04/22/2003 DOUG WILLIAMS ENGINEERING REVIEW Denied SUBJECT: Santa Rita Bottling
REVIEWER: Doug Williams
DATE: 24 April 2003
ACTIVITY NUMBER: T03OT00511

SUMMARY: Engineering Division has reviewed the Drainage Report and Site plan received on 15 April 2003. Approvals are not recommended at this time. The following comments are offered:

DRAINAGE REPORT:
1. Provide basin details, elevations and dimensions, fully labeled. Include maximum water surface elevations, and limits of 100-year ponding, at a minimum, in accordance with the City of Tucson Standards Manual for Drainage Design and Floodplain Management (SMDDFM), sec. 2.3.1.6 A (Development Standard - DS - 10-02.0) ;
2. Specify the name, address, and telephone number of the person(s), firm(s), agency or agencies responsible for the ownership, operation, scheduled and unscheduled maintenance, and liability of the drainage improvements proposed within this development (SMDDFM), section 2.3.1.2 E (DS 10-02.0);
3. Provide a detailed Detention/Retention basin maintenance checklist and schedule, and basin performance criteria for annual and as-needed inspections of the basins and drainageways, addressing the items specified in the SMDDFM (sections 2.3.1.6 C 1& 2 and 14.3);
4. Include certification that the proposed drainage plan, once properly constructed, will adhere to applicable Local, State, and Federal Floodplain Regulations (SMDDFM, sec. 2.3.1.7 B);
5. Use of a contributing area factor other than 1 requires sufficient supporting data (e.g., aerial-photographic analysis and field verification), to justify its use. Please discuss the use of a factor of .95 on the hydrologic calculations for offsite watershed 5, or revise accordingly (See note under Table 4.4, SMDDFM);
6. It appears that a detention waiver may be applicable to this project, as discussed in the report. The consultant should refer to section 2.3, equation 2.1, in the Pima County/City of Tucson Stormwater Detention/Retention Manual for criteria calculation requirements (DS 10-01.0);
7. The required 5-year threshold retention calculations do not appear to incorporate all of the proposed impervious cover - please show calculations for volume determinations in appendix B, in accordance with section 3.2 of the Detention/Retention Manual (DS 10-01.0);
8. Provide retention basin percolation test results. Test procedures shall be performed in accordance with the recommended procedure of the Pima County Department of Transportation - Flood Control District. At the time of building permit submittal, a soils report addressing the items listed in section 14.2.6 (SMDDFM) will be required to be submitted;

SITE AND GRADING PLAN COMMENTS:

1. Depict and label existing and future site visibility triangles (DS 2-02.2.1.10 & 3-01.5.0);
2. Depict fully dimensioned loading spaces and maneuvering areas (DS2-02.2.1.14);
3. Dimension and label from street monument lines to existing and future (Major Streets and Routes - MS&R) curbs, sidewalks, driveways, property line, and utility lines (DS 2-02.2.1.19 & 21);
4. Depict any proposed refuse container size, location and access thereto, fully labeled and dimensioned (DS 2-02.2.1.32 and 6-01.0);
5. Demonstrate water harvesting to the maximum extent reasonably possible, in accordance with the City of Tucson Land Use Code, section 3.7.4.3 B;
6. Provide a note on the plan stating (a) that the owner or owners shall be solely responsible for the operation, maintenance, and liability for drainage structures and detention basins; (b) that the owner or owners shall have an Arizona registered Professional Civil Engineer prepare a certified inspection report for the drainage and retention/detention facilities at least once a year, and that these report will be on file with the owner for review by City staff, upon written request; (c) that City staff may periodically inspect the drainage and retention/detention facilities to verify that maintenance activities are being performed adequately; and (d) that the owner(s) agree to reimburse the City for any and all costs associated with maintaining said facilities, should the City find the owner(s) deficient in their obligation to adequately operate and maintain their facilities (SMDDFM, sec. 14.3.3);

GENERAL COMMENTS:

1. Arizona Pollutant Discharge Elimination System (AZPDES) requirements must be met for this site development, including but not limited to Stormwater Pollution Prevention Plans (SWPPP) addressing the minimum required controls, copy of signed notice(s) of intent sent to Arizona Department of Environmental Quality (ADEQ), et. al. (see enclosure);
2. A grading permit will be required for this development. Grading permit submittal will need a completed grading permit application with three sets of Grading and SWPPP plans, with a soils report.

Please address all of the above comments. Resubmittal shall include a revised site and grading/paving plan and drainage report, and should also include a completed grading permit application, SWPPP's and required accompanying documents.

COMMENTS: Please attach a response letter with the next submittal, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. This project is a greater than 25% expansion of building area and lot area and is being reviewed for full code compliance.
DS 2-02
2. Provide the adjacent zoning to the northeast of the site (Rodeo Wash), which is I-1.
DS 2-02.2.1.A.28
3. Dimension from street monument lines the distance to existing and future curbs. Required MS&R bldg setback is the greater of 21 feet or the height of structure. Please revise. Also, revise future right-of way for Country Club Road to read 120 feet.
DS 2-02.2.1.A.19 and .21
LUC 3.2.6.5

4. General note 3 indicates a total floor area of 174,596 but the square footages in the parking calcs (note 7) add up to 176,616. Please revise one or the other for consistency and provide a calculation of floor area ratio (FAR) to clarify.
DS 2-02.2.2.A.2
5. The perishable goods manufacturing use in the I-1 zone requires approval through a special exception (Type V administrative procedure). Please add the special exception case number, date of approval, and conditions of approval This use is also subject to LUC 3.5.5.1. Please add a note detailing this restriction.
LUC 2.7.2.3.E.1

6. The existing/proposed use is not clear on the site plan. General note 1 reads "distribution and storage of pepsi-cola products", but general note 7 indicates perishable goods manufacturing. Please clarify the use, and revise all calculations if necessary (loading zone calcs appear to be based on a storage or wholesaling use, not a perishable goods manufacturing use--please clarify). Further comments may be forthcoming once the use is clarified.
DS 2-02.2.1.A.31
7. Dimension widths of PAALs and entrance drives on the drawing.
DS 2-02.2.1.A.11
8. Revise street building setbacks to indicate that the required street perimeter yard building setback is the greater of 21 feet or the height of proposed exterior building wall measured from the back of existing curb location.
LUC 3.2.6.5

9. Dimension the depth of backup spurs located to the east and west of the office building. DS 3-05.2.2.D

10. If any easements exist or are proposed show their location on the site plan along with their dimensioned width, their purpose and the recordation information (docket and page). DS 2-02.2.1.A.20

11. In the parking typical drawing, dimension the handicapped parking access aisle and van accessible space separately. The access aisle must be 8 feet in width, and does not appear to meet this requirement. Also, dimension the handicapped access ramp adjacent to the van accessible aisle and indicate the maximum slope of the ramp on the parking typical. ANS/ IBC

12. Dimension all loading zones on the drawing. Loading zones must be 12' × 55'. DS 2-01.2.1.A.14

13. Wheelstop curbs must be located at 2 ½ feet from front of parking spaces. Please revise wheelstop dimension in parking detail. DS 3-05.2.3.C.2

14. Revise the circled parking count number in the spaces to the east of the existing office to read "9" instead of 5, to include the 4 handicapped spaces. DS 2-02.2.1.A.3

15. Dimension widths of pedestrian circulation system. Also, continuous pedestrian circulation must provide connections between the buildings and the public right of way along each street which the property fronts (except those with no access because of barriers). Please revise to show continuous pedestrian sidewalks connecting to Country Club Road and Transcon Way. DS 2-08.4.1.A

16. This site is made up of seven lots. Lot lines may not run through buildings. The lots must be combined prior to site plan approval. Please provide documentation of lot combination including assessor's tax combo forms and notarized and recorded covenant.

17. Add existing/ future sight visibility triangles at all entrance drives and at the intersection of Country Club Road and Transcon Way. DS 2-02.2.1.A.10

18. To demonstrate compliance with the Airport Hazard District, add to general note 9 the elevation above mean sea level of the end of the northeast end of Tucon Internation Airports runway 21, which is 2,567 feet. Also, in addition to the proposed building height, add the elevation above mean sea level of the building site to general note 9. LUC 2.8.5.7

19. Please indicate the location of any proposed free-standing outdoor lighting or signage (including billboards).
DS 2-02.2.1.A.13 & 25
