Approval of the Site Plan may not occur prior to drainage report approval, and is not recommended at this time. The following comments are offered: SITE and GRADING PLAN: 1. Depict and label future site visibility triangles in accordance with the City of Tucson's Development Standards - DS 2-02.2.1.10; 2. Depict the limits of the 100-year floodplain and water surface elevation on the plan (DS 2-02.2.1.15); 3. Provide estimated cut and fill quantities (DS 2-02.2.1.17); 4. Clearly depict the existing right of way for Ganley and Bilby Roads. The Major Streets and Routes (MS&R) right of way depicted for Tucson Boulevard and Bilby Road do not correspond with widths provided on the MS&R plan. Please revise accordingly and ensure intersection widening is depicted clearly on the plan (DS2-02.2.1.19); 5. Identify and label the drainage channel and structure(s) located on the northwest corner of the site. Identify whether this area is dedicated as a drainage easement, public or private. An easement may (DS 2-02.2.1.20) 6. The proposed dumpster locations do not appear to be accessible as depicted. Demonstrate the proposed containers are accessible, with maneuverability fully labeled and dimensioned. A clear approach of 14' by 40' must be demonstrated, in addition to the other access requirements outlined in section 6-01.0 (DS 2-02.2.1.32 and 6-01.0); 7. Provide a note stating (a) that the owner or owners shall be solely responsible for the operation, maintenance, and liability for drainage structures and detention basins; (b) that the owner or owners shall have an Arizona registered Professional Civil Engineer prepare a certified inspection report for the drainage and retention/detention facilities at least once a year, and that these report will be on file with the owner for review by City staff, upon written request; (c) that City staff may periodically inspect the drainage and retention/detention facilities to verify that maintenance activities are being performed adequately; and (d) that the owner(s) agree to reimburse the City for any and all costs associated with maintaining said facilities, should the City find the owner(s) deficient in their obligation to adequately operate and maintain their facilities (SMDDFM, sec. 14.3.3); 8. Call out concrete headers at the driveway returns on Ganley Road, per Pima County/City of Tucson (PC/COT) Standard Detail 213; 9. Provide General Grading Notes and clearly identify the limits of grading on sheet C2; 10. Please note that additional site and grading comments may be necessary upon resubmittal, should necessary changes warrant such. DRAINAGE REPORT 1. Please see Site Plan comment #4 regarding the City's MS&R plan intersection widening requirements. No structures may be constructed within the MS&R (future) right of way, as proposed with this submittal; 2. The report must address the Tucson Department of Transportation (TDOT) mapped watercourse, which appears to convey regulatory flow on Bilby Road; 3. The proposed bleed-off of the required threshold retention volume may not be approved as proposed. Direct discharge to a public right of way may not be permitted. Please provide percolation test results with the resubmittal. Testing shall be performed in accordance with the recommended procedure of the Pima County Department of Transportation - Flood Control District; 4. Specify the name, address and telephone number of the person(s), firms(s), agency or agencies responsible for the ownership, operation, scheduled and unscheduled maintenance and liability of the drainage improvements, drainageways, detention basins, etc., described in the report, in accordance with the City of Tucson's Standards Manual for Drainage Design and Floodplain Management (SMDDFM, Section 2.3.1.2 E); 5. Provide a detailed Detention/Retention basin maintenance checklist and schedule, and basin performance criteria for annual and as-needed inspections of the basins and drainageways, addressing the items specified in the SMDDFM (sections 2.3.1.6 C 1& 2 and 14.3); 6. Discuss and provide maintenance access ramps, in accordance with section 14.3.4 (SMDDFM, Section 14.3); 7. Please add a note to section A-A, Figure 4 (Onsite Drainage Plan), or provide an additional detail to clarify whether 1 or 2 RCP's will be used along the western perimeter drainage structures (see the 12' and 8.5' inlet weir callout notes to section AA); 8. Please utilize an appropriate runoff coefficient for existing conditions retention volume calculations. Values must be utilized from table 3.4 of the Pima County/City of Tucson's Stormwater Retention/Detention Manual (100 % pervious cover - existing) 9. The encroachment analysis does not appear to extend far enough onto the subject property to accurately determine the limits of flooding. Please extend the section further north to determine such; 10. Provide retention/detention basin details with elevations and dimensions fully labeled, in the report (SMDDFM, sec. 2.3.1.6 A 4 a, d & e); 11. Revise watershed area A (CP1) existing conditions weighted runoff coefficient and basin factor to reflect the values provide in tables 4.2 and 4.3 of the SMDDFM (DS 10-02.0); 12. Please discuss proposed finish floor elevations significantly lower than adjacent water surface elevations in Ganley and Bilby Roads (see comment 6, above); 13. Provide retention basin percolation test results. Test procedures shall be performed in accordance with the recommended procedure of the Pima County Department of Transportation - Flood Control District. At the time of building permit submittal, a soils report addressing the items listed in section 14.2.6 (SMDDFM) will be required to be submitted; 14. Please correct the word "post-developed " to read "pre-developed" in the last sentence on page 9; 15. Demonstrate water harvesting to the maximum extent reasonably possible, in accordance with the City of Tucson Land Use Code, section 3.7.4.3 B; 16. Figure 4 appears to depict retention in the parking lot. Please revise as necessary in order to provide the minimum required volumes for this site; 17. Clarify the Q100's and corresponding drainage areas on Figures 3 and 4 to clearly identify individual flow and drainage areas affecting the site (split flow from Ganley Road, and CP 1A); Stormwater Pollution Prevention Plan: The Stormwater Pollution Prevention Plan (SWPPP) does not appear to meet the minimum requirements of the construction general permit (CGP). Please address the following comments. 1. Revise the location map to clearly show the receiving waters within one mile of the site. (CGP Part IV.C.2.e) 2. Revise the site map to clearly show the directions of stormwater flow. (CGP Part IV.C.3.a) 3. Revise the site map to clearly show locations where stormwater discharges to a surface water (including ephemeral waters or dry washes) and to MS4s. If the "outlet control structure" is the location of the discharge, label it clearly. Provide detail as indicated. (CGP Part IV.C.3.g) 4. Clearly delineate the extent of the silt fence by use of a distinctive symbol. (CGP Part IV.C.3) 5. Specify that when sediment escapes the construction site, offsite accumulations of sediment must be routinely removed and at a frequency sufficient to ensure no adverse effects on water quality. (Part IV.D.2.a) (Part IV.D.2.c) 6. The operator must maintain the following records as part of the SWPPP. Provide pages to record the required information. (Part IV.D.4.c) a. Dates when major grading activities occur. (Part IV.D.4.c.i) b. Dates when construction activities temporarily or permanently cease on a portion of the site. (Part IV.D.4.c.ii) 7. Provide example forms for Compliance Evaluation Reports (Inspection Reports). At a minimum the forms must include: a. The inspection date. (Part IV.H.5.a) b. Name(s) and title(s) and qualifications of person(s) making the inspection. Qualifications must either be on/attached to the report or alternatively, if the SWPPP documents the qualifications of the inspectors by name, that portion of the SWPPP may be referenced. (Part IV.H.5.b) c. Weather information for the period since the last inspection (or since commencement of construction activity if the first inspection), including best estimate of the beginning of each storm event, duration of each event, time elapsed since last storm event, and approximate amount of rainfall for each event (in inches). (Part IV.H.5.c) d. Location(s) of discharges of sediment or other pollutants from the site. (Part IV.H.5.d) e. Location(s) and identification of BMPs that need to be maintained; failed to operate as designed or prove inadequate. (Part IV.H.5.e) f. Location(s) where additional BMPs that do not exist at the time of inspection are needed. ((Part IV.H.5.f) g. Corrective actions required, including any changes to SWPPP necessary and implementation dates. (Part IV.H.5.g) h. Identification of all sources of non-storm water and the associated pollution prevention control measures. (Part IV.H.5.h) i. Identification of material storage areas and, evidence of or potential for, pollutant discharge from such areas. (Part IV.H.5.i) j. Compliance certification statement. (Part IV.H.6) k. Signature line with certification statement. (Part IV.H.6) 8. Add a note stating that the operator shall report to ADEQ any noncompliance (including spills) which may endanger human health or the environment. Revise the plans to incorporate variations to add visual interest. Also revise the basins to include smooth curves for transitions from slopes to level ground at the top and bottom of basins. 2) Ensure that the type and location of plantings proposed for retention basins complies with LUC 3.7.4.3.A which states "Plants located in the bottom one-third (1/3) of the detention/retention basin must be adaptable to periods of submersion." Revise the plans as necessary. 3) Per DS 10-01.4.3.1(p.77), "slope grading should achieve a balance between engineering functions, multi-use factors, and visual attractiveness.
