COMMENTS: resubmit revised drawings and a response letter, stating how Zoning Review comments for Land Use Code and Development Standards were met.

1. Please remove hatching from the site plan and leave only on landscape/grading plans.

2. label adjacent site to east, parcel 140-11-006B, as not part of this project.
RESPONSE: I see the grading plan labeled as such, label on site plan too.

3. Proposed building height shall be measured from design grade. Revise all building heights noted on the site plan as required. Add height above design grade to the elevation drawings. (D.S. 2-02.2.1.A.6)
RESPONSE: there are STILL got 3 different conflicting heights. Label site plan indicating what the height of the building from GRADE to the TOP of the ROOF - and from GRADE to the TOP of the PARAPET.

4. Provide a fully dimensioned detail for the accessible parking space, access aisle, and accessible ramp. (D.S. 2-02.2.1.A.8) (ICC/ANSI A117.1-2003)
RESPONSE: The handicapped ramp does not work well. Please consider moving handicapped ramp to near building entry -loading from access aisle onto raised sidewalk - be sure to provide 5' wide flat landing. Truncated domes should only be in a 2' wide strip and should be provided on concrete - where transitioning from pedestrian to vehicular use area. If the design proposed is to be kept, more details, slopes, widths.

5. All vehicular use area must be paved. If a portion of the site is to be left undeveloped, as it would appear to be in the rear portion of the site, a barrier (i.e curb, post bollards, fencing) is required to prevent vehicles from encroaching onto undeveloped areas. Revise to show curbing along edge of PAAL. (LUC 3.3.7.3)
RESPONSE: Show curbing at east side of site on actual site plan, as on grading plan.

6. The handicapped sign is impeding the 4' sidewalk - please move.

7. Please dimension building footprint on site plan - to allow building plans to be reviewed accurately.

SUMMARY: Engineering Division of Development Services Department has received and reviewed the resubmitted site plan (T04CM04415), grading plan (T06BU00512), drainage report (prepared by JE Fuller Hydrology and Geomorphology, Inc., dated June 9, 2006)), and Stormwater Prevention Pollution Plan (SWPPP), for the above referenced property. Engineering Division does not recommend approval of the site plan or grading plan at this time. The following items need to be addressed:


SITE PLAN COMMENTS:

1) DS Sec.2-02.2.1.A.12: Revise the site plan and grading plan to provide handicap access ramps at the transition of the 6-foot sidewalk, 25-foot curb returns and the pedestrian circulation that connects to the MS&R sidewalk. Provide a detail for the handicap access ramps with truncated domes per ANSI Standards A117.1-2003 Section 406.13.

2) DS Sec.2-02.2.1.A.16: Revise the site plan and grading plan to remove the hatched area that represents the on-site ponding limits due to microfilming conflicts. Provide a different line weight, shown in the legend that will delineate the ponding limits within the water harvesting area and the on-site retention area.


GRADING PLAN COMMENTS:

3) DS Sec.11-01.4.1.C.4: Provide a drainage statement/addendum showing scupper calculations that demonstrate that the 10-year flood flow is contained under the sidewalk. The scuppers proposed under the sidewalk, Keynote #12, must be designed and constructed to convey the 10-year flood flow. The submitted Drainage Report did not discuss scupper calculations.

4) DS Sec.11-01: Revise the site plan and grading plan to provide handicap access ramps at the transition of the 6-foot sidewalk, 25-foot curb returns and the pedestrian circulation that connects to the MS&R sidewalk. Provide a detail for the handicap access ramps with truncated domes per ANSI Standards A117.1-2003 Section 406.13.

5) DS Sec.11-01: Revise the site plan and grading plan to remove the hatched area that represents the ponding limits on-site due to microfilming conflicts. Provide a different line weight, shown in the legend that will delineate the ponding limits within the water harvesting area and the on-site retention area.

6) Be advised that the grading plan can not be approved prior to site plan approval. All comments associated with the site plan must be corrected and the site plan must be approved prior to grading plan approval.


STORMWATER POLLUTION PREVENTION PLAN: The SWPPP does not meet the minimum requirements of the AzPDES Construction General Permit (CGP). Revise the SWPPP according to these comments:

7) CGP Part IV.C.3.b: Clarify on the SWPPP Exhibit, Sheet C-3 all areas of soil disturbance. Clarify areas that will not be disturbed or used for stockpiling by using a different line weight that must also be shown in the legend.
8) CGP Part IV.C.4: Identify on the SWPPP Exhibit the nearest receiving water(s), including ephemeral and intermittent streams or arroyos. The SWPPP Exhibit must clearly show the nearest receiving waters that would be effected by a spill on-site.

9) CGP Part IV.C.5: Provide on the SWPPP Exhibit, at the location of the concrete, paint and truck wash out area, the temporary SWPPP controls to prevent washout from entering the water harvesting area.

10) CGP Part IV.D.8.c: Revise the SWPPP Exhibit at the location of the chemical and material storage area the temporary SWPPP controls to prevent pollutants from entering the on-site retention area.


GENERAL COMMENTS:

Please provide a revised site plan, grading plan, Drainage Report and SWPPP that address the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments.

Further comments may be generated upon resubmittal of the site plan. Please enclose "redlines" with the resubmittal package for reference.
