SUMMARY: Engineering Division has reviewed the Subject Drainage Statement, Stormwater Pollution Prevention Plans and Grading/Paving Improvement Plans received on 29 September 2003. Approval is not recommended at this time. A Floodplain Use Permit will be required for the proposed drainage crossing. Please complete a Floodplain Use Permit application and include with the resubmittal addressing the comments listed below:

DRAINAGE STATEMENT:

1. The report must provide a floodplain analysis of the existing channel, describing both the existing and future (post-developed) flow depths, widths, and velocities. All hydraulic cross sections are to be clearly identified on an appropriate exhibit, plotted to scale, and accompanied by pertinent hydraulic information. The section must assess the hydraulic effects that the future structure may have on the floodplain or floodway (Free-Span Rail Car Bridge, specifically), in accordance with the City of Tucson Standards Manual for Drainage Design and Floodplain Management (SMDDFM), Section 2.3.1.4 -Development Standard (DS) - 10-02.0;
2. Unless entirely contained within the channel, the report exhibit(s) should depict the limits of the 100-year floodplain, clearly labeled, with water surface elevations provided, (SMDDFM, Sections 2.3.1.4 C 1 and 5.2.5 & 6);
3. 100-year floodplain limits that are entirely contained within a street section or constructed drainageway shall be labeled as such on the plan, and labeled as "Regulatory Floodplain". Please address the existing drainageway accordingly on exhibits 4, 5 and 6 (SMDDFM, Section 2.3.1.4 C 6 & 8);
4. All Floodplains shall be labeled in one of the ways provided in Section 2.3.1.4 C 7 of the SMDDFM;
5. Section 5.3 of the report discusses the construction of a No. 82 Box Culvert Shell Con -Tech Structure and a new covered walkway with a car pad. The Improvement Plans include depiction of a Free Span Rail Car Bridge with no covered walkway indicated, and provide no reference to the Con-Tech Structure. The report must address the proposed rail car bridge to ensure the Improvement Plans and report coincide with one another (SMDDFM, Section 2.3.1.5);
6. The report should provide erosion hazard and scour depth calculations demonstrating the proposed rail car crossing will be free from scour/erodibility;

GRADING/PAVING PLAN COMMENTS:

1. Provide the total area to be disturbed and depict the limits of grading;
2. Please depict and label the Hermans Road half right of way on sheet 2 of 4 and Detail G/4 on the "N-S Road" plan set. A separate permit will be required from Tucson Department of Transportation (TDOT) for proposed work in the right of way. Contact Permits and Codes Section at 791-5100 for questions and inquiries;
3. Clarify on Sheet 2 of 4 whether the existing parking lot driveway entrance is to remain, or if this entry is to be closed (closing of unused curb cuts will be required in the right of way);
4. The proposed streets and street cross sections do not appear to include new sidewalks for pedestrian circulation. Please address new sidewalks with scuppers where appropriate, in accordance with Development Standards 2-08.4.1 E, 5.1 E, 3-01.2.7 and 3-01.3.3;

STORMWATER POLLUTION PREVENTION PLAN:

1. Please provide a list of subcontractors and contractors and a completed Contractor's certification if determined;
2. Please provide reference to specific control structure examples (BMP's) for sediment controls and provide a detail on the plan or reference to SC-1 in the text, if silt fencing is to be utilized (BMP 63 is not included);
3. Depict an appropriate washout location on the plan;

Please address all of the above comments. Resubmittal shall include a drainage report, grading/paving plans and Stormwater Pollution Prevention Plan.
