Renaissance Drive Site Plan Transmittal date: 1st Review September 8, 2004 COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. Add the section, township and range to the location map. The site plan sheet should include a location map. DS 2-02.2.1.A.4 2. Add an overall building setback dimension from the front of the building to the street property line. DS 2-02.2.1.A.7 3. The number of parking spaces for this project must be calculated on the parking ratio for the principal use. The principal use is "Transportation Service, Land Carrier". The parking is based on the gross floor area of the buildings on the site including mezzanine areas. Per the square footage of the building and mezzanine area, 6968 square feet, the number of parking spaces required is 35. Revise the plan to show that 35 spaces will be provided. Revise the vehicle parking calculation to reflect the number required and number provided. The vehicle parking calculation must include the number of handicapped parking spaces required and provided (one van accessible space is required). Barriers such as extruded curbs, fences etc must be placed between the paved areas and the areas of the parcel that will remain undisturbed. The concrete header does not meet the criteria for a barrier. Revise as required. Also the area south of the building may not be used for vehicular traffic unless the area is paved. Clarify if the existing gate in the south portion of the lot is to be removed and replaced with solid fencing to keep traffic off the unpaved area. DS 2-02.2.1.A.8 Add wheel stops to the vehicle parking spaces that abut the sidewalk adjacent to the building. 4. The accessible ramp shown on sheet C2.0 will not work for the proposed locations. The overall width of the access ramp is larger than the proposed sidewalks. Please revise the sidewalks to accommodate the proposed access ramps or revise the access ramp to fit the locations and meet ADA compliance. The access is required at ends of the crosswalk (see redlines). The access ramp detail should depict the actual conditions of the area and must demonstrate that the ramps will meet code requirements. DS 2-02.2.1.A.12 Provide a five-foot wide striped pedestrian refuge along the north and south sides of the buildings. The refuge area must connect to the sidewalk in front of the building. DS 3-05.2.2.B.1 5. Draw the location, type and size of all existing or proposed freestanding signs including billboards. DS 2-02.2.1.A.13 6. Clarify if the access to the dumpster is to be provided over the loading zone area. The loading spaces and the dumpster must have separate access to each. Demonstrate how this will occur. The number of loading zones must be calculated based on the gross floor area, which includes the maintenance shop and the mezzanine. Revise the loading zone calculation accordingly. DS 2-02.2.1.A.14 7. Please revise the street side building setback to correctly state the required building setback based on the greatest of 20 feet or the height of the structure as measured from the street property line to the street side building elevation or porch columns. Approvals are not recommended at this time. Please provide revised site, grading and SWPP plans, drainage report, "red/green line" markups for reference, and a response letter addressing all of the following comments: DRAINAGE REPORT: 1. Specify the name, address and telephone # of the person(s), firm(s), agency or agencies responsible for the ownership, operation, scheduled and unscheduled maintenance, and liability of the drainage improvements described in the report, and list any other documents where these responsibilities are documented, in accordance with Section 2.3.1.2 E of the City of Tucson's Standards Manual For Drainage Design and Floodplain Management - SMDDFM (Development Standard 10-02.0). 2. Discuss and provide recommendations for minimum setbacks from the retention basins for the proposed building, or provide additional geotechnical engineering recommendations from Terracon - the soils report does not specifically address minimum setbacks, as required per Section14.2.6 of the Drainage Standards Manual (DS 10-02.0). 3. Discussion in the second paragraph on page 7 specifies a shared inlet/maintenance access ramp. Please revise the report as necessary to specify minimum 15' wide vehicular access ramps with slopes not to exceed 15% for both basins (Section 14.3.4 - DS 10-02.0). 4. Provide retention basin percolation test results in the revised drainage report. Include discussion/analysis of the test results to assure the maximum allowed time of disposal will not be exceeded for each basin, in accordance with Section 3.5.1 of the Pima County/City of Tucson Stormwater Detention/Retention Manual (DS 10-01.0). 5. Omit or revise the last sentence of the fourth paragraph under "Post-developed Conditions" (page 5). A scupper will be required for conveyance under sidewalk area(s). 6. Omit the portion of the last sentence on page 8, referencing a dry well as an alternative to infiltration/percolation. 7. Omit or revise the second to last paragraph on page 9, referring to maintenance access from the private street. Basin maintenance access shall occur on the property. 8. Provide individual retention basin 100-year water surface elevations, outlet weir elevations, and erosion protection (riprap) sizing and dimensions - preferably on the Drainage Concept or elsewhere in the report (Section 5.2.6 - DS 10-01.0). 9. Please refer to Sections 3.5.1.1 - 3.5.1.4 of the Stormwater Detention/Retention Manual for additional retention/detention design guidelines, maximum disposal times, etc. SITE PLAN: Please refer to Development Standard (DS) 2-02.2.0 Site Plan Content and Specifications. Revisions to the drainage report may result in necessary revisions or additions to the site and grading plans. Please assure all new construction related items and revisions are depicted on the grading plan. 1. Depict and label new sidewalks and curb access ramps along the entire property frontage, in accordance with Development Standards 3-01.3.3, 3-01.2.7, 2-08.4.0. 2. Provide 100-year water surface elevations for each basin (DS 2-02.2.1.15) 3. Provide dimensioning from street monument lines to all existing curbs, sidewalks and utility lines (DS 2-02.2.1.21) 4. Specify a minimum 5" thick concrete slab and bollards to be placed on the rear and side walls of the dumpster (and enclosure, should one be required). Provide an enclosure detail if so, and assure a minimum of 20 feet between sidewall bollards is dimensioned (DS 6-01.4.0). 5. Depict the refuse container size and access thereto, fully dimensioned and labeled. A clear approach of 14' x 40' is required for service vehicles, with minimum inside and outside turning radii of 36' and 50', respectively (DS 2-02.2.1.32 & DS 6-01.4.0). 6. Depict and label roof drainage direction, all downspout locations and corresponding sidewalk scuppers for conveyance of 100% of the 10-year flow event under all sidewalk areas (DS 2-08.4.1 E and 2-08.5.1 E). 7. Provide a note on the plan stating that, (a) the owner or owners shall be solely responsible for operation, maintenance, and liability for drainage structures and detention basins; (b) that the owner or owners shall have an Arizona Registered Professional Civil Engineer prepare a certified inspection report for the drainage and detention/retention facilities at lease once each year, and that these regular inspection reports will be on file with the owner for review by City staff, upon written request; (c) that City staff may periodically inspect the drainage and retention/detention facilities to verify that scheduled and unscheduled maintenance activities are being performed adequately; and (d) that the owner or owners agree to reimburse the City for any and all costs associated with the maintaining of the drainage and detention/retention facilities, should the City find the owner or owners deficient in their obligation to adequately operate and maintain their facilities" (DS 10-02.0, Section 14.3.2). 8. Depict scuppers; fully labeled and dimensioned at basin outflow locations, in accordance with drainage report recommendations. Assure all items on the grading plan match those depicted on the site plan. 9. Depict, label and fully dimension basin maintenance access ramps on the site and grading plan (see drainage report comments 3 & 7). 10. Please provide a specific basis of bearing for this project. GRADING PLAN: Summary: The grading plan must indicate all revisions that occur as a result of drainage report and site plan comments provided for this project. Please ensure the site and grading plans are consistent with one another prior to resubmittal. See "greenlined" plans and include for reference with a resubmittal package. Additional comments may be necessary upon resubmittal depending upon the nature and extent of revisions necessary. Please address all comments listed below and clearly depict grading/construction related changes to the site that occur as a result of all comments provided: 1. Provide a note that grading shall be in conformance with City of Tucson Development Standard 11-01.0. These standards may be accessed at http://www.ci.tucson.az.us/dsd/DevStandsTOC.pdf 2. Provide retention basin cross-sections, basin maintenance access ramps, inlet and associated erosion protection, and outlet weir details - all fully labeled and dimensioned. 3. Depict and label grading limits on sheet C3.0. 4. Provide a legend with all symbols used on the plan. 5. Correct the Bluestake # provided - the current # is 1-800-stakeit. 6. Include a City of Tucson Field Book and Page number or GPS control point, with a specific basis of elevation and description provided on the plan. Provide cross sections for each perimeter, depicting all items shown on the plan, fully labeled and dimensioned. Ensure property lines, setbacks, any curbing and sidewalks are included in each, at a minimum. 8. Revise and include all construction details and notes consistent with a revised drainage report and site plan. 9. Due to concerns regarding basin infiltration requirements, please add the following General Note: "Infiltration test results shall be submitted upon basin completion after 90% grading construction is complete. The Certificate of Occupancy shall be held until function of the basins are determined to meet design requirements as specified per the approved Site and Grading plans, drainage and geotechnical reports". STORMWATER POLLUTION PREVENTION PLAN (SWPPP): Please submit three copies of SWPPP text with specific description and discussion addressing all required items for stormwater pollution prevention, as outlined in the construction SWPPP Checklist, available at the following link: http://www.adeq.state.az.us/environ/water/permits/download/cswppp.pdf. Ensure a copy of the Arizona Pollutant Discharge Elimination System (AZPDES) General Permit is included in the text and ensure each submittal contains a signed copy of the Notice of Intent (NOI) as submitted to Arizona Department of Environmental Quality (ADEQ). The SWPPP should be consistent with the Site and Grading plans and drainage report. Listed below are some items that must be included with a resubmittal. Please visit the links provided for complete SWPPP preparation/requirements. 1. Provide the project operator's name and project information. 2. Provide a copy or copies of signed owner/operator certifications with the resubmittal. 3. Depict and label an appropriate washout location. 4. Depict and label a sediment trap or basin (optional). 5.
