Engineering Division has reviewed the site plan and approval is not recommended at this time. Please provide a revised site plan and detailed response letter addressing the comments provided below. The plan may not be approved without demonstration that all required improvements be provided within future property limits, upon Major Streets and Routes (MS&R) widening. Please address the following comments:
1. Provide lot bearings and a basis of bearings (DS 2-02.2.1 A 5).
2. Depict and label existing and future sight visibility triangles. Future triangles are based upon the future curb location for Park Ave. in accordance with the City's Major Streets and Routes (MS&R) Plan & City Development Standards (DS) 2-02.2.1.10 & DS 3-01.5.1 B 2.
3. Cut/fill quantities must include fill to be placed within the proposed building's footprint. Please assure this figure reflects building pad elevation requirements for floodplain development purposes - see floor elevation recommendations in drainage report (DS 2-02.2.1 A 17).
4. Dimension the future (MS&R) half (60') Right of Way for Park Ave. (DS 2-02.2.1 A 19).
5. Assure all easements are graphically shown on the plan with recording information provided (DS 2-02.2.1 A 20).
6. Depict and label 18' minimum unobstructed radii at all locations where a Parking Area Access Lane (PAAL) intersects another PAAL, where emergency and solid waste vehicles maneuver (DS 3-05.2.1 C 3 a).
7. Include notation for sidewall bollards to be installed, and specify a minimum of 10' between the bollards in the enclosure detail. Revise callout note referencing sd2 and provide section 16/s3. See additional requirements outlined in DS 6-01.4.2 (DS 6-01.4.0).
8. Depict and label 25'curb returns at the Park Ave. ingress/egress location. Curbing and all other improvements within the Right of Way must conform to Pima County/City of Tucson Standard Details for Public Improvements (SD #209 for curbing), per Sections 5.5 and 6.3.1(5) of the Transportation Access Management Guidelines (TAMG's), and Development Standards 3-01.4.3 B & 3-01.10 Figure 6.
9. Depict and label new curb access ramps (SD 207) at this driveway location.
10. Identify a new driveway apron (SD 206) or curb returns with 18' min. radii to be constructed at the Michigan St. ingress/egress.
11. Omit Keynote 1 at each driveway location and Landscape Keynote A at the Michigan St. driveway location.
12. Depict and label roof drainage arrows and any sidewalk scuppers for conveyance of roof drainage under pedestrian/sidewalk areas. Sidewalk scuppers must be depicted; fully labeled and dimensioned for 10-year (min.) flow conveyance under all sidewalk areas (DS 2-08.4.1 & 5.1 E).
13. The proposed landscaping in the Right of Way may not be approved by this office. Approval must be granted in writing from Tucson Department of Transportation (TDOT) City Engineer, Andy Dinauer, P.E.
14. A grading permit will be required for this development. Grading plan review and approval requires completion and submittal of a grading permit application with three (3) sets of grading plans. The site and grading plans consistent with one another prior to resubmittal.
15. Provide the following notes on the site plan: 1) this site lies within the Regulatory Floodplain - a Floodplain Use Permit is required for this development; and 2) the lowest floor elevation must be certified by an Arizona Registered Professional Land Surveyor. This certification must be returned to Development Services Dept. - Engineering Division at 201 N. Stone Ave. - 1st floor.
Resubmittal will require a revised site plan and detailed response letter addressing all items listed above. Subsequent comments may be necessary upon resubmittal, depending upon the nature and extent of revisions that occur to the plans and/or drainage report.
