The site and grading plans for the proposed Furr's Cafeteria at 51 S Pantano Road cannot be approved at this time. Since a complete drainage submittal was not provided with the site plan the plans cannot be approved at this time. Once a complete submittal is received, additional comments will be forthcoming. The following comments must be addressed: Drainage Report Comment: 1. The submitted drainage report does not meet the standards of the City of Tucson. Provide a drainage report that addresses the requirements of the Standards Manual for Drainage Design and Floodplain Management in Tucson Arizona (SMDDFM) and the Stormwater Detention/Retention Manual (SDRM). Specifically refer to SMDDFM sections 2.3 and SDRM Chapter V. Additional information can be found in Chapter XIV of the SMDDFM. Site/Grading Comments: 2. Provide a plan that is clearly marked as the site plan and that provides the information required by the City of Tucson Development Standard (DS) 2-02.0. All of the required elements must be provide on this plan. 3. As previously commented, show on the site plan the location of each driveway on each adjacent property. Driveways must be at least 80 feet apart on MS&R streets.. The measurement is taken at the point of tangency for the curb return.(Transportation Access Management Guidelines) 4. As previously commented, show on the site plan maneuverability for Solid Waste vehicle access to the compactor. The access must provide for 40 feet of clear, straight access to the compactor. SWPPP comments: The stormwater pollution prevention plan does not meet the minimum requirements of the construction general permit. The SWPPP must 5. Remove the statement that drywells will be installed from the sequence of events. 6. Identify the wash adjacent to the site as a receiving water. The wash is Owens Park Wash. 7. Part IV.B.2.c Explicitly indicate in the SWPPP the name of the operator with operational control over project specifications (including the ability to make modifications in specifications). 8. Part IV.B.2.c Explicitly indicate in the SWPPP the name of the operator with operational control over day-to-day activities at the construction site. 9. Part IV.C.2.a. Describe the project's intended use after NOT is filed 10. Part IV.C.2.d. Provide an estimate of the pre-construction runoff coefficient a 11. Part IV.C.2.e. Include a general location map (e.g. U.S.G.S. quadrangle, portion of a city or county map) showing 1 mile radius around site 12. Part IV.C.2.e. Describe the erosion and sediment controls designed to retain sediment on site to the extent practicable. Provide clear descriptions and details for all inlet protection. Provide scheduling instructions as well. 17. Part IV.D.8.c. Describe BMPs for managing concrete truck washout and surplus concrete discharge. If concrete trucks are not allowed to wash out or discharge surplus concrete of drum wash water on site, provide a description of the program to be used to prevent such discharges from becoming pollutants elsewhere. 18. Part IV.F. Include copy of AZPDES permit (AZG2003-001), NOI and ADEQ authorization as part of the SWPPP 19. Part IV.J.1. Each Operator must sign the SWPPP 20. Tucson Code 26-42.b The SWPPP must be prepared and certified by an engineer or landscape architect. 21. Review all of the SWPPP document to ensure that it describes this project. For example, there are several references to drywells. No drywells have been proposed for this site.
