COMMENTS: Please attach a response letter with the next submittal, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. This review is for an office conversion to a church in the O-3 Zone. This is a more intense use and requires full code compliance. The Development Designator is "18" Religious Use and the Perimeter Yard Indicator is CC (LUC Sections 2.4.3.2.B.8, 3.2.3.2.A and 3.2.6.4).

2. Clearly delineate all overhangs and canopies. The carport is barely delineated and the roof overhang is not on the plan (DS 2-02.2.1.A.6).

3. Please revise the parking configuration at the covered parking. The minimum distance between the parking area access lane (PAAL) and the covered parking is one foot (1'). The edge or end of the parking space is the beginning or edge of the PAAL. Please revise the parking space to go one foot (1') beyond the edge of the covered parking (DS 2-03.2.1.A.8, DS 3-05.2.2.B.2).

4. Please provide the sight visibility triangles (SVTs) for the future right-of-way (ROW) at the access point along Alvernon Way (DS 2-02.2.1.A.10). If the future and existing SVTs are the same please label them as both. (See comment #7.)

5. Please revise the pedestrian circulation. A five-foot (5') pedestrian refuge area must be provided between the building and all vehicle use areas along the north and east of the structure. The pedestrian circulation must be continuous and connect to each street. This pedestrian circulation and refuge must include a four foot (4'-0") wide sidewalk and conform to all standards and specification (DS 2-03.2.1.A.12; DS 2-08.3.1, 4.1 and 5.1). (See comment #13.)

6. Please revise the sign location along Alvernon Way. It is located in the SVT. A sign taller than thirty inches (30") may not be located within a current or future SVT. The sign has been allowed in its present location under a legal nonconforming use permit. All legal nonconforming permits become invalid when full code compliance is required for a site (DS 2-03.2.1.A.13).

7. Please identify and dimension the future ROW and the future curb location on the site plan for Alvernon Way. This site appears to be within the three hundred foot (300') taper of the six hundred foot (600') intersection widening off of Speedway Boulevard along Alvernon Way. The ROW for Alvernon Way may already be at the full width. If the future and existing ROW and curb locations are the same, please label them as both (DS 2-03.2.1.A.19). (See comment #4.)

8. Please identify the refuse location on Sheet A-1 of the site plan. It is listed as Key Note #10, but not actually identified (DS 2-03.2.1.A.32).

9. Please provide dimensions from the structure to the existing and future curb locations along Alvernon Way and to the travel lane along Second Street. The required setbacks are the greater of twenty-one feet (21') or the height of the structure's wall facing each street setback measured from the edge of future curb along all Major Streets and Routs (MS&R) and the edge of travel lane for the adjoining streets (DS 2-03.2.1.A.6, LUC Section 3.2.6.5.B.1). Also please correct note number 12, under the "Site Plan General Notes" Sheet A-2, pertaining to the street setbacks.

10. The maximum lot coverage for Religious Use (Development Designator "18") is seventy percent (70%) in the O-3 Zone. The lot coverage identified on the site plan, Sheet A-2, is eight-two point eight percent (82.8%). Lot coverage includes all enclosed structures and all vehicle use areas. Provide the square footage of each use along with the total square footage of coverage for the percentage. Please revise the plan for compliance (DS 2-03.2.2.A.3. LUC Section 3.2.3.2.A).

11. Please provide dimensions to the assembly area on the floor plan so that we can confirm the square footage for the parking calculations. The parking required is declared as thirty-two (32) parking spaces but the parking provided is twenty-four (24). Please revise the plan and calculations for compliance (DS 2-03.2.2.A.4, LUC Section 3.3.4 Religious Use).

12. Handicapped parking is based on the actual number of parking spaces provided. One van accessible handicapped space is required with twenty-four (24) parking spaces and only one is provided on the site plan (Sheet A-1). In note #14 under "Site Plan General Notes" (Sheet A-2) it states that there are two (2) van accessible spaces provided. Please revise the plans for consistency (DS 2-03.2.2.A.4. and 2003 IBC Section 1106.1).

13. Please provide truncated domes, as detectable warnings, at every handicapped accessible transition point. Please demonstrate the locations of the detectable warnings on the site plan and provide the dimensions of the detectable warnings. The minimum depth is twenty-four inches (24") (ICC/ANSI A117.1-2005: Sections 406.12 and 705.5). Please be aware that the pedestrian circulation must also be handicapped accessible as well as continuous from all building access points to each street. A concrete sidewalk is required. Decomposed granite cannot be use in place of a sidewalk for the pedestrian refuge and the pedestrian circulation on this site. Please remove keynote # 19 from the east side of the building (DS 2-08.3.1, 4.1 and 5.1). (See comment #5.)

1. The sight visibility triangles shown along Second Street are incorrect. The 185' length is required to be shown on the east side of the ingress/egress and the 110' length should be shown on the west side of the ingress/egress. Revise the SVT to show the length on the correct sides. DS 2-02.2.1.A.10.

2. Provide the sight visibility triangles (SVTs) for the future right-of-way (ROW) at the ingress/egress along Alvernon Way (DS 2-02.2.1.A.10). If the future and existing SVTs are the same label them as both, existing and future. DS 2-02.2.1.A.10.

3. Because this project is a change of use a full code compliance review is required. The existing sign will need to be relocated. The sign currently resides within the existing SVT. A clear line of sight between 30" and 6' must be maintained. Revise the sight plan to show the sign in a different location. DS 2-02.2.1.A.10.

4. Show drainage patterns, proposed finish grades and the finish floor elevation of the structure. DS 2-02.2.1.A.16.

5. This project is affected by City of Tucson Regulatory 100-yr flows. Add a general note to the plan indicating this. DS 2-02.2.1.A.15.

6. Submit with the next submittal a Floodplain Use Permit Application.

7. The structure was built in 1973 and is considered to be a nonconforming structure. Improvements to an Existing Nonconforming structure can not exceed 50% of the value of the structure (the full cash value of the structure as shown on the latest assessment rolls of the county assessor). The contractor's estimate (labor and materials) of the improvement to the structure must be submitted. Submit a contractor's estimate for the proposed improvements. Chapter 26.

8. Provide book and page for 2nd Street and Alvernon Way. Indicate if the roads are public or private. DS 2-02.2.1.A.18.

9. The street frontage along Alvernon Way is within the area of the MS&R intersection widening for Alvernon Way and Speedway Blvd. The project is within the 300' taper of the 600' intersection widening off of Speedway Blvd and Alvernon Way. Identify and dimension the future ROW and the future curb location for Alvernon Way. For the correct dimensions refer to the MS&R ROW Map intersection widening diagram found on the following web site; http://www.tucsonaz.gov/planning/maps/city/msr.pdf.

10. Dimension from street centerline of Second Ave to the existing curb and sidewalk. Show the length and label appropriately. DS 2-02.2.1.A.

11. Show existing topographic contours at intervals not exceeding 2' and/or spot elevations as pertinent and Bench Mark based on City of Tucson datum, include City Field book and page. DS 2-02.2.1.A.23.

12. New commercial projects will provide centralized on-site refuse storage, collection and pickup areas. Contact John Clark of Environmental Services @ 791-3175 ext. 1136 to reach an agreement that does not meet Development Standards 6-01. Any solid waste proposal not meeting the Development Standards must obtain a Development Standard Modification Request (DSMR).

13. Handicap curb access ramps are required to be constructed with truncated domes, per recent a Federal ADA requirement. Show a detail or add a general note to the site plan indicating all public and private handicap curb access ramps will have truncated domes.

14. Per the Transportation Access Management Guidelines (TAMG) for an ingress/egress to a local street 18' curb returns are required. Indicate 18' curb returns for the ingress/egresses to Second Street. TMAG was adopted on March 17, 2003 by Mayor and Council.

15. Per the Transportation Access Management Guidelines (TAMG) for an ingress/egress to an arterial road 25' curb returns for the ingress/egress to the project is required. Revise the site plan to show 25' curb returns for the access point along Alvernon.
