Indicate the location of screening elements on the landscape plan. 2. A vehicular use area must be provided with post barricades or wheel stop curbing designed to prevent parked vehicles from extending beyond the property lines, damaging adjacent landscaping or walls. Irvington Road T06CM05771 Site Plan (1st Review) TRANSMITTAL DATE: November 20, 2006 COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. This site plan was reviewed for full code compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC). 2. The Site plan is difficult to read due to screening of the line weights. Revise line weights to make the plan more readable. 3. Lostan Avenue is located south of the provided plan, remove "LOSTAN AVENUE (PUBLIC)" from this plan. 4. All lettering and dimension shall be the equivalent of twelve (0.12") point or greater in size. The dimensions shown on the plan do not meet the minimum twelve-point size. 5. Add a note to the plan stating "The project is designed to meet the overlay zone criteria: Sec 2.8.3 Major Streets & Route (MS&R). 6. D.S. 2-02.2.1.A.4 Provide a location map which meets the minimum requirements of D.S. 2-05.2.1.D, show the subject property approximately centered in the one (1) square mile area, identify conditions within the square mile area, such as major streets and watercourses, section, township and range, north arrow and scale. 7. D.S. 2-02.2.1.A.5 Provide the full parcel on the plan. This can be done as a key plan with full lot dimensions and bearings. D.S. 2-02.2.2.A.4 Per the IBC Table 1106.1 When fifty one (51) total parking spaces are provided the three (3) handicapped vehicle parking spaces are required, one being van accessible. Revise plan and calculations. 22. D.S. 2-02.2.2.A.4 Provide a bicycle parking calculation. Based on fifty one (51) vehicle parking spaces provided the requirement for bicycle parking is four (4) spaces, two (2) Class 1 & two (2) Class 2. 23. D.S. 2-02.2.2.A.5 Per LUC 3.4.5.3 two (2) 12'x35' loading spaces are required for this project. Please include a response letter with the next submittal that states how all comments have been addressed. RESUBMITTAL REQUIRED: SITE PLAN 1. Sheet C1 was reviewed for site plan content and specifications. There is required site plan information on other sheets that should either be on sheet C1 or on a new sheet labeled C2, C2, etc. For example sight visibility triangles and the detail for the solid waste enclosure is found on the Architectural Site Plan sheet A0.1. All of the required site plan information should be located together, labeled consistently and the title block clearly labeled, site plan, site plan details, etc. 2. It is difficult to distinguish between the different line weights. For example the property line should be a solid bold line. Revise the site plan to use different types of line weights to distinguish between the different types of line weights. 3. Provide the southwest and the southeast property corners (i.e. Set Property Corner 13308 per legend). See Zoning comment number 7. 4. In addition to the above comment it is not clear what is occurring with the land south of the proposed structure. After reviewing a 2005 aerial photo, the land is vacant. Has the lot been developed since 2005? Is the intent to split the lot? Is there going to be future development? Please clarify. See Zoning comment number 7. 5. Provide a location map which meets the minimum requirements of D.S. 2-05.2.1.D, show the subject property approximately centered in the one (1) square mile area, identify conditions within the square mile area, such as major streets and watercourses, section, township and range, north arrow and scale. D.S. 2-02.2.1.A.4. 6. All lettering and dimensions will be the equivalent of twelve point or greater in size. The purpose of this requirement is to assure that the lettering is legible when reproduced or microfilmed for record keeping purposes. The current font and numbering within the parcel measures to 10 point, it must be at least 12 point or greater in size. Revise all lettering and numbering to be at least 12 point. 7. Provide existing and future site visibility triangles for the entrance/exit drive to Irvington Road. The near side length is 345' and the far side length is 125'. DS 2-02.2.1.A.10. 8. Provide SVTs for the entrance/exit drive to Liberty Avenue. DS 2-02.2.1.A.10. 9. Indicate the sidewalk width in keynote 21. DS 2-02.2.1.A.12. See Zoning's comment number 15. 10. Clearly demonstrate maneuverability for the loading space. Refer to figure 1 in Development Standard 6-01 for the required inside and outside radius. Depict the radii on the plan. 11. Provide drainage patterns on the plan and show the direction of roof drainage. DS 2-02.2.1.A.16. 12. Include on the site plan estimated cut and fill quantities. If cut and fill quantities equal zero, please note on the plan. DS 2-02.2.1.A.17. 13. Provide the area of disturbance under the "Site Information." 14. Indicate Irvington Road is an MS&R Route. DS 2-02.2.1.A.18. 15. Provide the book and page for all streets. DS 2-02.2.1.A.18. 16. The ROW dimensions must be identified (labeled) on the site plan. Indicate if the shown 60' ROW is existing, future or coincident. Revise. DS 2-02.2.1.A.19. 17. In addition to the above comment, indicate if the 50' dimension to the curb is to the future curb, existing curb or both. The future curb and sidewalk must be shown on the site plan. Revise to show the location of the future curb and sidewalk. Again if coincident label appropriately. DS 2-02.2.1.A19. 18. Is the existing 4' sidewalk in the future location? If the existing sidewalk is not in the future sidewalk location show on the site plan the future sidewalk location. DS 2-02.2.1.A.19.,21. 19. Sidewalks must be flood free for up to the 10-yr. event. Add a note on the plan, "All roof down spouts on all structures must be routed under any adjacent sidewalk." DS 2-08.4.1.E. 20. After reviewing this parcel on the Department of Transportation (TDOT) Map Site, it appears Lostan Avenue is an alley. The TDOT map site calls out Lostan Avenue south of the development and the original plat shows the ROW as an alley. Revise the site plan to show the ROW as a public alley. 21. Sidewalks within the ROW are required as part of all new development. The sidewalk shall be 5' in width and typically 2' between the back of curb and the front of sidewalk. It is not clear if there is existing sidewalk along Liberty Avenue. It appears sidewalk is indicated per the plan view, however line weight is light and sidewalk is not called out. Revise the plan appropriately. If the sidewalk along Liberty Avenue is not existing, be advised the proposed sidewalk must be 5' in width. DS 3-01.3.3.A. 22. All easements of record must be graphically shown on the site plan with docket and page. If applicable revise the site plan to show the required information. DS 2-02.2.1.A.20. 23. The existing structure to be demolished (keynote 8) is difficult to determine on the site plan. Clearly show on the site plan the location of the structure, possibly use a different line weight, reference on sheet C1 the demo plan, sheet A0.0 or create a new sheet; C2 Demo Plan. DS 2-02.2.1.A.22. 24. The contour line weight is not visible. Darken the contour line weight. DS 2-02.2.1.A.23. 25. Provide the datum for the basis of bearing. DS 2-02.2.1.A.23. 26. The solid waste enclosure is not visible on sheet C1. Darken the line weight for better visibility. DS 6-01 27. Grading, hydrology, landscape islands and borders are to be integrated in effort to make maximum use of stormwater runoff for supplemental irrigation purposes. Landscape islands and borders must provide water harvesting from the vehicle use area and the rooftops. Small curb opening must be provided to accept the surface stormwater. Revise the site plan to meet this criteria. LUC 3.7.4.3.B. 28. In the legend clarify what the abbreviations "RD" and "FP" stand for. 29. Provide a detailed cross section of the detention basin. Indicate slopes, top and bottom of the basin, the location of the bleed pipe, i.e. 2469.2' and any other relevant information regarding the design and function of the basin. 30. Provide the basin volume on the plan view preferably within the basin adjacent to the other basin data. SMDDFM 2.3.1.6.a.4.a. 31. Demonstrate positive drainage in the detention basin. 32. A minimum of one 15-foot-wide vehicular access ramp shall be provided into each basin. The maximum access ramp slope shall not exceed 15 percent. Provide a ramp for basin maintenance. Alternatives are accepted on a case by case basis. SMDDFM 2.3.1.6.A.4.b. 33. The site plan must outline the long-term basin maintenance responsibility for this development rest with the owner of this facility. It must be clear on the site plan include the name, address and telephone number of the person responsible for the long-term basin maintenance. Revise appropriately. SMDDFM 2.3.1.2.E.1. 34. Please note that subsequent comments may be necessary upon resubmittal, depending on the nature and extent of revisions that occur to the plans. DRAINAGE REPORT COMMENTS 1. This property lies within the boundaries of a "Balanced Drainage Basin," which requires a detention basin facility that ensures a reduction in the existing 2, 10 and 100 year peak discharge from the site. A drainage report was not received by this office. Please submit a drainage report addressing the requirements for a detention facility in a balanced basin. 2. Per SMDDRM, 2.3.1.6.C., a very detailed Drainageway and Detention/Retention Basin Maintenance Checklist and Schedule shall be provided by an Arizona Registered Professional Civil Engineer, which will be followed by anyone performing scheduled and unscheduled maintenance on behalf of the owner(s). A maintenance checklist and schedule shall be provided in the drainage report in effort to clearly communicate the responsibilities involved by the property owner for proper maintenance of retention basins. Include a detailed retention basin maintenance checklist and schedule in the drainage report. |
