Building setback from street frontage may not be verified for compliance until the existing and future right-of-way and curb locations for 12th Avenue and Valencia Road are labeled and dimensioned on the plan. Per LUC Sec. 3.2.6.5.B.1, the setback required from both of these streets is based on the greater of 21 feet or the exterior building wall height, measured from the back of future curb. SUMMARY: Engineering Division has reviewed the Hydrologic/Hydraulic Report, Site Plan and Grading Plan received on 30 April 2004. Approvals are not recommended at this time. The following comments are offered:

HYDROLOGIC/HYDRAULIC REPORT:
Observation of aerial photographs indicates this site has been vacant for approximately six years. As such, the report must address existing onsite conditions as being undeveloped for balanced basin flow attenuation analysis. Revise the report accordingly, with demonstration that developed conditions flow events (2-10- and 100-year events) do not exceed existing conditions flow rates. Accommodation of additional runoff in water harvesting areas will be acceptable for this site considering its size, but must be clearly described and demonstrated in the report and depicted on the grading plan. The report must also discuss/address the magnitude and locations of developed conditions flows exiting the site.
SITE PLAN
1. The site plan must be drawn at a standard engineering scale no larger than 1" = 60'. Revise the scale accordingly, in accordance with Development Standard (DS) 2-02.2.1 A
2. Provide lot dimensions and bearings (DS 2-02.2.1 A 5).
3. Depict existing and future sight visibility triangles for DRIVE/PAAL's intersecting arterial roadways (Valencia Rd. and 12th Ave. sight triangles) (DS 2-02.2.1 A 10 & 3-01.5.0).
4. Provide estimated cut/fill quantities (DS 2-02.2.1 A17).
5. Depict 12tha Ave. and Valencia Road half rights of way. Assure Major Streets and Routes (MS&R) intersection widening is depicted on the plan (DS 2-02.2.1 A 19).
6. Dimension and label from street monument line(s) to existing curb, sidewalk, and utility locations (DS 2-02.2.1 A 21).
7. The proposed refuse container location is not accessible as depicted. Provide a revised enclosure location with access/vehicle maneuverability thereto fully dimensioned and labeled (DS 2-02.2.1 A32 & DS 6-01.0).
8. Depict and label sidewalk scuppers at each downspout location for conveyance of 10-year flows at a minimum under sidewalk areas (DS 2-08.4.1 E & 3-01.4.4 F).
9. The Site plan does not clearly indicate whether sidewalk is existing along Valencia Road and 12th Ave. rights of way. If sidewalk exists, depict and label such, with dimensions noted. If not, depict and label new sidewalk to be constructed along both street frontages. New sidewalk is required as a part of new development of all properties, along the entire length of street frontages. Developments along MS&R streets shall install 6' sidewalks, 2' from back of curb, in accordance with Mayor and Council policy directive (DS 3-01.3.3 A).

GRADING PLAN:
1. Identify and label sidewalk scuppers at all downspout locations.
2. Provide a contour interval with the scale.
3. Include the property line in section A (block wall detail), and provide similar sections for the south, east and west property lines, fully labeled and dimensioned, with inclusion of water harvesting areas, property lines, and all other significant features, at a minimum.
4. The grading plan should clearly depict finished grades for drainage exiting the site under developed conditions. Existing drainage patterns and locations should be maintained as closely as possible under developed conditions.
5. Depict and label new sidewalk along both street frontages. New sidewalk is required as a part of new development of all properties, along the entire length of street frontages. Developments along MS&R streets shall install 6' sidewalks, 2' from back of curb, in accordance with Mayor and Council policy directive (DS 3-01.3.3 A).
