SUMMARY:
Engineering Division has reviewed the Geotechnical Engineering Report, Private Grading Plans, and Stormwater Pollution Prevention Plans (SWPPPS) for Copper Vista Subdivision. Approval of the grading plan is not recommended at this time. Please consult City of Tucson Development Standard 11-01.8.1 A (1-4) for requirements relating to the placement of fill 2 feet or more above existing grade within the outer 100 feet of the developing site. Any such locations/lots if applicable, must be addressed/resolved in accordance with this standard prior to approval of the grading plan. Please address the comments listed below. A meeting may be arranged with me for an over-the-counter approval if desired, upon completion/provision of the following:
1. The City of Tucson's Standards Manual for Drainage Design and Floodplain Management (Development Standard 10-02.0), Section 14.2.6 specifies that for all developments with onsite detention basins, the soils or geotechnical report shall contain at a minimum, technical information on soil permeability and infiltration rate(s), recommended minimum setbacks from buildings and other structures, whether hydro-collapsing soils are present, and the results from a minimum 30'-deep soil boring. Please provide these items in Geotechnical Engineering Report addenda or in a revised report.
2. Provide discussion and analysis demonstrating maximum times of disposal will not be exceeded for the detention/retention basin, in accordance with Section 3.5.1.3 of the Pima County/City of Tucson Stormwater Retention/Detention Manual (Development Standard -DS-10-01.0).
3. Detention/retention basin maintenance access ramps should be a minimum of 15' wide with slopes not exceeding 15%, in accordance with DS 10-02.0, Section 14.3.4. Please revise detail Z, Sheet 3 accordingly
4. Depict a minimum 42" security barrier where slopes are greater than 4:1 and water depths exceed 2', per Section 3.6.2, DS 10-01.0.
5. Please address geotechnical report recommendations for slope treatments in the typical drainage swale and lot slope sections E, F and G on Sheet 3 (ref. pg. 9 - geotechnical report).
6. The flow arrow depicted on the north side of lots 4 and 5 indicates flow exiting the site at this location. Please clarify how this will occur with a detail and/or notes, and address lot-to-lot flow conveyance for the north tier lots (1-9) within the drainage easement, by providing wall opening details - fully labeled and dimensioned - or appropriate notes specifying all dimensioning.
7. Indicate whether all drainage from lots 5-9 will exit at the location discussed above (or a portion thereof), and address/depict erosion protection at this location and at the basin inlet, at the northwest corner of lot 1.

As noted previously, a Private Improvement Agreement (PIA) may be, and separate right of way permits will be required for all excavation, improvements or construction activity in the right of way, including installation of the stabilized construction entrance. Permits may be obtained from Permits and Codes Section, Tucson Department of Transportation (TDOT) on the 4th floor of the Pima County/City of Tucson Public Works building, 201 North Stone Ave. For questions/inquiries call 791-5100.

Comments

1. The grading plan has been reviewed by Zoning Review Section but cannot approve the plan until it has been approved by the Engineering Review Section.

2. Zoning will re-review the grading plan for compliance on the next submittal.

3. Zoning will review the grading plan over the counter once the Engineering Section has approved and stamped the plan. I the applicant wishes to walk the grading plan through zoning upon approval and stamps by engineering please call me and let me know to set up a day and time.
