Engineering Division does not recommend approval of the revised grading plan at this time. The following items have been field verified during the last inspection (13JAN14) with the Engineering Inspector, Engineering Reviewer and Zoning Reviewer and are inadequate to provide an ENG Inspection Final the following items need to be addressed prior to final grading plan approval and final inspection sign off: GRADING PLAN: 1) Restated: Provide wheel stops at all parking areas with stalls that are 20-feet in length and abut sidewalks that are not a minimum of 6.5 feet wide. Per the field visit there are still numerous areas that need wheel stops. Refer to the redlined plan for these areas around the pool house and along the west side of the development. Also the "As-Built" or Amerson Surveying Sheet needs to clearly show the wheel stops in plan view. All areas including the parking spaces along the south side that had wheel stops installed need to be shown on the plan sheet. 2) Restated: It is acknowledged that the parking count was reduced due to the reduction of residential units which would eliminate the required 14 parking spaces however the parking calculation on Sheet 1A of 5 needs to be revised to correctly reflect what was stated in the comment letter. Per the letter it stated the Units had been reduced to 98 units however the parking calculation shows 97, revise. 3) Complied. Refer to email from Michael Wyneken that provides acceptance of the interior sidewalk design. 4) Complied. 5) Restated: Field visit still verified 4 handicap access ramps onsite that exceed the maximum 8.3% slope required for ANSI conformance. Provide handicap access ramps that meet the maximum longitudal slope requirements for accessibility. Refer to the redlines for exact ramp locations, specifically the 2 ramps at the east end of Blue Diamond Drive, the ramp at the west end and south side of Blue Diamond Drive and the ramp located adjacent to the 10 cell scuppers at the southeast corner of the site. 6) Complied. 7) Complied. 8) Complied. 9) Complied. 10) Acknowledged. 11) Restated: It is acknowledged the hand railing along the pedestrian access path adjacent to the 3-cell scuppers was installed however the "As-Built" or Amerson Surveying Sheet needs to clearly show the hand rail in plan view since Sheet 1A is supposed to depict what was built onsite. 12) Restated: It is acknowledged that the handrail is removable however the access ramp into the channel still needs to be revised to meet the minimum slope requirements for access. It appears that a concrete slab was installed to eliminate the vertical drop off, however it still does not meet the minimum 15% slope requirement. Field verification shows that the ramp is at 27.5 percent which exceeds the 15%. 13) Complied. 14) Restated: Verify on the revised grading plans or a revised landscape plans that all landscaping requirements per the last approved Landscape Plan have been addressed. It appeared from the field visit areas of landscaping were either incomplete or the landscaping had died out. Per the Landscape Section an on-site monitoring report must be provided as a requirement of the Unified Development Code (UDC). Per UDC Sec.7.7.5 On-site monitoring of all aspects of site clearing, grading, plant protection, preservation, salvage, and mitigation must be provided during project construction at the expense of the developer for all residential development that is over five acres and for all commercial and industrial development that is over one acre. The monitoring must be performed by an individual who is qualified in arid lands native plant resource identification and protection as specified in Section 7.7.4.D, Professional Expertise. The monitor must provide periodic progress reports to the developer outlining the status of work accomplished and any problems encountered. A copy of these reports must be submitted to the PDSD for the project file. 15) Restated: A complete set of revised grading plans ("As-built") are required that include but are not limited to what is shown on the approved construction/grading plans and what is listed above. All changes must be clearly documented on the revised grading plan sheets and must be accompanied by an Engineering Certification letter per PDSD Policy 2008-04 dated 09APR09. The resubmittal did not include the Engineering Certification Letter; the next submittal will not be accepted unless it is provided. GENERAL COMMENTS: Please provide a revised grading plan (As-Built), Engineering Certification Letter and a Landscape Onsite Monitoring Report that addresses the comments provided above.
