Park Avenue New Performing Arts Center Site Plan 2nd Review Transmittal date: November 9, 2005 COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. This plan was reviewed with applicable divisions of the Land Use Code (LUC), Development Standard (DS), American National Standards Institute (ANSI), and 2003 International Building Code (IBC). 2. Per the Zoning Administrator, Walter Tellez, the proposed use of this site is categorized as an instructional school. Such a use requires a parking ratio of THE GREATER OF: 1 space per 200 s.f. of gross floor area, OR 1 space per 250 s.f. of office space and 1 space per 100 of classroom area. During prior discussions of this project in person, staff reviewed the floor plan for the project, noting there were three areas of classroom activity. As of this plan submittal, there remains only one room for classroom activity, and two rooms for storage. The parking calculation presented refers to the overall gross floor area. PLEASE NOTE: THE SUBMITTED PARKING CALCULATIONS FOR THIS PROJECT CAN ONLY BE APPROVED SHOULD THE TWO STORAGE ROOMS REMAIN FOR STORAGE PURPOSES ONLY. Those rooms should be labeled on the floor plan as "limited to storage only". 3 Stated in the last review, LUC 3.2.6.5.B requires the setback from Park Avenue of 21 feet or the height of the exterior building wall, measured from the back of the future curb, due the street's status as a Major Streets and Routes (MSR). The back of the future curb must be shown and labeled. As this parcel is located on an MSR street which intersects with a non-MSR street, the non-MSR street, i.e. Michigan, has a setback of 21 feet or the height of the exterior building wall, measured from the outside edge of the nearest adjacent travel lane. The centerline and nearest adjacent travel lane must be shown and labeled. Staff acknowledges the setback distances provided on the plan are sufficient. For record keeping and consistency, please note the actual provided building setbacks (all directions) on the site plan. 4. Per comment 3, and LUC 3.3.4 parking requirements under Entertainment Use, bicycle parking spaces must be provided at a total ratio of 8 percent of all offered vehicle parking spaces. The project is required to have 80 parking spaces, which in turn requires 6 bicycle parking spaces - all of which are to be at Class 2 (affixed posts, etc.). Please revise the plan accordingly, also correcting the site plan note to read bicycle parking is all class 2. 5. Please clarify if the sidewalk leading to Michigan is in flush with the asphalt. If it is not, a handicapped ramp meeting ANSI Chapter 4 standards will be required at this area. If a handicapped ramp is needed, provide a typical detail drawing. 6. Per IBC 2003 Sec.1106, 1 handicapped parking space is required for this site. In addition, the required handicapped parking space must be van accessible, per IBC requirements. For this parking space, ANSI Chapter 5, Section 502.2, the minimum width is 8 feet - providing the adjacent access aisle is also 8 feet in width. Please revise the plan and ensure all dimensions for these spaces are clearly noted on the revised site plan, and the van accessible space is clearly identified. 7. Please provide Truncated Domes (early warning systems) where transitioning from pedestrian to vehicular use areas. 8. Per last review: Per LUC Section 3.4.4.6 and 3.4.5.3, please provide striping for the loading space. 9. Per DS 2-02.2.2.3., please provide the actual proposed Floor Area Ratio on the revised site plan. 10. Note: further review comments may be forthcoming, depending upon the responses provided. 11. Please submit a response letter detailing how the comments were addressed with the next submittal: 1. Lot bearings are not provided along the property perimeter. Please provide bearing along the property boundaries. Additionally, the basis of bearing cited on the site plan looks to be a basis of elevation, not bearing. Please provide the basis of bearing used to determine the site boundary bearings. 2. The near side sight visibility triangle appears to be identical to the far side triangle. The near side triangle leg should be 185', not 110'. 3. Cut/fill quantities could not be verified. Since the floodplain permit (T05OT01314) and the drainage report for said floodplain permit application have not been resubmitted, floodplain information and the structure's floor elevation could not be checked. The consultant is urged to get floodplain approval prior to or concurrent with site plan approval as the floor elevation might affect the building code review. This site lies within the Julian Wash balanced basin; detention is required unless sufficient storage can be provided in landscape areas. 4. Satisfactorily addressed. 5. Satisfactorily addressed. 6. Satisfactorily addressed. 7. The 10' clear dimension is the dimension between the bollards inside of the trash enclosure. Please revise Detail 5 accordingly. 8. The driveway onto Park Avenue is to have 25' radii, not an apron-type of driveway. The minimum distance between the end of the curb return onto Park Ave. and the south property line is 4' (TCC Ch. 25-39). 9. Modify curb ramps on Park Avenue driveway to that for a driveway with radius curbing. 10. Satisfactorily addressed. 11. Delete landscape keynote A at the Michigan Street driveway. 12. Satisfactorily addressed. 13. The required landscaping is still shown to be in the future Park Avenue right-of-way. Approval must be granted from Andy Dinauer in the Tucson Department of Transportation. 14. A grading permit and floodplain permit application are required for this development. The grading for this development is dependent on the outcome of the floodplain/drainage investigation. Please submit a drainage report with the next floodplain permit submittal. This site lies within the Julian Wash balanced basin; detention is required unless sufficient storage can be provided in landscape areas.
