2.1.A.8: Provide a dimensioned back-up spur at the end of the row of parking located on the southeast side of the vehicular use area with a minimum of 3 feet in depth, 3-foot radii, and a wheel barrier to prevent encroachment onto any unsurfaced area. Label all dimensions for proposed back-up spurs. 9) DS Sec.2-02.2.1.8: Provide wheel stop barriers for parking spaces abutting landscape areas to protect landscaping from encroachment. 10) DS Sec.2-02.2.1.A.10: Provide the dimensions for the sight visibility triangles (SVTs) in Keynote #12. Label and dimension the SVTs in plan view for all driveway entrances and for the intersection of Commerce Court and Renaissance Drive. Refer to DS Sec.3-01.5.1 for sight visibility triangle procedures and criteria. Revise the landscape plan to reflect the sight visibility triangles shown on the site plan. 11) DS Sec.2-01.2.1.A.11: Revise the site plan to show the minimum unobstructed radius of 18' that are required at PAAL intersections that are being used as access for refuse collection and fire lanes. Refer to DS Sec.3-05 for PAAL requirements. 12) DS Sec2-02.2.1.A.12: Revise the site plan and Keynote #1 to label and show the required 5-foot wide sidewalk along the street frontage of both Commerce Court and Renaissance Drive. All new development shall provide 5-foot wide sidewalks along the entire length of street frontage. Refer to DS Sec.3-01 for all curb and sidewalk requirements. 13) DS Sec.2-02.2.1.A.12: Revise the site plan to show the required pedestrian circulation path that is required from the proposed building to the pedestrian circulation path located along Renaissance Drive. 14) DS Sec.2-02.2.1.A.12: Clarify on the site plan that all handicap ramps at crosswalks or at the transition of a pedestrian circulation area to a vehicular use area has the required detectable warning devices (truncated domes) per ANSI Standards A117.1-2003 Section 406.13. 15) DS Sec.2-02.2.1.A.12: Revise the site plan to show the required pedestrian circulation path around the proposed building and to the proposed refuse location. The pedestrian circulation paths must be provided around the entire structure or clarify adequate pedestrian refuge areas to all public use areas. Pedestrian circulation must be 5-feet in width were adjacent to a PAAL and a structure. 16) DS Sec.2-02.2.1.A.14: Provide the required maneuvering area for all loading zone that are required and that are shown on the site plan. Refer to AASHTO for the national standards for turning radii. 17) DS Sec.2-02.2.1.A.16: Provide a drainage report showing scupper calculations that demonstrate that the 10-year flood flow is contained under the sidewalk at all down spout locations. 18) DS Sec.2-02.2.1.A.16: Provide flow arrows on the revised site plan showing drainage patterns and finished grades. 19) DS Sec.2-01.2.1.A.17: A grading permit application will be required for this project due to the cut and fill quantities shown on Sheet C1 of the proposed grading plan. A grading plan can not be approved prior to site plan approval. 20) DS S3c.2-02.2.1.A.19: Provide the recordation information on the site plan for Commerce Court and Renaissance Drive along with the right-of-way widths for each street. 21) DS Sec.2-02.2.1.A.20: Verify that all easements for the existing utilities (water, gas, electric) and public/private sewer lines are shown on the site plan. The easements must be shown graphically on the plan together with recording docket and page reference. 22) DS Sec.2-02.2.1.A.21: Revise the site plan to provide dimensions from street monument lines to existing and proposed curbs, sidewalks, driveways, and utility lines. 23) DS Sec.2-02.2.1.A.32: Label and show the maneuverability for refuse vehicles in plan view at the proposed refuse container location. Refer to DS Sec.6-01.4.2 for specifications and requirements on access, placement of containers, bin enclosure and construction. 24) DS Sec.2-01.2.1.C: Revise the landscape plan to reflect the sight visibility triangles that are shown on the revised site plan. Provide a note on the landscape plan to state no structures and vegetation is allowed within 30" to 72" in height and will not be placed within the sight visibility triangles. Remove any proposed vegetation within the sight visibility triangle areas. 25) DS Sec.3-01.3.2.C: Depict and label 18-feet radii concrete curbs per City of Tucson/Pima County Standard Detail 213 (PC/COT SD 213) at all of the driveway entrances along Commerce Court and Renaissance Drive. The curbs should be constructed at the edge of pavement, which must also be depicted on the site plan. 26) DS Sec.3-05.2.3.C: Provide a revised site plan to show that the proposed southern entrance off Renaissance Dr. is constructed with a barrier (bollards or vertical curb) to prevent access to the rest of the undeveloped portion of the site. GEOTECHNICAL REPORT: 27) DS Sec.10-01.III.3.5.1.3.a, 10-02.14.2.6: Provide a Geotechnical Report Evaluation for the feasibility of the project design that addresses the following: a) Soils report should provide conformance with DS Section 10-02.14.2.6 regarding 30-foot boring for basin, and provide a discussion of the potential for hydro-collapsible soils and any recommendation for setbacks from building to proposed retention/detention basins, water harvesting basins and constructed channel. b) The soils report shall provide identification / assessment of any potentially hazardous geotechnical areas, and state any geotechnical recommendations and whether there are special provisions for the soil preparation for this development. c) Provide slope stability recommendations for any proposed constructed slopes. d) Provide pavement structure design recommendations. e) Provide percolation rates for retention basin for 5-year threshold retention requirements, unless Master Drainage Report is provided and 5-year threshold retention has been addressed. GRADING PLAN: 28) DS Sec.11-01.2.1: A grading permit application is required for this project due to the cut and fill quantities provided on Sheet C1. Submit a copy of the grading plan with text upon completion and submittals of a grading permit application. A grading permit may not be issued prior to site plan approval. Subsequent comments may be necessary, depending upon the nature and extent of revisions that occur to the plans 29) Please ensure the grading plan is consistent with the site plan and drainage report. Grading standards may be accessed at: http://www.ci.tucson.az.us/dsd/DevStandsTOC.pdf STORMWATER POLLUTION PREVENTION PLAN: The SWPPP does not meet the minimum requirements of the AzPDES Construction General Permit (CGP). Revise the SWPPP according to these comments: 30) CGP Part IV.C.3.b: Identify on the proposed SWPPP Exhibit the areas of soil disturbance and the areas that are not to be disturbed. 31) CGP Part IV.D.5.a.i: Revise the SWPPP or the site plan to show the location of the proposed basin as called out in paragraph 3 on page 8 of the submitted SWPPP for COPE Behavioral. If a retention basin design is applicable refer to this section for all requirements that need to be addressed with the revised SWPPP. 32) CGP Part IV.D.6: Provide a discussion in the narrative whether structural measures comply with local or state sw management requirements. 33) CGP Part IV.D.7: Revise the Exhibit to show the location of the concrete, paint and stucco washout area with applicable BMPs. 34) CGP Part IV.D.8.c: Add a note to the SWPPP plan cover sheet stating that the operator shall report to ADEQ any noncompliance (including spills) which may endanger human health or the environment. GENERAL COMMENTS: Please provide a revised site plan, a revised landscape plan, a drainage report, geotechnical report, grading permit application and a revised SWPPP that address the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments.
