Please include a response letter with the next submittal that states how all comments have been addressed. RESUBMITTAL REQUIRED: GRADING PLAN 1. A copy of the stamped approved Site Plan must be included with the Grading Plan submittal. 2. The Site Plan is approved. Any changes made to the Grading Plan must be reflected on the Site Plan. The Site Plan and Grading Plan must match. If changes to the Grading Plan require the Site Plan to be revised a re-stamp will be required. 3. Keynote number 27 refers to a type 1 scupper, Standard Detail number 205. This is incorrect, a type 1 scupper is Standard Detail number 204. Revise keynote number 27 to read, "Type 1 sidewalk scupper per PC/COT STD. DTL. # 204." 4. There is a discrepancy between two keynote numbers; number 25 and 27. Keynote number 27 is being called out where an 8 cell, 16' sidewalk scupper is proposed. Is keynote 25 supposed to be called out in this area? Or keynote 27? Is the scupper a small one cell scupper? Or an eight cell scupper? The drainage report addendum calls out an 8 cell, 16' sidewalk scupper in this area. Revise the discrepancy between the keynotes. 5. The finish floor elevation (FFE) of a structure must be one foot above the 100-yr peak water surface elevation (WSE) of any adjacent basin. The FFE of the structure adjacent to the southwest basin is called out at + or - 39.5'. The WSE of the southwest basin is 38.49'. There is a difference of 1.01' between the FFE and the WSE; which is just meeting the requirement. What is the exact amount of the "+ or -" ? For example if the + or - is -0.1 that will not meet the minimum requirement. Revise the plan and take out the + or - or give the exact amount of the + or -. 6. The above comment is similar to this comment. The middle basin has an elevation of 39.22'. The adjacent existing structure is + or - 40.5'. This is not acceptable. The finish floor elevation (FFE) of a structure must be one foot above the 100-yr peak water surface elevation (WSE) of any adjacent basin. Finish floor elevations needs to be specific. Give a specific + or - amount or remove the + or - from the finish floor elevation. 7. At the time of building-permit submittal, the Development Services Department will require a soils report for all developments with on-site detention basins. Relative to the design of detention basins, the soils report, at a minimum, shall contain the following; a. Technical information regarding soil classification, soil erodibility, soil permeability and infiltration rate, slope stability, and ground-water elevation. b. A recommended minimum setback from building and other structures c. An evaluation of whether of not hydro-collapsing soils are present on the site d. The results from a minimum 30-foot deep soil boring, which is then used as the basis for the information and design recommendations summarized within the soils report. RESUBMITTAL REQUIRED: STORMWATER POLLUTION PREVENTION PLAN (SWPPP) 1. In the section, "Assessment of Potential Impacts" on page 5, include stormwater controls in the soil disturbing activities and the intended sequence of major activities. Stormwater controls should be in place prior to any construction/grading activities. (Part IV.C.2.b) 2. Provide general location map showing and identifying receiving waters within 1 mile. From reviewing the TDOT Map Site there are two watercourses within the near vicinity. Include both watercourses on the location map. (Part IV.C.2.e) 3. Assessment of the potential impacts to watercourses and the City of Tucson's stormdrain system is an important element to a SWPPP. Identify the name of nearest receiving water that could be disturbed or receive discharges from disturbed areas of the project. Refer to the above comment. (Part IV.C.4) 4. Identify areas where existing vegetation will be preserved. If vegetation will not be preserved on site, please clearly state on the SWPPP Site Map and the narrative. (Part IV.D.4.a) 5. In areas where construction has temporarily or permanently ceased, stabilization measures must be implemented within 14 days. If construction will resume within 14 days, then no stabilization measures are needed. Address how the site will be stabilized if construction temporary or permanently ceased and what type of surface stabilization measure will be used. (Part IV.D.4.b) (Part IV.D.4.b.i) 6. The purpose of a SWPPP is to be a document that can be used out on the construction site, a "user friendly document." On page 7, hazardous spills are addressed. It is recommended to give a phone number in the SWPPP in case of a spill. Revise the narrative to include contact phone number in case of a spill. (Part VI.L.5.a) 7. In addition to comment number 6, it is required by the Arizona Pollutant Discharge Elimination System General Permit for Discharge From Construction Activities for the operator to report any noncompliance which may endanger human health or the environment to the Arizona Department of Environmental Quality ADEQ within 24 hours. Add a general note stating the following, "Report oil or hazardous materials releases in excess of reportable quantities, or that may endanger human health or the environment, within 24 hours to ADEQ: (602) 771-4466 FAX (602) 771-4505."
