08/12/2005 DAN CASTRO ZONING REVIEW Denied COMMENTS: The following Site Plan review comments are based on a 60.4% building area expansion resulting in full code compliance review of the entire site. Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code (LUC) and Development Standards (DS) were addressed.

1. Note the legal description of the property. (DS 2-02.2.1.A.2)

2. On sheet C-1.0, label the height of the existing warehouse building and the proposed height of the new service building. Building height shall be measured from design grade. (DS 2-02.2.1.A.6) (LUC 3.2.7.2.A)

3. Add a general note, which states the existing and proposed land use. The land use class shall be listed on the plan along with the development designator and "subject to" performance criteria. For example, if the land use is Motorcycle Repair, the land use classification shall be noted as follows: Trade Service and Repair, Major, "34", subject to: Sec. 3.5.4.15.
Refer to LUC 2.7.2.2 for a listing of permitted land use classes in the I-1 zone. LUC 6.3 also offers additional information on land use groups and classes. Calculations for vehicle parking, bicycle parking, loading zone, and floor area ratio (FAR) may not be verified for compliance until the land use class has been provided. (DS 2-02.2.1.A.32)

4. A two and one-half (2 ½) foot overhang is required for vehicle parking spaces along the north perimeter. Assure that vehicles do not damage any landscaping or screen walls. Wheelstop curbing provided for the parking spaces in front of the new service building shall also be located two and one-half (2 ½) feet from the front of the parking space. Dimension as required. (DS 2-02.2.1.A.8) (DS 3-05.2.3.C.1 and .2)

5. A back-up spur will be provided at the end of a row of parking if no ingress or egress is provided at that end. The spur will be a minimum of three (3) feet in depth, will have a three (3) foot radii, and will have a wheel barrier to prevent encroachment onto any unsurfaced areas. A minimum distance of three (3) feet will be provided between the back of spur and any wall, screen, or other obstruction over six (6) inches in height. When the last space in a bay of parking is wider than eight and one-half (8½) feet, the back-up spur can be reduced in size, subject to approval by the Traffic Engineer. (DS 2-02.2.1.A.11) (DS 3-05.2.2.D)

6. An eight (8) foot wide access aisle is required for the disable parking space. Provide a parking space detail for the handicap parking space, access aisle, and if applicable the accessible ramp. Indicate graphically and by note if the access aisle is to be flush with the accessible path to the building entrance, otherwise provide a ramp that conforms to Section 405 of the ICC/ANSI A117.1-2003. Access aisle shall comply with Section 502.4 of the ICC/ANSI. (DS 2-02.2.1.A.8)

7. Off-street bicycle parking, including materials for lighting, paving, and security; fully dimensioned layout; location; specific type of rack and the number of bicycles it supports; and the location and type of directional signage shall be provided on the plan. Refer to DS 2-09 for design criteria. (D.S. 2-02.2.1.A.

8. Provide the vehicle and bicycle parking calculation. The calculation shall include the land use class, ratio required, and number of parking spaces required and provided. Refer to LUC Sec. 3.3.4 for list of land use classes. (DS 2-02.2.2.A.4) (LUC 3.3.4)

9. Label and dimension sight visibility triangles. (DS 2-02.2.1.A.10)

10. Ingress and egress drive (PAAL) from Sahuaro Street must be a minimum of 24 feet wide. Plan currently shows a 22 foot width. (DS 2-02.2.1.A.11) (LUC Table 3.3.7-I)

11. At least one (1) sidewalk will be provided to a project from each street on which the project has frontage, unless there is no vehicular access from a street because of a physical barrier, such as a drainageway or an unbroken security barrier (e.g., a wall or fence). The sidewalk should be located to minimize any conflict with vehicular access to the project. For additional pedestrian circulation requirements refer to DS 2-08. (D.S. 2-02.2.1.A.12)

12. If applicable, provide a detail of existing and or proposed free standing signage, billboard, and outdoor lighting on the site plan and indicate their respective location/s on the plan. (D.S. 2-02.2.2.1.A.13)

13. Loading zone space size and number required may not be verified for compliance until the land use class has been indicated.

14. Demonstrate maneuverability for loading zone. Will alley be used for access to the site? Alley access may be used for the loading zone only if all criteria under LUC Section 3.4.4.2 is met. Provide pictures of the alley to verify that it is paved for its entire block length. Assure that no other vehicles other than for loading will access alley by providing adequate signage, or sufficient maneuverability for vehicles to discourage alley access. (DS 2-02.2.1.A.11)

15. Loading zone may not be located in an area that may block or obstruct service bay entrances. Move loading zone away from the service bays to allow for adequate ingress/egress to building. (LUC 3.4.3.2)
