The following items must be revised or added to the grading plan and Stormwater Pollution Prevention Plan (SWPPP). Please include a response letter with the next submittal that states how all comments have been addressed.

A response letter was not submitted. Please be advised, this makes the review difficult because it is not clear if the comments have been addressed or not. The intent of a response letter is to communicate to the reviewer how the comment was addressed and to identify the location of where the revision is located on the plan.


RESUBMITTAL REQUIRED: FOUR COPIES OF THE GRADING PLAN AND STORMWATER POLLUTION PREVENTION PLAN (SWPPP)

1. A copy of the stamped approved Site Plan must be included with the Grading Plan submittal.

2. At this time the grading plan meets the requirements for approval, however The SWPPP must be approvable prior to approval of the grading plan. See the following comments below.

SWPPP COMMENTS

1. The Stormwater Pollution Prevention Plan for this project does not meet the minimum requirements of the ADEQ Construction General Permit. ADEQ provides a checklist for SWPPP preparation. The SWPPP checklist can be obtained from the ADEQ website at: http://www.azdeq.gov/environ/water/permits/download/cswppp.pdf. Include a completed SWPPP checklist with the SWPPP. In the checklist clearly describe the location within the SWPPP for each required element.

The above comment is from the first review and the ADEQ checklist for SWPPP preparation has not been provided. The first copy of the SWPPP has not been provided, consequently is can not be determined if the SWPPP has been revised to meet minimum standards. This office recognizes the intent of this project is to move forward quickly in effort to start construction. However the SWPPP must meet the minimum requirements and at this time the SWPPP is substandard. Be aware this is s state requirement that must be met by all construction sites that disturb more than one acre in size. Below are some comments that at minimum must be provided in effort to approve the SWPPP and move this project forward.

2. A copy of the Arizona Pollutant Discharge Elimination System (AzPDES) General Permit must accompany the SWPPP. On the plan in a general note state a copy of the AzPDES permit provided by ADEQ will be on site with the SWPPP at all times at the construction site. A copy of the general permit can be found online at http://www.azdeq.gov/environ/water/permits/links.html

3. On the plan add the following verbiage in a general note; Call for a Pre-construction meeting prior to start of earthwork. To schedule a DSD Pre-construction meeting, SWPPP inspection or general Engineering Inspections, call IVR (740-6970), or schedule with a Customer Service Representative at the Development Services Department, or contact DSD Engineering at 791-5550 extension 2101, or schedule inspections online at: http://www.ci.tucson.az.us/dsd/Online_Services/Online_Permits/online_permits.html

4. Provide a general note under the "Maintenance of Controls" section that accumulated sediments in the retention basin will be removed prior to the planting of the required landscaping. (Part IV.D.2.b)

5. It is not necessary to surround the entire construction site with silt fencing. This is an unnecessary cost to the owner and maintenance can become an issue. Silt fences are used to intercept and detain small amounts of sediment from disturbed areas from leaving the site during construction. Appropriate applications are below disturbed areas where runoff may occur and impact downstream sources. For example the runoff/sediment leaving the site and entering the ROW into the stormdrain system. It is recommended to apply silt fencing only in appropriate areas. Be advised the SWPPP is a dynamic document and can be revised out the field. Revise the SWPPP site map to provide silt fencing in appropriate areas. (Part IV.D.2.b)

6. The operator responsible for day to day activities (the contractor) and the operator with control over plans and specifications (owner/engineer) are required to submit an NOI to the state and a copy to the City of Tucson. Submit two copies of the NOIs filled out and signed by the appropriate parties. (Part IV.F)

7. Explicitly indicate in the SWPPP the name of the operator with operational control over project specifications (including the ability to make modifications in specifications). (Part IV.B.2.c)

8. Explicitly indicate in the SWPPP the name of the operator with operational control over day-to-day activities at the construction site. (Part IV.B.2.c)

9. The SWPPP must identify all operators for the project site, and the areas over which each operator has control. The operator must sign the SWPPP in accordance with Part VII.K.4.
"Operator" for the purpose of this permit and in the context of storm water associated with
construction activity, means any person associated with a construction project that meets criteria found in Part IX. Provide the required certification statement for each operator as it appears in Part VII.K.4 (page 24) of the General Permit with a signature line on the SWPPP where each operator for the construction project can sign.

10. Include the following verbiage in general note number 7 in section, Maintenance of Controls, "Report oil or hazardous materials releases in excess of reportable quantities, or that may endanger human health or the environment, within 24 hours to ADEQ. The 24 hour direct access to ADEQ's Emergency Response Duty Office is (602) 771-2330 or toll free at (800) 234-5677." (Part VII.L.5.a)

11. Remove the reference to the TDOT Maps and Records Section, Engineering Division (520) 791-4321, it is not necessary to call the Map and Records section to report a hazards spill.

12. Please refer to the enclosed green document "AZPDES - Posting Requirements". This must be placed at the construction entrance of the site at beginning of construction activities and maintain this posted document throughout project construction. Be advised this document must be completely filled out upon the time of the pre-construction meeting.

13. The construction/disturbance within the ROW should be addressed in the SWPPP. The curb cut located in the northeast corner of the property is proposed (required) to be closed, there are several catch basins within the ROW that could be effected by this construction. Revise the SWPPP appropriately. (Part IV.D.1.)

14. Provide four Best Management Practices (BMP) for concrete, solid, liquid and soil waste. Each BMP should solely address the above-mentioned contaminate.

15. Provide an inspection checklist similar to the Arizona Department of Transportation's inspection checklist. The purpose of an inspection checklist is to assist the contractor with routine stormwater site inspections.

2. Please address the following comments.

a. Label the maximum allowed slope for the H.C. parking space and the access aisle on the detail drawing on sheet 1. See ANSI 503.4

b. Draw and label the class two bicycle parking facility on the grading plan.

c. Draw the H.C. symbols for the H.C. parking spaces.

3. Zoning will re-review the grading plan on the next submittal to ensure compliance with the approved and stamped site plan. Additional comments may be forthcoming.
