RESUBMITTAL REQUIRED: Grading Plan, Drainage Report and SWPPP


The Grading Plan (GP) and Drainage Report (DR) cannot be approved as submitted. Please address the following review comments prior to the next submittal.

Grading Plan:

1. Include a response letter to the comments along with the corrected copies of the GP.
2. The GP cannot be approved prior to the approval of the DP.
3. Show GP activity number (T04BU02370) on all sheets.
4. The minimum setback for a cut or fill slopes is 2' from the property line. Revise where aplicable.
5. Add this note to the general notes: "All grading shall conform to D.S. 11-01.0".
6. Correct section P/5 to reflect a 200' future R/W. The present R/W is 150" wide and sidewalks on the MS&R plan are 5' in width.
7. This comment was also made on the Development Plan: The steel pipes must remain on inside of the refuse enclosure to protect the walls from damage while being serviced. Please revise detail per D.S. 6-01.4.2. C.2. Also there are two enclosures at the SE of the project that are situated where they cannot be serviced without having to perform unnecessary movement of the truck. Perhaps skewing either enclosure at the SE corner of the property in the opposite direction will rectify this situation. Then the service truck will then be able to use a "loop" route. Please revise.
8. Upon a recent site visit, an abandoned water well was found. Please contact Az. Dept. of Water resources for abandonment procedures at 770-3800. Please provide documentation when complete.
9. Show the proposed roof drainage patterns. 100% of the 10-year flow must be conveyed under the sidewalks. If the location(s) of the roof scuppers have not yet been decided, add a general note indicating sidewalk scuppers (per COT/SD) will be used when the roof scuppers locations have been designed. Note 25 will suffice for the Development Plan but must be more detailed on the GP.
10. A permit or a private improvement agreement will be necessary for any work performed within the Right-of-way. Contact Permits and Codes at (520) 791-5100 for permit information.
11. Call out peak discharges entering and exiting the site.
12. Explain the discrepancy of the basin elevations between the DR and the GP.
13. Show cross-sections of and add dimensions to the Detention/Retention basin on the plans. This aids in inspection as well as construction.
14. The Detention/Retention basin must be graded to drain.
15. Provide a detail and cross-section of the concrete channel where the basin discharges onto Meadow Willow Drive and a detail of the channel North of bldg. no. 4. A scupper will be required at the sidewalk.
16. The TEP transformer at the NE entrance appears to be in the SVT. No obstructions higher than 30" are allowed in the SVT. Revise as necessary.
17. Call out the "swales" at the north boundary line and provide additional spot elevations and a x-cross section.

Drainage report:
1. Include a response letter to the comments along with the corrected copies of the DR.
2. Include Hydrologic Data Sheets for each of the developed drainage areas.
3. Provide a maintenance access ramp to the basin with a maximum 8:1 slope.
4. Provide a detail and cross-section of the concrete channel where the basin discharges.
5. Provide a detail and cross-section of the concrete channel where the basin discharges onto Meadow Willow Drive and provide the velocity of the discharge onto Meadow Willow Trail as well as the WSEL crossing the road to ensure all-weather access.
6. Add the basin maintenance responsibility note per S.M.D.D.F.M. 2.3.1.6 C 1 and 2 to the DR.
7. Security barriers must be provided at the top of all basins slopes steeper than 4:1, where depths exceed two feet per the Stormwater det./ret. manual 3.6.2. The barriers must provided adjacent to all pedestrian areas.
8. Include the existing and developed discharges on Meadow Willow Drive.
9. Include a statement in the DR that you have reviewed and agree to the data for the channel east of the project and for Desert Willow Estates.

Stormwater pollution prevention plan:

Operators

Identify all operators for the project site, and the areas over which each operator has control. (Part IV.C.1)

Indicate in the SWPPP the name(s) of the party(ies) with operational control over project specifications
(including the ability to make modifications in specifications). (Part IV.B.2.c)

9. Under the title "Specific Recommendations" on page 6, a 280' concrete drainageway is to be removed. Omit or explain this statement.
10. The "Pollution Prevention Plan Certification" and the "Qualification Statement" on sheets 12 and 13 respectively, must be signed prior to SWPPP approval.

Comments:

1. The grading plan has been reviewed by Zoning Review Section but cannot approve the plan until it has been approved by the Engineering, and Landscape Review Sections and until all zoning comments or concerns have been addressed.

2. Two copies of the approved and stamped development/site plan, landscape and NPPO plans must be included with grading plan.

3. A site card with DSD approvals by Fire, Zoning, Handi-cap, Engineering, and Landscape/NPPO including the approved development plan stamped for site plan approval and signatures is required before the grading plan can be approved by Zoning. Two copies of the approved development plan, landscape and NPPO plans are to be submitted with the grading plans packet for processing and approval as a site plan. No fees are involved in re-stamping the development/tentative plat plans as an approved site plan. The development plan, may be walked through for stamps and site card sign off. submit the following: two copies of the stamped development plan, landscape and NPPO plans must be included with the grading plans packet processed together for site approval.
