COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. The following comments are based on a 15% building area expansion resulting in a full code compliance review of the expansion area only.

1. This comment was not fully addressed. Per the response letter the area between the proposed addition and the parking spaces is "A 5.5' PAVED SURFACE". Per D.S. 2-08.5.1.C.3 Asphalt or asphaltic concrete may be used only for jogging paths, nature trails. Revise to meet the sidewalk specification requirements of D.S. 2-08.5.1. A sidewalk is required between the proposed addition and the parking spaces. D.S. 2-08.4.1.C. If this sidewalk is less then 6'-6" then curb stops or a barrier will be needed. D.S. 3-05.2.3.C.

2. Due to the fact that there was no refuse container shown on the last approved site plan, verify with DSD Landscape the screening requirements for the refuse container location. Show the location of the refuse container. D.S. 2-02.2.1.32

3. This comment was not fully addressed. Per the approved 1984 & 1985 site plans the addition shown on the 1985 plan was only a porch area and did not add addition square footage. If this porch area has since been enclosed provide documentation that a permit was issued. Also where is the 117 SF utility room shown under the floor area increase. Provide the percentage and area in square feet of building and accessory building coverage, Floor Area Ratio (FAR) D.S. 2-02.2.2.3.

4. Based on the information provide on the site plan "ALCOHOLIC BEVERAGE AND FOOD SERVICE " use group, per LUC Sec. 3.3.4, COMMERCIAL SERVICES USE GROUP, Alcoholic Beverage Service, the parking requirement is one (1) space per fifty (50) feet GFA (gross floor area). This said the required parking for the square footage shown on the plan is 138 vehicle parking spaces. Clarify and revise plan. Until the use is provided the parking calculations and loading space requirement can not be verified, see comment 15, D.S. 2-02.2.2.4, D.S. 2-02.2.2.5.

5. Until comment 3 is clarified this comment cannot be verified. Until the last approved site plan is provided the percent of building expansion can not be verified, see comment 1. D.S. 2-02.2.2.6.

6. In reference to the new handicapped ramp shown at the southeast corner of the building, the truncated domes should not be located within the access aisle but 6 to 8 inches from the curb line per ICC/ANSI A117.1-2003. Revise drawing.

The Zoning Approval date was 9/27/85 based on the previous site plan. The landscape plan is required to meet all of the requirements indicated on the previous plan such as: parking lot screening from the street and the interior landscape requirement of 662 sq. ft.

In addition, the trash container is shown on the current plan in a landscaping planter approved previously. The regulations do not allow for the dumpster to be located along a street unless screened and located behind a street landscape border. LUC Table 3.7.2-I

SITE PLAN COMMENTS:

1) D.S. 2-08.5.1: Revise the site plan to show that the area between the proposed addition and the existing parking spaces is constructed to sidewalk specifications within this section.

2) D.S. 2-08.4.1.C: A sidewalk is required between the proposed addition and the existing parking spaces. If the sidewalk is less then 6.5 foot then curb stops or a barrier will be needed. D.S. 3-05.2.3.C. The pedestrian circulation must maintain a clear unobstructed 4.0-foot width for pedestrian refuge.


GENERAL COMMENTS:

Please provide a revised site plan that address the comment provided above. Include a comprehensive response letter addressing in detail responses to the above comment.
