SUMMARY: The Grading Plan, Revised Drainage Report dated 9/03/03, drainage addenda dated September 17, 2003, SWPPP plans, copy of the LMT soils report dated September 18, 2002, and Percolation Test Report dated August 12, 2003 were received by Engineering on October 2, 2003. Drainage Report Addendum dated September 17, 2003 regarding the proposed v-channel between lot 19 and Window Rock East project was received and accepted. Development Services Department Engineering Division does not recommend approval of the Grading Plan or SWPPP at this time. The Revised Drainage Report dated 9/03/03 with addenda dated September 17, 2003 was reviewed for Grading Plan review purposes only. The following comments need to be addressed prior to resubmittal:

DRAINAGE REPORT COMMENTS:
1) A final complete drainage report compiled with all drainage addenda will be required to be submitted. Add administrative / site address, activity number "S02-052" / grading permit number "T03BU02430" on the cover sheet of the drainage report for archiving purposes.
2) Submit floodplain use permit application with resubmittal.
3) Provide discussion regarding how a "factor of safety" has been used for the basin design to account for expected silting in the basin, per the percolation test result addendum's recommendation.
4) Explain how 33 feet of Neenah grates will be placed given the proposed street section; see detail 16/8.
5) Provide a drainage easement for the bleeder pipes. Provide documentation of acceptance from adjacent owner. Show on sheet 3.

GRADING PLAN COMMENTS:
6) On sheet 1, address the following:
a) Revise General Note 4 to state that all grading shall conform to the latest edition of the 2000 International Building Code.
b) Add a general note to the plan stating that at post-grading construction inspection, additional percolation testing will be required.
c) On SWPPP and/or grading plan, provide recommendation for maintaining integrity of soils in the basin areas such as adding a general note or keynotes to each basin that no wash out / clean out or storage of construction material or vehicles shall be placed in the basins.
d) General Note 15 refers to a benchmark at elevation 2695; provide local benchmark with datum, clearly labeling and showing the benchmark on a planview.
e) Provide bearing on the line between South ¼ corner and the 1/16th corner monument.
f) Add general note or notations to details that screen walls and retaining walls are to be submitted under separate permits.
7) On sheet 2, address the following:
a) Provide sections along property line for lots 12, 13, 14, showing proposed slope design with slope setback distances per section IBC Chap.36 Sec.14.2&3. The top of cut slopes shall not be made nearer to a site boundary line than one fifth of the vertical height of cut with a minimum of 2 feet. The toe of a fill slope shall be made not nearer to the site boundary line than one half of the height of the slope with a minimum of 2 feet. The setbacks may need to be increased for any interceptor swales.
b) Explain how any drainage will be received along the east property boundary. Show wall opening size and spacing if needed.
c) Add section callout for detail 9/7 for lot 23.
d) Call out for section 2/7 refers to lot 3 on sheet 7 with a pad elevation of 38.95; clarify.
e) Show elevation "43.50" on planview per detail 13/7.
f) Provide more spot elevations on planview for end of v-ditch drainage structure.
8) On sheet 3, address the following:
a) Call out for detail 8/7 does not appear to be correctly referenced. Clarify discrepancy.
b) Provide call out or keynotes for the easement / trail.
c) Label material type, depth, and width for trail section along McKinley.
d) Provide horizontal dimensions along bottom and top of basins on planview.
e) Label utility easement for lot 131 and add a notation regarding restricting walls or other structures within this easement.
f) Show drainage easement for bleeder pipes.
g) Label Common Area "C".
h) There should not be cut at utility easement; check spot elevation "40.61" labeled at southwest side of Common Area "C".
i) Lots 32 and 33 are labeled as "C" drainage lots, however Drainage Concept Map indicates these lots are "A" draining. Revise sheet 3 to indicate "A" lots or revise drainage report.
j) Indicate on planview that lot 97 drains to Palmer Tale Drive per the Drainage Concept Map.
k) Provide spot elevation in bottom of basin to show positive drainage toward exit/bleeder pipes.
l) Add FG and FFE elevations for lot 83.
9) On sheet 4, address the following:
a) Provide call out or keynotes for the easement / trail.
b) Provide horizontal dimensions along widths of basins on planview.
c) Detail section callout 9/7 is used twice on this sheet for different sections; clarify callout/section at Common Area "C".
d) Label extents of riprap on planview for lots 49-51.
e) Provide section callout and section (8/7?) for Common Area "C" utility easement and include material type and width of trail.
10) On sheet 5, address the following:
a) Provide call out or keynotes for the easement / trail.
b) Provide horizontal dimensions along bottom of basins on planview.
c) Provide spot elevation in bottom of basin to show positive drainage toward exit/bleeder pipes.
d) Provide section callout and section (8/7?) for Common Area "C" utility easement and include material type and width of trail.
e) Label dimensions of Basin 2 bottom widths.
f) Dimension and label D50 and thickness of Basin 2 scupper splashway per drainage report.
11) On sheet 6, address the following:
a) Call out for detail 8/7 does not appear to be correctly referenced. Clarify discrepancy.
b) Provide horizontal dimensions for drainageways and basins on planview.
c) Where is information on riprap at rear of lots 52, 55-58 as shown for lots 49-51?
d) Extend sidewalk on planview along Los Reales Road.
e) Show on planview splash pad for 24" RCP outlet per rock sizing calculations in revised drainage report.
12) On sheet 7, address the following:
a) For detail 3, describe / specify dimensions for downstream splash pad at end of RCP.
b) For section 5, label property line near top of riprap slope.
c) Show section call out location on planview for section 6. Also clarify the pad elevation and lot number for this section.
d) Explain where section 8 is being used and define and label the types of easements for this section.
e) Clarify discrepancy for detail 8/7 which does not appear to be correctly referenced on sheets 3, 5, 6, & 8.
f) For detail 9, clarify 100-year depth for channel.
g) For detail 9, check lot references (lots 42 & 23, not 135& 136).
h) For details 9 and 10, add that screen and retaining walls by others will be by separate permit.
i) For detail 10, check pad elevation for lot 1, which does not appear to match planview on sheet 2.
j) Provide minimum offset distance for slope setback on detail 14.
k) Detail 14 riprap thickness and D50 need to match detail 9/8 riprap and shall be not less than recommended in revised Drainage Report.
13) On sheet 8, address the following:
a) Detail 7 appears to reference the wrong lots; check lot numbers (135 & 136?).
b) Call out for detail 8/7 does not appear to be correctly referenced. Clarify discrepancy.
c) Provide wall opening information (wall opening size and spacing) for section 10.
d) Show slope setback for detail 10.
e) Check proposed length of Neenah grates given the proposed street section; see comment 3 above and detail 16/8.

GENERAL COMMENTS:
14) Sidewalks will extend the full width of the street frontage of the development to provide continuity of the pedestrian and disabled pedestrian circulation path per DS Sec.3-01.3.3.B.2. Provide sidewalk along property frontage at Los Reales Road and McKinley except for at location of trail section.
15) Add more labels to intermediary contour lines.
16) Add SVT's to planviews.
17) Provide typical wall opening sizing and spacing on planview or details.
18) Clarify whether survey pin or monuments are to be set or found at lot and boundary corners.
19) The floodplain use permit will be issued concurrently with grading permit issuance.
20) All walls shall be reviewed under separate building permits.
21) A right-of-way use permit needs to be obtained for installation of RCP in the existing public right-of-way. Contact Permits & Codes regarding obtaining right-of-way use permit information, 791-5100.

GEOTECHNICAL REPORT COMMENTS:
22) The grading plan shall reflect geotechnical report recommendations for minimum setback from buildings and other structures. For the grading plan review for this project, clarify detail 17/8 or provide geotechnical engineering recommendation(s) regarding drainage away from structures given the 5-foot setbacks, as this was not clear from the Geotechnical Engineering Report submitted September 29, 2003.

SWPPP COMMENTS:
23) Address the following for the SWPPP:
a) Identify all operators for the project site, and the areas over which each operator has control. For each operator specify the criteria that defines his or her role. (Part IV.C.1)
b) Indicate in the SWPPP the name(s) of the party(ies) with day-to-day operational control of those activities necessary to ensure compliance with the SWPPP or other permit conditions. Provide a table for recording the names and responsibilities for each party responsible for activities necessary to ensure compliance with the SWPPP or other permit conditions. (Part IV.B.1.d)
c) Show, on the site map, directions of stormwater flow in streets and channels. (Part IV.C.3.a)
d) Show, on the site map, locations of structural and nonstructural controls identified in the SWPPP. Show locations of earth dikes, drainage swales, lined ditches, and pipe slope drains on the site map. Provide a detail for each practice. (Part IV.C.3.c)
e) Show, on the site map, locations where stabilization practices are expected to occur. (Part IV.C.3.d)
f) Show, on the site map, locations where stormwater discharges to a surface water (including ephemeral waters or dry washes) and to MS4s. (Part IV.C.3.g)
g) Identify the location and describe any stormwater or non-stormwater discharges at the site associated with other pollutant sources such as fueling operations, materials stored on-site, waste piles, etc. (Part IV.C.5)
h) Describe all pollution control measures (i.e., BMPs) that will be implemented as part of the construction project to control pollutants in stormwater discharges. (Part IV.D.1)
i) Add notation regarding restriction of placement of construction material and vehicles within basin areas.
j) For each major activity identified in the project description, the SWPPP must clearly describe appropriate control measures; the general sequence during the construction process that the measures will be implemented; and which operator is responsible for the control measure's implementation. (Part IV.D.1)
k) Specify that erosion and sediment controls shall be designed to retain sediment on site to the extent practicable. (Part IV.D.2.a)
l) Provide a sediment control practice for the bleeder pipes from the retention basin. (Part IV.D.2.a)
m) Revise the specification for the stabilized construction entrance (2.2.12) to indicate that it will be installed at the beginning of the project and maintained until the streets are paved.
n) Specify that when sediment escapes the construction site, offsite accumulations of sediment must be routinely removed and at a frequency sufficient to ensure no adverse effects on water quality. (Part IV.D.2.a) (Part IV.D.2.c)
o) Describe and identify a schedule of when interim and permanent stabilization practices for the site will be implemented. (Part IV.D.4.a)
p) The operator(s) must maintain the following records as part of the SWPPP. Provide forms to record the required information. (Part IV.D.4.c)
1) Dates when major grading activities occur. (Part IV.D.4.c.i)
2) Dates when construction activities temporarily or permanently cease on a portion of the site. (Part IV.D.4.c.ii)
3) Dates when stabilization measures are initiated and completed and reasons for delay, if applicable, under IV.D.4.b. (Part IV.D.4.c.iii)
q) Provide an installation timeline for culvert outlet protection. The riprap splash pads must be installed so that it is effective during construction. Installation should be as early as practicable. (Part IV.D.5.b)
r) Describe appropriate BMPs to minimize pollutants in any non-stormwater discharges. Superchlorinated wastewaters must be held on-site until the chlorine dissipates, or otherwise dechlorinated prior to discharge, except if used in emergency firefighting. (Part IV.D.7)
s) Describe measures to prevent the discharge of solid materials, including building materials and litter, to waters of the United States. (Part IV.D.8.a)
t) Describe measures to sufficiently stabilize soil at culvert locations to prevent the formation of rills and gullies during construction. (Part IV.D.8.e)
u) Include a copy of the general permit and the NOI that was or will be submitted to ADEQ. (Part IV.F)
v) Include a certification and signature for each operator in accordance with Part VII.K. (Part IV.J.1)
w) Add a note stating that the operator shall report to ADEQ any noncompliance (including spills) which may endanger human health or the environment. The operator shall orally notify the office listed below within 24 hours:

x) Explain how the following SWPPP statements will be implemented or revise the SWPP to be consistent.
1) (1.7) "This project will not be developed in multiple phases."
2) (2.2.1) "Scheduling to minimize extended disturbed areas and duration of exposure."
3) (2.2.2) "Preservation of existing vegetation at areas on a site where no construction activity is planned or will occur at a later date."
4) (6.1.1) "Less than one half of the site shall be denuded at one time."
y) Explain how wind erosion/dust control will be achieved. Provide specific practices.
z) Section 2.3.2 states that the retention basin is designed to contain the 100-year storm volume generated by this site and will retain runoff without release. Revise this description to be consistent with the drainage report and grading plan.

Provide a bound copy of the Geotechnical Engineering Report, adjacent owner documentation for drainage easement, floodplain use permit application, revised grading plan, any drainage calculations and addenda with resubmittal.
