SUMMARY: Engineering Division of Development Services Department has received and reviewed the site plan (T06CM03784), grading plan (T06BU01647), drainage report (prepared by CMG Drainage Engineering, Inc.), geotechnical engineering report, and Stormwater Prevention Pollution Plan (SWPPP), for the above referenced property. Engineering Division does not recommend approval of the site plan or grading plan at this time. The following items need to be addressed:


DRAINAGE REPORT:

1) DS Sec.10-02.2.3.1.6.A: Revise Section 4.3 Retention/Detention Plan of the drainage report to state that the 100-year developed discharge will be reduced by 15% (not 10% as called out) from the existing discharge along with the 5-year threshold retention provided. Revise the drainage report to meet the minimum standards for development within a Critical Basin.

2) DS Sec. 3-01.4.4.F: Provide a revised drainage report showing scupper calculations that demonstrate that the 10-year flood flow from the roof drainage is contained under the sidewalk at all proposed scupper locations. Provide details and dimensions in plan view for all proposed scuppers.

3) DS 10-02.0, Section 14.3.2: Provide a statement in the drainage report stating that, (a) the owner or owners shall be solely responsible for operation, maintenance, and liability for drainage structures and detention basins; (b) that the owner or owners shall have an Arizona Registered Professional Civil Engineer prepare a certified inspection report for the drainage and detention/retention facilities at lease once each year, and that these regular inspection reports will be on file with the owner for review by City staff, upon written request; (c) that City staff may periodically inspect the drainage and retention/detention facilities to verify that scheduled and unscheduled maintenance activities are being performed adequately; and (d) that the owner or owners agree to reimburse the City for any and all costs associated with the maintaining of the drainage and detention/retention facilities, should the City find the owner or owners deficient in their obligation to adequately operate and maintain their facilities".


SITE PLAN and GRADING PLAN COMMENTS:

4) DS Sec.3-01.3.2.C: Depict and label 25' radii concrete curbs per City of Tucson/Pima County Standard Detail 213 (PC/COT SD 213) at the Bilby Road driveway entrance. The curbs should be constructed at the edge of pavement, which must also be depicted on the site plan.

5) DS Sec.10-01.3.6.2: Per the drainage report the detention/retention basin has a water depth in excess of 2 feet and is adjacent to a public pedestrian sidewalk. Provide on the grading plans a detail and location for the required security barrier. Assure that security barriers are provided around the entire detention/retention basin. Security barriers may consist of any combination of vegetation, masonary, or metal pipe material.

6) DS Sec.2-02.2.1.A.11: Provide a cross section for the PAAL with the recommendations from the geotechnical report.

7) DS Sec.2-02.2.1.A.15: Revise the site plan and grading plan to reflect the 100-year floodplain and water surface elevations (WSEL) associated with Bilby Road that are shown in the submitted drainage report.

8) DS Sec.2-02.2.1.A.16: All proposed scuppers that are used for collecting onsite roof drainage at all pedestrian sidewalk must be shown in plan view and a detail showing dimensions must be provided. Any scuppers proposed under the sidewalk at the building location will be designed and constructed to convey the 10-year flood flow. Provide a drainage statement showing scupper calculations that demonstrate that the 10-year flood flow is contained under the sidewalk.

9) DS Sec.2-02.2.1.C: Revise the landscape plan to show existing and future sight visibility triangles (SVT) on plan view for the PAAL access point. Provide a note on the landscape plan to state no structures and vegetation is allowed within 30" to 72" in height and will not be placed within the sight visibility triangles.

10) DS Sec.11-01.4.1.C: Provide typical lot grading details, show minimum side and rear setbacks, and building setbacks to the detention and retention basins and water harvesting areas per geotechnical report. Provide detailed cross sections for each perimeter, fully labeled and dimensioned.

11) DS Sec.11-01: Add a general grading note stating that the grading work shall conform to City of Tucson Development Standard 11-01.

12) DS Sec.11-01.4.1.C.7: Add a general note to the grading plan referencing the Geotechnical Report, provide the name, address, job number, date, and phone numbers of the firms or individuals who prepared the report. State that the grading plan shall comply with recommendations within the report as well as any subsequent geotechnical addenda.

13) DS Sec.11-01.16.2: Add a general grading note to the grading plan that states that DSD Engineering Division Inspections are required for initial stormwater controls as well as a grading pre-construction meeting.

15) DS Sec.10-01.III.3.5.1.3.a, 10-02.14.2.6: Provide a revised Geotechnical Report Evaluation that addresses the following:
a) soils report should provide conformance with DS Section 10-02.14.2.6 regarding a discussion of the potential for hydro-collapsible soils and any recommendation for setbacks from the building to the proposed detention/retention basin or water harvesting basins.

b) the soils report shall provide identification / assessment of any potentially hazardous geotechnical areas, and state any geotechnical recommendations and whether there are special provisions for the soil preparation for this development.

c) provide slope stability recommendations for any proposed constructed slopes.

d) provide percolation rates for the detention/retention basin for 5-year threshold retention.


STORMWATER POLLUTION PREVENTION PLAN: The SWPPP does not meet the minimum requirements of the AzPDES Construction General Permit (CGP). Revise the SWPPP according to these comments:

16) CGP Part IV.C.3.a: Identify on the SWPPP Exhibit the following information:
a) provide the Civil Engineer's Arizona registration seal and signature;

b) provide a general location map showing major cross roads, and receiving waters within 1 mile;

c) update the project title block with the address of the project;

d) provide the location, with a symbol included in the legend, for the designated waste disposal areas including concrete, stucco and paint washout areas;

e) provide the owners/developer's name, address, & phone number.

17) CGP Part IV.C.3.e: Provide on the SWPPP the location and dimensions of on -site and off-site material, waste, borrow areas, stockpiles, or equipment storage areas.

18) CGP Part IV.D.1: Provide under the Stormwater Control section which operator is responsible for the control measure's implementation.

19) CGP Part IV.D.8.c: Revise the SWPPP to describe the location where the construction material is stored on-site.

20) CGP Part IV.J.2: Describe how and where the operator will post a sign at the main entrance to the site containing: AZPDES authorization number, construction site contact name and telephone number, brief description, location of SWPPP. See the enclosed, green AZPDES Posting Requirements form enclosed in the package.

21) A SWPPP Checklist outlining the City of Tucson submittal requirements is included.


GENERAL COMMENTS:

Please provide a revised site plan, revised grading plan, a revised drainage report, a revised SWPPP, and a revised geotechnical engineering report that address the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments.

COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. The Site Plan (SP) cannot be approved as submitted. Please include a response letter to the comments along with the corrected copies of the SP with your next submittal.

2. The building area 11,280 S.F. shown under Development Data sheet T1, does not match the Square Footage shown on the site plan 11,250 S.F. please clarify. D.S. 2-02.2.1.6.

3. Provide dimension for the setback along Bilby Road. This dimension is 21' or the building height, which ever is greatest, measured from the back of existing or future curb. D.S. 2-02.2.1.7.

4. Truncated domes are required at the handicapped parking access. The domes run full width of the area where the sidewalk and asphalt paving are flush. See redline. ICC/ANSI A117.1-2003 - 406.13

5. It appears that the chain link gate encroached on the 24' PAAL, see red line, revise plan. D.S. 2-02.2.1.7.

6. A backup spur 3'-0" min. is require at the south parking area, west end D.S. 3-05.2.2.D. See redline.

7. A 4' sidewalk D.S. 2-08.4.1.B and a 5' setback for a pedestrian refuge area D.S. 3-05.2.2.B.1 is required along the east PAAL. See redline.

8. A man gate will be required for the required sidewalk along the east PAAL. See comment 6. See redline.

9. It does not appear that there is adequate maneuvering area for the refuse truck.

10. Provide handicapped access ramps with truncated domes for the access across the north PAAL. D.S. 2-02.2.1.12. See redline.

11. If applicable provide location, type, size and height of existing or proposed signage, including billboards. D.S. 2-02.2.1.13.

12. Fully dimension the loading space and demonstrate maneuvering area. D.S. 2-02.2.1.14.

13. If applicable provide the existing and proposed lighting layout and type. D.S. 2-02.2.1.25.

14. Provide a detail showing, or a note stating how the requirement for a 6' high solid wall or fence will be addressed. LUC section 3.5.5.1.E. See highlighted line on the redline.

15. The COMPATIBLE USE ZONE-2 (CUZ-2) requires if applicable that an emergency evacuation plan and training program will need to be developed and implemented as approved by the Fire Department if the proposed use will have more then fifty (50) employees. LUC 2.8.5.5.B.2

16. The AIRPORT ENVIRONS ZONE (AEZ) requires: LUC 2.8.5 Median Sea level (MSL) elevation at the NE end of Runway 21 MSL of the highest point of the building. Add calculation to support height of building

17. Provide a separate response letter stating how the requirements of LUC 3.5.5.1.F have been complied with or will be complied with.

18. A lot split occurred within the last year for this parcel. Provide City of Tucson approved documentation for this lot split.

19. Add a note to the plan stating: "PROJECT HAS BEEN DESIGNED IN COMPLIANCE WITH THE OVERLAY REQUIREMENTS OF THE AIRPORT ENVIRONS ZONE (AEZ) - COMPATIBLE USE ZONE-2 (CUZ-2) & AIRPORT HAZARD DISTRICT (AHD)".
