REVIEWER: Doug Williams DATE: 28 April 2003 ACTIVITY NUMBERS: T03OT00207 SUMMARY: Engineering Section has reviewed the Hydrology Report re-submittal with the Subject Floodplain Use Permit application, received on April 7, 2003. Floodplain permit approval is not recommended at this time. The following comments are offered: 1) The revised basin location does not meet minimum grading setback requirements for cut slopes, as described in the 2000 International Building Code - local amendment (excavation and grading). Developed conditions discharges should replicate existing conditions as closely as possible. The developed discharge proposed appears to be concentrating flows at the north property line, adjacent to an existing nearby structure, without replicating existing patterns. This design may present adverse effects to the adjacent (north) parcel, and may not be approved as such - revise the report and site plan as appropriate; 2) Revise the Site Plan to reflect the 100-year water surface elevation determined in the report. 3) Revise the Site Plan to ensure that proposed finished floor elevations are a minimum of 1 foot above the detention basin100-year water surface elevation; 4) A minimum 42" security barrier is required on all basins where slopes are steeper than 4:1 and water depths exceed 2',in accordance with section 3.6.2 of the Pima County/City of Tucson (PC/COT) Stormwater Detention/Retention Manual (Development Standard 10-01.0); · Threshold retention is not required for this site (residential developments with densities less than three units per acre), per the PC/COT Detention/Retention Manual; · A grading permit may be required for this project - please provide estimated cut/fill quantities and proposed limits of grading for the retention/detention basin and associated grading for conveyance of flows to the basin. The applicant should complete a grading permit application and submit with two sets of grading plans. NOTE: Grading of any site equal to, or greater than one acre must meet Arizona Pollutant Discharge Elimination System (AZPDES) standards, including at a minimum, three copies each of the following: Copies of Notices of Intent (NOI's) sent to Arizona Department of Environmental Quality (ADEQ); stormwater pollution prevention plans; and accompanying text/summary discussing the project site.
