10/26/2004 | Doug Williams | ENGINEERING | REVIEW | Denied | SUBJECT: Copper Vista Grading Plan review REVIEWER: Doug Williams DATE: 27 October 2004 ACTIVITY NUMBER: T04BU01737 T15S, R14E, Section 7 SUMMARY: Engineering Division has reviewed the Grading and Stormwater Pollution Prevention Plans (SWPPP's) received on 11 October 2004. Approvals are not recommended at this time. Please address the following: Grading Plan: 1. Provide a bound copy of a complete soils report addressing all items discussed in the section referenced below (Standards Manual for Drainage Design and Floodplain Management, Section 14.2.6 - Development Standard 10-02.0). 2. Previous comment # 2, regarding post-construction basin infiltration erroneously requested that language be inserted (Private Grading Note 13) stating that the "Certificate of Occupancy for commercial sites..." will be held until functions of basins are determined to meet design requirements. Please revise this note to reflect residential development requirements by replacing the language in quotations above with the words "subdivision assurances". 3. Recent changes in grading standards (effective 7 September 2004) should be reflected on the plan. Revise Private Grading note # 2 to specify conformance to City of Tucson Development Standard (COT DS) 11-01.0 for all grading. Stormwater Pollution Prevention Plan/Text: 1. Revise sheet 1 to depict stormwater controls along the west and north property lines, to ensure consistency with sheet 2 (silt fencing). 2. Show how drainage will enter the detention (temporary sediment) basin, to demonstrate and assure site runoff will not be directed away from, or around the basin. 3. Please specify the operator(s) in control of plans and specifications, and the operator(s) in control of day-to-day operations (Section A). 4. As noted previously, the SWPPP may be approved as meeting the minimum requirements, upon provision of the following: a) Completion of and signing/certification of the Project Manager's and Contractor's Certifications. Copies shall be kept onsite; b) All records, as noted in Section E - page 9 of 12. These records are to be kept current and onsite; c) A completed notice is to be posted at a visible location at the site entrance until completion of construction (see "posting" section in text). If you have any questions, I can be reached at 791-5550, extension 1189 or Dwillia1@ci.tucson.az.us. Douglas Williams Sr. Engineering Associate Engineering Division Development Services Department |
