COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

None of the following comments were addressed prior to resubmittal.

1. Due to the expiration of the permit, the requirements of the current Land Use Code and Development Standards will be enforced for this review. Some addition comments have been provided.

2. This comment has not been addressed. Zoning acknowledges that a Combo Request was provided but it has not been completed by the Pima County Assessor's office. The subject property is made up of four lots, which must be combined into one. Provide lot combination documents including Assessor's lot combo docs and notarized/recorded covenant. Add the property legal description to the site plan. It appears the lot combo was completed but the recorded information was not provided as stated on your response to comments. Also the provided legal description does not match the Assessors information, see attached.

3. Zoning acknowledges that a detail was provided. Per D.S. 2-09.5.1.A provide a dimension for the space between the racks. The detail provided for the Class 2 bicycle parking does not meet the requirements of D.S. 2-09.0, Supplement 9. The bollard style bike rack does not meet the requirement for a two-point support system. Revise detail to meet this requirement.

2. Street landscape border shall be located entirely on site except that, if approved by the City Engineer per LUC 3.7.2.4. Up to five (5) feet of the required ten (10) foot width be placed within the adjacent right-of-way area or within the Major Streets and Routes (MS&R) right-of-way area on MS&R streets.

3. The back of sidewalk is the standard location to measure the designated width of the landscape border. Sidewalks can not be located within 10' buffer revise the location of the pedestrian access along Plata St.

SUMMARY: Engineering Division of Development Services Department has received and reviewed the proposed site plan for the above referenced property. Engineering Division does not recommend approval of the site plan at this time. Please address the following review comments prior to the next submittal.


Site Plan:


1. Please include a response letter to the comments along with the corrected copies of the Site Plan.
2. Due to the expiration of the permit and the legth of time between reviews. The Engineering Department will be looking at the submittal as a first time review. Additional comments have been provided for current compliance for site plan.
3. As per the Federal ADA requirements, all wheel chair ramps shall have the truncated domes instead of the standard grooves that are shown on COT SD 207. Aside from the Truncated Domes, all wheel chair ramps shall be constructed in accordance with COT SD 207. Indicate truncated domes to be used in keynote.
4. DS Sec.2-02.2.1.A.12: Clarify on the site plan and in details that all handicap access ramps at crosswalks or at the transition of a pedestrian circulation area to a vehicular use area has the required detectable warning devices (truncated domes).
5. Label existing and future sight visibility triangles per D.S. 2-02.2.1.10. Provide existing and future sight visibility triangle along North Stone Avenue from West Plata Street.
6. Verify that all keynotes are representative of their location. Keynote 11 os pointing to curb ramp and appears to be incorrect. Keynote 15 at northwest entry to easement needs to be clarified.
7. Within southeast corner of parcel there appears to be a line that may have been intended to be a sight visibility triangle. See plans and clarify and/or modify accordingly.
8. DS Sec.2-02.2.1.A.10: Verify that all existing and future site visibility triangles (SVT) are labeled and dimensioned
9. Show all points of egress and ingress including locations and width of driveways and parking area access lanes (P.A.A.L.) per D.S. 2-02.2.1.11. Dimension and label on site plan.
10. DS Sec.2-02.2.1.A.11 & DS Sec.3-01.3.2.C: Depict and label 18-feet radii concrete curbs per City of Tucson/Pima County Standard Detail 213 (PC/COT SD 213) at the driveway entrance along West Plata Street and also at north entrance along North Ninth Avenue. The curbs should be constructed at the edge of pavement and entirely on the subject property, which must also be depicted on the site plan.
11. Label all vehicular, bicycle, pedestrian, and handicapped circulation clearly identified per D.S. 2-02.2.1.12.
12. DS Sec.2-02.2.1.A.12: Revise the site plan to show the required pedestrian circulation path that is required from the proposed buildings to the required pedestrian circulation path located along Fort Lowell Road.
13. Fully dimensioned loading space(s) and maneuvering area(s) in plan view per D.S. 2-02.2.1.14. DS Sec.2-02.2.1.A.14: Provide (label and dimension) the required onsite maneuvering area for the loading zone. Refer to AASHTO for the national standards for turning radii.
14. Provide Drainage patterns and finished grades per D.S. 2-02.2.1.16. Drainage patterns and finished grades appear to be located on the grading plan. Indicate drainage patterns and finished grades on site plan per D.S. 2-02.2.1.16 or add note to site plan to refer to grading plan.
15. DS Sec. 2-05.2.4.H.2: Provide the right-of-way (ROW) recordation information for North Stone Ave, West Plata Street, North Ninth Avenue and West Lester Street.
16. DS Sec.2-02.2.1.A.19: Label the 10-foot future sidewalk and curb area on the site plan to verify that all improvements are located outside of the future ROW.
17. DS Sec.2-02.2.1.A.12: Pedestrian access across ingress/egress along West Lester Street should be realigned so that the access ramps are aligned for easy use by the handicap.
18. Dimension from street monument lines to existing and proposed curbs, sidewalks, driveways, and utility lines per D.S. 2-02.2.1.21.
19. 22. DS Sec.2-02.2.1.A.32: Label and show the maneuverability for refuse vehicles in plan view at the proposed refuse container location.
23. Sidewalk and/or crosswalk is required for pedestrian access to trash enclosure.
24. A permit or a private improvement agreement will be necessary for any work performed within the Right-of-way. Contact Permits and Codes at (520) 791-5100 for permit information.
25. Provide a typical cross section of the P.A.A.L. or call out the percentage of slopes.
26. DS Sec.2-02.2.1.A.8: Provide wheel stop curbing for parking spaces. Wheel stop barriers must be used at all parking spaces to prevent encroachment into landscape or pedestrian circulation areas. Clarify if sidewalks are raised or flush with pavement. In addition, where ramps are located at northwest corner of building call out material between ramps. Truncated domes may be required. Clarify where applicable on site plan for further review.
