The following items must be revised or added to the site plan. The following comments are a review of sheet AO.1 and AO.2. Please include a response letter with the next submittal that states how all comments have been addressed.

RESUBMITTAL REQUIRED: SITE PLAN

1. Add a location map to sheet AO.2. DS 2-02.2.1.A.4.

2. Show existing and future site visibility triangles for the ingress/egress off of Campbell Avenue, and the corner of Campbell Ave. and Blacklidge Dr.. Show existing SVT for the ingress/egress for Blacklidge Drive. DS 2-02.2.1.A.10.

3. Show the dimension of the ingress/egress for Campbell Ave. and Blacklidge Dr. DS 2-02.2.1.A.11.

4. Add a note on sheet AO.2, " Refer to The Grading and Paving Plan, sheets C2.0 - C2.2 for all drainage patterns, proposed finish floor elevations, finish grades, topographic contours, spot elevations and cut and fill quantities."

5. Sidewalks must be flood free for up to the 10-yr. event. Add a note on the plan, "All roof down spouts on all structures must be routed under any adjacent sidewalk." DS 2-08.4.1.E.

6. A grading permit is required. Please submit a grading permit application card (the green card) with the second submittal. ICB Chapter 36.

7. A stormwater pollution prevention plan (SWPPP) is required with the grading permit when there is an acre or more of disturbance. Submit a SWPPP with the grading permit application with the second submittal.

8. Label and dimension right-of-way, including Major Streets and Routes (MS&R) right-of-way. MS&R ROW for Campbell Ave. is 120'. DS 2-02.2.1.A.19.

9. Label and dimension from street centerline to existing curbs, sidewalks and driveways. DS 2-02.2.1.A.21.

10. Label the sidewalk within the ROW. Dimension the sidewalk widths. Sidewalk is required along the entire street frontage. New sidewalk on Campbell Ave. must be 6' wide. DS 3-01.3.3.A.

11. For the solid waste enclosure located farthest to the south access thereto fully dimensioned is required. How is the solid waste truck going to get to the enclosure? Include where the truck will enter and exit the site. DS 2-02.2.1.A.32.

12. The solid waste enclosure located adjacent to the loading space is not an acceptable location. The vehicle can not safely backup. The proposed location requires the driver to back up and turn toward the passenger side. Locate the enclosure where maximum back up distance is 40' straight back.

13. The solid waste enclosure located adjacent to Blacklidge Drive is not an acceptable location. The solid waste vehicle can not back up into an ingress/egress.

14. For the three above comments refer to the development standard 6-01 for the requirements. Contact John Clark from Environmental Services, 791-3175 extension 1136, for assistance with locating and designing solid waste enclosure. Proposals not meeting the requirements of DS 6-01 will require a DSMR.

15. A minimum setback distance of five (5) feet for a pedestrian refuge area must be maintained between any enclosed structure and a PAAL. The refuge area may have a roof for shade, provided it contains a sidewalk and pedestrian access which is unobstructed and is set back one (1) foot from the PAAL. Sidewalk is required adjacent and parallel to any PAAL on the side where buildings are located. Provide a sidewalk and pedestrian refuge between the PAAL and the proposed structure on the north side of the building. Revise plan as necessary. DS 3-05.2.2.B.1., Figure 1 and DS 2-08.4.1.B.

16. A sidewalk will be provided adjacent to any parking space accessed by a PAAL. Provide a sidewalk on the east and west side of the building. DS 2-08.4.1.C.

17. Stormwater must be accepted and released from developments essentially at the same locations, and with the same magnitudes, as encountered under natural or existing conditions. Include a drainage statement with the second submittal from an Arizona Registered Civil Engineer addressing offsite to onsite flows and onsite to offsite flows. See Standards Manual for Drainage design and Floodplain Management (SMDDFM) 2.3.2. for drainage statement requirements. SMDDFM 12.5.

18. The minimum drive-through lane width leading to the window is eleven (11) feet and must be striped, marked, or otherwise clearly delineated. The width meets this requirement. However the stacking area is not striped, marked or clearly delineated. It is also not clear which direction the drive through vehicles are moving. Show a one way arrow to clarify. Revise the plan to meet this requirement. DS 3-05.2.1.C.2.b.

19. 10' Landscape border can not be located in the ROW per TDOT. Relocate the 10' landscape border to be completely within the parcel/property.

20. Show a one way travel arrow the PAAL adjacent to the drive through lane.

CODE SECTION/ DEVELOPMENT STANDARD

1. The following comments are based on a less than 25% building area expansion and the redesign of the vehicular use area. Site plan content and specifications required by D.S. 2-02.

2. Note the legal description of the site. (D.S. 2-02.2.1.A.2)

3. Location map required on sheet A0.2. (D.S. 2-02.2.1.A.4)

4. Add the lot dimensions and bearings to sheet A0.1. (D.S. 2-02.2.1.A.5)

5. Note the proposed building height and clarify the building footprint location. (D.S. 2-02.2.1.A.6)

6. Label and dimension height and size of any canopies and overhangs. (D.S. 2-02.2.1A.6)

7. Under the parking calculations block on sheet A0.2, the building area is noted as 14,873 S.F. Sheet A0.1 notes the proposed building area as 9,078 S.F. Revise for consistency.

8. The aisle width and space depth for the angle parking spaces do not meet the requirements listed under LUC Table 3.3.7-I. (45 degree angle parking). Note correct space width, aisle width, and space depth on the plan. (D.S. 2-02.2.1.A.8)

9. Indicate direction of drive-through lane by arrow.

10. Label and dimension the width of all existing sidewalks on sheet A0.2. A minimum four (4) foot wide sidewalk is required between the parking spaces and the east and west sides of the building. A minimum five (5) foot pedestrian refuge area which includes a minimum four (4) foot sidewalk is required between the PAAL and the north side of the building. 11. Provide a fully dimensioned disabled parking space detail, which includes the slope of the ramp, direction of slope, width of sidewalk, and access aisle dimensions. Access aisles shall have surface slopws not steeper than 1:48 and be at the same level as the parking space. (ANSI A117.1-1998 Sections 405 and 502)

12. The building must be connected to the rest of the shopping center through a minimum four (4) wide continuous on-site pedestrian circulation system. (D.S. 2-08.4.1.D)

13. A minimum of two (2) Class II bicycle parking spaces are required for the new building. Indicate the location and provide a fully dimensioned detail. Refer to D.S. 2-09 for design criteria. (D.S. 2-02.2.1.A.9)

14. If applicable, provide a detail of proposed free-standing signage and outdoor lighting on the site plan. (D.S. 2-02.2.1.A.13) (D.S. 2-02.2.1.A.25)

3) The landscape requirements for the project are as follows: new development and expansions of existing development are subject to the provisions of the LUC. If the expansions (criteria listed in LUC 3.7.1.2) since 2/91 are less 25%, the existing site is subject to the regulations in effect at the time the last received zoning compliance approval. Note 1 on sheet L-1 is inaccurate and should be removed. Landscape requirements can be defined after review of the requested calculations.
