SUMMARY: Engineering Division has reviewed the Grading and Stormwater Pollution Prevention Plans (SWPPPS) received 21 July 2004. Approvals are not recommended at this time. Please address the following comments on the grading and SWPP plans:

Grading Plan:
1. Provide a bound copy of a complete soils report addressing all items discussed in the section referenced below (Standards Manual for Drainage Design and Floodplain Management, Section 14.2.6 - Development Standard 10-02.0).
2. Due to concerns regarding post-construction basin infiltration, please add the following general grading note: "Infiltration test results shall be submitted upon basin completion, after 90% grading construction is completed. The Certificate(s) of Occupancy for commercial sites shall be held until functions of basins are determined to meet design requirements as specified per the approved drainage and geotechnical reports".
3. Clearly depict and label grading limits.
4. Provide an administrative/project address on the plan (5864 S. Steward Bl.).
5. Recommend provision of a note for calling "Bluestake" prior to grading/excavation.
6. Provide a north-south cross section - fully dimensioned and labeled, with pertinent elevations provided for the retention/detention basin outlet weir.
7. Correct the scale indicated for Detail Z, Sheet 3 to 1"= 10'.
8. Provide all sewer manhole locations with rim elevations.
9. Depict and label all lot property pins to be set, and provide an appropriate symbol in the legend.
10. Provide all curb return radii for on- and offsite curbing.
Stormwater Pollution Prevention Plan (SWPPP) and text:
1. Provide a detail for the stabilized entrance on the SWPPP exhibit(s).
2. Provide a symbol or callout note for the silt fencing to be installed.
3. Provide details - fully labeled and dimensioned - for the temporary drainage basin and the outlet channel. Assure all recommended sediment controls are included in the detail(s).
4. Provide/include a copy of the Landscape plan, as indicated in Section B 5 (Stabilization).
5. The SWPPP may be approved as meeting the minimum requirements, upon provision of the following:
a) Completion of and signing/certification of the Project Manager's and Contractor's Certifications. Copies shall be kept onsite;
b) All records, as noted in Section E - page 9 of 12, are to be kept current and onsite;
c) A completed notice is to be posted at a visible location at the site entrance until completion of construction (see "posting" section in text).
**** PLEASE NOTE****
A Private Improvement Agreement (PIA) may be, and separate right of way permits will be required for all excavation, improvements or construction activity in the right of way, including installation of the stabilized construction entrance. Permits may be obtained from Permits and Codes Section, Tucson Department of Transportation (TDOT) on the 4th floor of the Pima County/City of Tucson Public Works building, 201 North Stone Ave. For questions/inquiries call 791-5100.
