SUMMARY: Engineering Section has reviewed the Drainage Report re-submittal with the Subject Floodplain Use Permit application, received on June 12, 2003. The revisions proposed in response to the previous (28 April) comments may not be approved as submitted and approval is not recommended at this time. The following comments are offered:

1. The drainage report may not be approved with a recommendation that the detention facility not be constructed. Balanced basin development requirements must be met for this site, in accordance with Development Standards 10-01.0 and 10-02.0 - please revise as necessary;

2. Existing photo-topographic information indicates current site discharge to be occurring along the majority of the north property line in sheet flow fashion, whereas proposed developed conditions discharge appears to be concentrating flow across an area of approximately 25', immediately adjacent to an existing structure at the north property line. Existing drainage patterns should be replicated under developed conditions, with consideration for existing adjacent properties and structures;

3. Provide dimensions for the proposed riprap apron and extend the width of the apron beyond the outlet width to ensure basin discharge does not skirt the erosion protection;

4. Please expand on the intent of the proposed 4" orificed pipe where there is an adjacent outlet weir proposed at virtually the same elevation. This pipe also appears to be buried below the basin bottom elevation and concentrating flow;

5. Provide recording information for the detention basin easement in the report and on the site plan. The floodplain use permit may not be issued until the recording information is provided. The lot split exception may not be granted prior to floodplain use permit issuance.
