SUMMARY: The Site Plan and Drainage Report were reviewed by Development Services Department, Engineering Division on April 26, 2004. The Drainage Report was accepted for Site Plan Review Purposes. The Site Plan was not approved Please address the following comments.

Site Plan Comments:
1) Provide dimensions and bearings for all property boundaries. Please use a bold solid line for the property lines, for clarity. (Development Standard (DS) 2-02.2.1.A.5))
2) Clearly show proposed drainage patterns, including roof drainage. Show that sidewalks and pedestrian routes will be kept flood free for up to 10-year events. (DS 2-02.2.1.A.16 and DS 2-08.3.1)
3) Provide estimated cut and fill quantities. (DS 2-02.2.1.A.17)
4) A letter from City of Tucson Environmental Services will be required to approve the proposed arrangement for solid waste pickup.
5) Indicate on the site plan that Tanque Verde Road is an MS&R route and provide recordation information.
6) All easements of record must be graphically shown on the plan together with recording docket and page reference. (DS 2-02.2.1.A.16)
7) The Transportation Access Management Guidelines for the City of Tucson, Arizona limit the number of driveways crossing arterials and collectors to two per three hundred feet. The driveways must be at lease eighty feet apart. Revise the sight plan to comply with the Access Management Guidelines or obtain approval for the proposed access locations from the City of Tucson Department of Transportation, Traffic Engineering Division.

Revise the Site Plan to address all of these comments and resubmit two copies for review. Include a letter explaining how each comment has been addressed.

COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. All text height must be a minimum of 12 point (.12). Please adjust the text height of the Major Street names on the location map as redlined on the plan sheets. Also draw and label the COT and Pima County jurisdiction limits.

All text that is less than 12 point must be adjusted. Please adjust as required. DS 2-02.2.1.A.4

2. Please define and dimension all exterior walls of the existing and proposed buildings. DS 2-02.2.1.A.6

3. Please address the following items for the vehicular use areas. DS 2-02.2.1.A.8

a. Back-Up Spur. A back-up spur will be provided at the end of a row of parking if no ingress or egress is provided at that end. The spur will be a minimum of three (3) feet in depth, will have a three (3) foot radii, and will have a wheel barrier to prevent encroachment onto any unsurfaced areas. A minimum distance of three (3) feet will be provided between the back of spur and any wall, screen, or other obstruction over six (6) inches in height. Please draw and dimension the back-up spur as required at the end of row of parking for the east parking area. See DS 3-05.2.2.D for information about the required back-up spur.

b. A five-foot wide pedestrian refuge area with a four -foot wide concrete sidewalk is required between a PAAL and enclosed structure. Provide the five-foot wide pedestrian refuge area and sidewalk between the addition and the PAAL.

4. Off-street bicycle parking, including materials for lighting, paving, and security; fully dimensioned layout; location; specific type of rack and the number of bicycles it supports; and the location and type of directional signage must be added to the plan. The location of the bicycle spaces has been shown but the type of facility, type of surfacing etc has not. Please add the requested information. The parked vehicles will obscure the location of the bicycle parking facility, therefore bicycle-parking signage must be provided to direct the cyclist to the facility. Show and label the directional signage. DS 2-02.2.1.A.9

5. Draw and label existing and future sight visibility triangles. Lines of sight may not be obscured through the triangle between 30 inches and six feet from grade through the triangle. DS 2-02.2.1.A.10

6. Please address the following pedestrian and handicapped access items.

a. Provide a detail drawing of the proposed handicapped access ramps. The detail must include the length of the ramp and the slope. An access ramp is required from the crosswalk to the sidewalk leading to the front entrance of the building. An access ramp is also required from the handicapped access aisle to the sidewalk.

b. A minimum four-foot wide concrete sidewalk is required along the south side of the existing building between the parking spaces and the south wall. Add, label and dimension the sidewalk as required.

7. The location of the loading zone on the landscape plan does not match the location of the loading zone on the site plan. Please insure that the landscape plan and the site plan match. List under the Site Area Calculations text block the number and size of loading zones required and number provided. DS 2-02.2.1.A.14

8. Show the location of the freestanding existing sign. The type and size must be labeled. The sign may not be within the existing or future sight visibility triangle. DS 2-02.2.1.A.13

9. Clarify if the joint use driveway has been recorded in some document. If so please provide a copy of the document with the next submittal packet. List the docket and page number of the recorded document on the plan. If this driveway has not been recorded or approved by Traffic Engineering please contact Dale Kelch with Traffic Engineering for requirements on curb cuts and allowances for joint use driveways. DS 2-02.2.1.A.11

10. If applicable, all easements of record must be graphically shown on the plan together with recording docket and page reference. DS 2-02.2.1.A.20

11. Dimension existing and future curb to property line. Show, label, and dimension the existing or future sidewalk. DS 2-02.2.1.A.21

12. If applicable, show existing and proposed freestanding lighting layout and type. The type, height and location of the freestanding lighting must be shown and labeled. DS 2-02.2.1.A.25

13. See landscape reviewer comments regarding landscape borders, screening and NPPO requirements. DS 2-02.2.1.A.27

14. List the existing use. Also under the use text block include, Development Designator "28"; Subject to LUC section 3.5.9.2.C. The principle use for this site is apparently Furniture Sales, but under the use text block a note for Commercial storage has been listed. Please clarify if the proposed storage use is a separate use or for the furniture sales use. If the storage is for the furniture use, remove the note. If the storage use is a separate principle use, add all relevant LUC criteria relevant to the use: such as, FAR, vehicle-parking, loading zones, etc. DS 2-02.2.1.A.31

15. Please insure that the revised site plan and the landscape plan match before re-submitting for review. DS 2-02.2.1.A.C

16. List the following items under the site area calculations. Allowed and proposed Floor Area Ratio (FAR). Allowed, existing and proposed building height. The number of required and provided loading spaces. List under the bicycle parking calculation that the type of bicycle facility to be provided is Class Two and that the handicapped space that has been provided is van accessible.
