| 06/27/2003 | LINDA BUCZYNSKI | ELECTRICAL-COMMERCIAL | REVIEW | Denied | Sheet E1 1. Show available fault current and calculations, as appropriate at various levels of the system. Response: Sheet E1 has been modified to show available fault current at various levels of the system. The calculations were based upon a "worse case" value of 32,600 amps received from the utility. The fault calculation for HP-1 uses a "c" value of 10638. "c" value for 500 kcmil Conduit 12 is 22185. This calculation also does not take into account the fact that there are two parallel sets of conductors in this conduit run. I calculate aproximately 18, 579AFC at this bus. Recalculate, and demonstrate that high and low voltage panels, and all RTUs are within their ratings. The AFC @ ATS, appears to be much higher than indicated. I did not see how there could be a 80' distance of conductor between the MDS and ATS since they are both to be installed so close together in a room about 8' X 19'. Recalculate, and demonstrate that both high and low voltage panels are within their ratings. Furthermore, the fault calculations do not show the AFC for all pertinent parts of the system. Complete this process, similar to that shown in the review comments to Project T03CM00662. 2. Specify whether conductors in parallel on Feeder Schedule are in conduit which is paralleled as well, for example, that for (2) sets of conductors there are (2) conduits as well. If not, some feeders may have to be evaluated for conduit fill and temperature derate. Response: Drawing has been modified to include note stating that for every set of conductors there is an equal number of conduit. This is still not quite clear. Please change the wording in Revision A037523 "For all paralled sets, provide equal sets of conductors as circuits." to "For all parallel circuits, provide equal number of circuits." 3. Provide ground fault protection per NEC 230-95. Note exception #2, which exempts fire pumps. Response: Drawing has been modified to show ground fault protection. Note (added 6/11/03) NEC 230-95 requires ground fault protection for each service disconnect rated 1000 amperes or more. We designed this project using the "six disconnect rule" and do not have a service disconnect rated at 1000 amperes or more. We modified the drawing in our resubmittal to show a 1600 ampere main switch with ground fault protection however, upon review I don't believe it is required by code. If you agree (Linda Buczynski) I will remove the main switch and ground fault protection in a revision to the project. Agreed. Looking forward to your revision. 4. Because a second service is being dedicated to the Fire Pump, it is necessary to provide proper labeling per NEC 230-2 (e). Response: Drawing has been changed to include note stating "Provide proper identification at fire pump, see section 16195 of specifications". Section 16195 of the specifications does not instruct the contractor to install a permanent plaque or directory at each service location denoting all other service locations.NEC 230-2 (e) does so, and this needs to be explicit, preferably on the plans, or at least in the specifications. 5. Clarify how and where the grounding electrode system is to be established for the service dedicated to the Fire Pump. It does not appear that the #8 GND should be in the conduit (second feed). Response: Drawing has been modified to show grounding in separate feed. On this Sheet the "GND" was removed from one but not both designations for the Service entrance Conductor for the Fire Pump. Regarding the grounding electrode system, it has not been established for the service dedicated for the Fire Pump. 6. New comment with this submittal, but it does not appear that there is means to bypass the Transfer Equipment feeding the Emergency Panel per NEC 700-6. This applies to the other two Target locations as well. Sheet E2 1. Provide calculations for Interior Lighting Power per the IECC. Response: Calculations attached. Calculations were not found in the specifications, on the plans, or attached to the Response Letter. Please fax to my attention at (520) 879-8010. 2. Provide catalogue for Fixture G2 and all other outdoor fixtures. Note that any light source over 50 watts shall be fully shielded, per the Lighting Ordinance. Response: Exterior wall pack fixtures have been changed to fixture type "G4" which is a fully shielded wall mounted down light. Fixture cut sheet attached. Unable to find such fixture cut sheet in the documents. Please fax to (520) 791-8010. Sheet E9 1. Please relocate the disconnect for the Compactor, such that it is "in sight of" this equipment. Response: Disconnect has been relocated. It still appears that the disconnect for the Compactor is behind the door swing from that piece of equipment. Perhaps I misunderstand. According to the Keynote and annotation, the Compactor is outside of Room 130. Perhaps the driven machinery is right by the J-box for the Controller. If the equipment is outside, and the disconnect is capable of being locked in the open position, the installation would be in compliance with NEC 430-102 (b), Ex. Sheet E9A 1. Per NEC 695-12 (d), all energized fire pump equipment shall be located at least 12" AFF. Please cover this requirement in a note or detail or include in Specifications 15301 2.1 Skid General Construction. Response: Requirement included in Specification 15303 2.1. No such dimensions are in 15303 2.1. 2. Per NEC 695-12 (e), fire pump controllers shall be located/protected so that they will not be damaged by water escaping form the pumps/connections. Please cover this requirement in a note or detail or include in Specifications 15301 2.1 Skid General Construction. Response: Requirement included in Specification 15301 2.1. Need to discuss. 3. Specifications 15301, Skid-Mounted Fire Pump, 1.4 References, C, annotate that National Electrical Code is NFPA 70. Response: Requirement included in Specification 15301. Not done. 4. Specifications 15303, Skid-Mounted Fire Pump, 2.5 Fire Pump and Accessories, C, Main Fire Pump Controller, 4 (b), finish the unfinished sentence, starting with, "The circuit breaker shall be capable of being…" Response: Sentence finished and included in Specification 15301. Not done. 5. Specifications 15301, Skid-Mounted Fire Pump, 2.5 Fire Pump and Accessories, C, Main Fire Pump Controller, 4 (c), finish the unfinished sentence, starting with "The circuit breaker trip curve adjustment shall be factory set,…." Response: Sentence finished and included in Specification 15301. Not done. 6. Specifications 15301, Skid-Mounted Fire Pump, 2.5 Fire Pump and Accessories, C, Main Fire Pump Controller, Paragraph (c), circuit breaker shall be sized per NEC 695-4 (b) (1). The OC device shall be selected or set to carry indefinitely the locked rotor current of the fire pump motor. It appears that this is the intent of the following paragraph (d) but the wording is somewhat unclear. Please clarify. There may be some misunderstanding of intent due to the unfinished sentences noted in Comments #6 & #7 above. We may need to discuss. Response: Requirement included in Specification 15301. Not Satisfied. Sheet E10, E10A 1. Provide load calculations for panels. Response: Drawing has been modified to show load calculations for panels. It appears that Phases B and C on LP-8 are overloaded. Suggest upgrading panel size. |
