Engineering Division has reviewed the Subject Site Plan and Floodplain Use Permit Application. Approvals are not recommended at this time. The following comments must be addressed prior to resubmittal:

Floodplain Use Permit Requirements (Tucson Code, Chapter 26):
Floodplain Use Permit # 866 (TDOT)/T98MS00017 (DSD), of August 1998 was issued in conjunction with DSD activity # T98CM03185 for the construction of the existing duplex, with a condition that a lowest finished floor elevation certificate be completed and certified by a state-registered land surveyor, with copies provided to the City of Tucson. No record of the completed elevation certificate could be located. The current permit application(s) may not be approved prior to provision of this document, demonstrating compliance with the existing duplex' permit conditions.
Tucson Code, Section 26-5.2 (Floodway Fringe Development), requires the placement of all lowest floors and all service facilities such as electrical and heating equipment one (1) foot above the base flood elevation, when proposed within 100-year regulatory floodplain limits. Completed elevation certificates certifying such by a state-registered land surveyor, with copies forwarded to this office, will be required conditions of permit issuance upon building permit approval by this division. Additional conditions will be required at such time (see also Tucson Code, Sections 26-11 - 26-11.3 for floodplain permit requirements, procedures, etc.).
Site Plan:
1. Solid waste pickup procedures/requirements must be in accordance with the correspondence and exhibits provided with this submittal. A signed agreement, administered and agreed upon by Environmental Services Department for 4 cubic yard metal roll-out containers, and service for such must be effectuated prior to provision of pick-up services (Development Standard - DS -6-01.3.1 B).
2. Specify construction of a concrete drive apron (SD 206) at the site entrance, in accordance with City of Tucson/Pima County Standard Details for Public Improvements - 2003 Edition. If a concrete driveway apron is existing, indicate such on the plan (see general comment # 4, below).
3. Provide lot bearings, and include a basis of bearings (DS 2-02.2.1 A 5).
4. Depict the limits of the 100-year floodplain with water surface elevations clearly delineated, and/or include a note that the site lies within the 100-year regulatory floodplain (DS 2-02.2.1 A 15).
5. Dimension and label El Vado Road half or full right of way (DS 2-02.2.1 A 19).
6. All easements of record must be graphically shown on the plan together with recording docket and page number (DS 2-02.2.1 A 20).
7. Dimension and label from street monument line(s) to existing vertical curb, new sidewalk, and utility locations, and identify the type of centerline depicted, such as right of way, construction, survey or section line (DS 2-02.2.1 A 21).
8. Provide existing topographic contours and/or additional spot elevations and indicate the datum used for the elevations provided; clarify/revise the City Field Book and Page number for the benchmark referenced. The flow arrows depicted indicate possible alterations to existing overall (east to west) drainage patterns on and around this site. Revise the flow arrows to depict acceptance/conveyance of runoff from the east and site runoff to El Vado Road and or to the west, as currently appears to be the case. (DS 2-02.2.1 A 23).
9. Depict roof drainage downspout locations, and assure corresponding sidewalk scuppers are provided at those locations necessary for conveyance of 10-year flows under sidewalk areas at each location (DS 2-08.4.1 E & 3-01.4.4 F).

GENERAL COMMENTS:
1. A grading permit will be required for this site development if the earthwork fill quantity is 50 cubic yards or more. Please complete and submit a grading permit application with a resubmittal, if so. Grading shall be in conformance with the 2000 International Building Code (IBC) - local amendment, accessible at http://www.ci.tucson.az.us/dsd/2000_IBC_Amendments.pdf. Please specify conformance to these requirements in a grading plan General Grading Notes section.
2. Please ensure grading limits and the total area to be disturbed are clearly indicated on the grading plan.
3. Provide cross sections for each perimeter, and ensure property lines, proposed structures, curbs, sidewalks, and walls/fences are included in each, fully labeled and dimensioned.
4. A right of way excavation permit will be required for all proposed work or development activity in the right of way. Contact Permit and Codes Section, Tucson Department of Transportation - Engineering Division at 791-5100 for questions.
Resubmittal will require revised Site and grading/drainage/paving plans. The Floodplain Use Permit application and, if necessary, a grading permit application must be included with the resubmittal package.
