Grading Plan

1. A copy of the stamped approved Development Plan must be included with the Grading Plan submittal.

2. General Note 23 is incorrect. Grading must conform to IBC Chapter 36.

3. Place a note on the plan that all roof downspouts will be routed under any adjacent sidewalk. Sidewalks must be flood free for up to the ten year event.

4. Include the Summary of Inlet Design from Sheet C1.0 of the Development Plan on the Grading Plan.

5. On Sheet 2 at CP2 label "2' DEP CURB".

6. Include several length and width dimensions for the water harvesting areas. This will facilitate grading inspections.

7. The Drainage Report shows a section for the CP3 channel. Include on the Grading Plan.

The following items must be revised or added to the Storm Water Pollution Prevention Plan (SWPPP). Please include a response letter with the next submittal that states how all comments have been addressed.

RESUBMITTAL REQUIRED: STORM WATER POLLUTION PREVENTION PLAN.

1. The Federal guidelines/regulation expired in 2003. Remove the pages of the old regulations from the narrative. Update to current regulations. In the narrative include a copy of the AzPDES permit provided by ADEQ. (Part IV.F)

2. Provide identification of all operators and the areas over which each has control. Where an operator is unknown (such as a yet to be determined general contractor) leave space for the identity to be supplied later. --------------(Part IV.C.1)

3. The current project description appears to be for another site/project (i.e. roadways and drainage structures associated with a residential project). This is a commercial development (restaurant) which is part of a larger commercial development. Provide an accurate description of the project and its intended use. (Part IV.C.2.a)

4. Is the area to be graded 7.9 acres? The area in question appears to be smaller in size. Provide the total area of site, and an estimate of the total area to be disturbed (include any off-site borrow and/or fill areas). (Part IV.C.2.c)

5. Provide existing data on soils and quality of site discharges. (Part IV.C.2.d)

6. The schedule of Major Activities does not include grading within the project. The schedule mentions grading the ROW, however does not include grading for the actual site. In addition grading for the ROW is permitted through the Department of Transportation. Please contact the department of Transportation for any necessary permits for ROW work. Remove the verbiage regarding the ROW in the schedule. Revise the schedule of major activities accordingly. Please also refer to redlines. (Part IV.C.2.b)

7. The general location map is required to show and identify receiving waters within 1 mile of the subject site. Please include the receiving waters within 1 mile of the subject site. (Part IV.C.2.e)

8. In the SWPPP narrative identify the nearest receiving waters and the a real extent and description of any wetlands that will be disturbed or receive discharges from disturbed areas of the project. If there is not a wetland or riparian area that is affected by the subject site please state so. Revise as necessary. (Part IV.C.4)

9. Describe construction and waste materials expected to be stored on-site with updates as appropriate. Include descriptions of controls to reduce pollutants from these materials. The SWPPP lists construction and waste materials that will be stored on site to be "checked off" the SWPPP. Remove the "checked off" and simply list the materials to be stored on site and the best management practices (BMPs/stormwater controls) to reduce pollutants from these materials. Please also refer to redlines. (Part IV.D.8.c)

10. Identify off-site material storage areas used solely by the project. If there is not an off-site material storage area please state so in the narrative and on the SWPPP site map. (Part IV.C.6)

11. The NOI states there is not a source of nonstormwater discharge. However the SWPPP site map lists nonstormwater discharge. Nonstormwater discharge includes vehicle washing, and concrete washout. Is the construction site going to generate these non stormwater discharges? If the construction site is anticipated to generate these nonstormrwater discharges, list on the site map and revise the NOI accordingly. (Part IV.D.7)

12. Describe a spill prevention and control plan. The spill prevention and response section is inadequate. How will the chemicals be stored? In an event of a chemical spill how will the operator of the construction site clean up the spill? (Part IV.D.8.c)

13. Describe Best Management Practices (BMPs) for nonstormwater discharges. (Part IV.D.7)

14. Describe vehicle and equipment maintenance controls. (Part IV.c.5)

15. Describe good housekeeping practices to prevent litter, construction debris, and construction chemicals from leaving the site (Part IV.D.3)

16. Document areas where existing vegetation will be preserved. If there are none, please state so in the narrative. (Part IV.D.4.a)

17. In areas where construction has temporarily or permanently ceased, stabilization measures must be implemented within 14 days. If construction will resume within 14 days, then no stabilization measures are needed. Explain how the site will address stabilization if construction temporary or permanently ceased. (Part IV.D.4.b.)

18. If sediment does leave the site, off-site accumulation of sediment must be routinely removed to ensure no adverse effects on water quality. Explain how the operator of the construction site will do this. (Part IV.D.2.c)

19. On the SWPPP site map include locations of on-site material, waste, borrow areas, concrete wash out and equipment storage areas. (Part IV.C.3.e)

20. The following records of stabilization must be maintained:

Dates when major grading activities occur.
Dates when construction temporarily or permanently ceases on a portion of the site.
Dates when stabilization measures are initiated and completed.

Include this in the inspection form section of the narrative on a separate inspection form. (Part IV.D.4.c.)

21. The SWPPP site map states that a stabilized construction entrance will be used on the site and makes reference to a detail SP-2. However the detail is not listed. Please list the detail on the site map.

22. Additional comments may be forth coming due to the extent of the comments and the lack of information on the SWPPP.
